Prevent duplicate and conflicting pull requests by coordinating the work before agents edit: check open issues and PRs, assign one owner to each outcome, isolate parallel changes in separate worktrees, and review the integrated result before publishing or merging. Worktrees keep edits apart; they do not tell agents that their tasks overlap.
Why do coding agents create duplicate or conflicting pull requests?
A duplicate PR repeats work that already exists in another PR. It can happen when an agent is given a task without being told about an existing issue, branch, or review in progress. Conflicting PRs are different: two changes may be independently useful but touch the same files, interfaces, or behavior, so they are difficult to integrate or produce incompatible results.

These are measurable coordination problems, not just hypothetical risks. A 2026 study of failed agentic pull requests classified 142 rejected submissions as duplicates, defined as work already present in another PR. That count describes the study’s observed rejection patterns; it is not a general rate for all agent PRs. Read the failed agentic PR study.

It found textual conflicts in 41.7% of sampled cross-agent pairs, compared with 19.8% of same-agent pairs. Source code made up 84.4% of the files classified as conflicted. These are textual-conflict findings from that sample—not a measure of every semantic, behavioral, or integration failure. The authors describe textual conflicts as a conservative lower bound on coordination costs. Read the study.

What workflow prevents duplicate agent work?
-
Search before creating a task
Search open issues and pull requests using the task’s key terms, component name, and affected subsystem. Check recently updated work as well as exact title matches: the same change may be described differently or already be under review. If a matching issue or PR exists, direct the agent to continue that work rather than creating an independent task.
-
Choose one owner for each outcome
Assign one agent or person to own a defined change. Give it a narrow outcome and link the related issue or PR. If work must be parallelized, split it into distinct outcomes and specify file or interface boundaries where practical. Call out dependencies and shared files that need coordination; assigning different agents is not the same as assigning non-overlapping work.

-
Ask for a status report before implementation
Have the agent identify the issue or PR it is extending, its branch and base, the files it expects to change, and whether it found equivalent work already underway. This is a team safeguard, not a built-in guarantee that every agent can discover or respect other work.

Check again before opening a PR
Before a second PR is created, check whether an agent or human has already addressed the task. If two branches cover the same outcome, consolidate the changes into one PR or explicitly sequence them instead of leaving duplicate PRs open.

How do worktrees help—and what do they not solve?
A Git worktree gives a parallel session its own working directory and branch, reducing the chance that agents overwrite one another’s local edits. In VS Code, the documented option is available through the Agents window as New Worktree. It starts from committed Git state, and the resulting work must later be integrated into the target branch. VS Code also notes that uncommitted and untracked files in the primary worktree are not automatically copied into a new one. Commit any context the agent needs first. See VS Code’s agent harness documentation.
Isolation is not coordination. Two worktrees can still contain branches that solve the same issue, change the same logic, or depend on incompatible assumptions. A worktree also does not restrict an agent’s commands or network access. Pair it with task ownership, overlap checks, and integration review.

How should teams integrate concurrent agent changes?
-
Start from a known base
Ensure each session starts from a committed, understood state. Record the target branch and relevant issue or PR so reviewers can see what the work is based on.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsSpecial offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy. -
Integrate against the current target branch
Before merging, update or rebase the branch—or otherwise integrate it—against the current target branch. This exposes changes merged since the agent started. Resolve conflicts deliberately rather than assuming a clean patch means the behavior is compatible.

Review the combined change
Review the final integrated diff, not only each agent’s original branch in isolation. Check shared files, interfaces, tests, and whether one change makes another redundant. Run the repository’s required CI checks and keep human review in the process.
-
Publish only after the checkpoint
Where the agent platform supports it, use research, planning, branch edits, and iteration before opening a PR. Do not treat an agent’s ability to create a PR as a reason to skip the duplicate-work check.
How GitHub Copilot workflows can fit this process
GitHub documents Copilot cloud agent as able to research a repository, create a plan, make branch changes, run automated tests and linters in its ephemeral environment, and optionally open a PR. On GitHub.com, teams can use deeper research, planning, and iteration before PR creation; integrations such as Azure Boards, Jira, and Linear support creating a PR directly. GitHub also documents asking @copilot on an existing PR to make changes, which can keep follow-up work attached to the current review rather than spawning a separate effort. Check GitHub’s current cloud agent documentation.
GitHub’s documentation for third-party coding agents says supported agents can take an existing issue or prompt, create a PR, and iterate on review comments. That page describes the capability as public preview and says it is available on paid Copilot plans subject to account policies. Preview status, plan eligibility, and product behavior can change, so verify the current terms for your account. See GitHub’s third-party coding agent documentation.
What to put in a team’s agent task brief
- Existing work: links to relevant issues and PRs, or a note that the owner checked for matches.
- Outcome: the specific behavior or deliverable expected, rather than a broad instruction such as “fix the subsystem.”
- Ownership: the agent or person responsible, plus files or interfaces it may change where practical.
- Coordination: dependencies, shared files, and any work that must happen before or after this task.
- Starting point: branch and committed base, including any context that must be committed before creating a worktree.
- Checkpoint: report the issue or PR being extended, changed files, tests run, and whether equivalent work was found before opening a PR.
- Integration: the target branch, required CI checks, and human review expected before merge.
Optional Git background
For readers who need a refresher on branches, commits, and GitHub workflows, Pro Git, Second Edition by Scott Chacon and Ben Straub is available online and in print. It covers Git fundamentals; it is not a specialized guide to coordinating AI coding agents.
