Before handling fire- or flood-damaged books, make sure the building and materials are safe. Keep away from sewage-contaminated water and active mold, and do not enter an unsafe structure. For books that are safe to handle, the priority is to stabilize them: air-dry suitable items promptly, or prepare saturated books for freezing if they cannot be dried within about 48 hours. Freezing buys time; it does not dry a book or kill mold.
Check for hazards before moving books
Fire and flood incidents can leave more than water damage. Floodwater may contain sewage or unknown contaminants; a fire may leave soot, debris, and water from firefighting. Do not handle affected materials until the area is safe, and avoid contact with contaminated water. If there is active mold, protect people from exposure and seek professional advice rather than beginning a home-cleaning project. The National Archives advises seeking medical or mycological guidance if mold causes health effects. National Archives flood-damage guidance and the Library of Congress wet-collections introduction explain the hazards and response context.

Decide whether to dry, freeze, or call a conservator
| Condition | What to do |
|---|---|
| Only damp, structurally sound, and not contaminated | Move to a safe, drier area and consider controlled air drying with clean absorbent material and circulating air. National Archives guidance |
| Saturated, swollen, or unlikely to dry within about 48 hours | Do not force it open. Prepare it for freezing to slow further deterioration while you arrange drying. Large collections may require a recovery contractor. National Archives; Library of Congress freezing guide |
| Glossy or coated pages | Prioritize specialist advice: coated pages may stick together or fuse as they dry. National Archives guidance |
| Active mold, sewage, or unknown contamination | Protect people first and seek appropriate professional advice. Freezing does not kill mold. National Archives; Library of Congress |
| Historic, unique, valuable, fragile, or sentimental book | Contact an experienced book and paper conservator before attempting treatment. National Archives guidance |
| Soot-covered book | Do not rub the surface. Soot removal is risky; have an important or irreplaceable book assessed by a conservator. Library of Congress smoke and soot guide |
The two-day/48-hour guidance is a practical response window in institutional guidance, not a guarantee that mold begins at a precise moment in every environment. The National Archives’ 1993 advice recommends freezing wet paper-based items that cannot be air-dried within two days; the Library of Congress says freezing within 48 hours may be necessary.

Air drying is for books that are safe to handle, not heavily saturated, not contaminated, and not better referred to a conservator. Use clean absorbent blotting material and arrange circulating air in the room. The National Archives cautions against directing airflow straight at the materials. Do not treat this as a universal method: the book’s condition, binding, and paper type matter. See the National Archives’ salvage guidance.

When freezing helps—and what it cannot do
If a wet book cannot be air-dried within about two days, freezing is a temporary stabilization measure while proper drying is organized. It slows mold growth and can hold materials in a similar physical condition while they await treatment, but it neither removes water nor kills mold. For a small water incident, the Library of Congress says a household freezer may be used; large disasters may require commercial freezer capacity or a recovery contractor. Library of Congress: How to Freeze Collections.
Freezing is not the same as restoration. Books may remain stained, distorted, contaminated, or moldy after stabilization, and later drying or treatment may still be needed. Do not leave a frozen book in a sealed, humid container as a long-term preservation solution.

What to do about soot after a fire
Books exposed to firefighting water may need water stabilization as well as soot assessment. Do not wipe or rub soot: it can be driven deeper into paper. The Library of Congress describes a limited approach involving gloves and blotting with a vulcanized rubber sponge, while warning that soot treatment is risky. For unique or irreplaceable books, defer cleaning to a conservator rather than trying this method at home. Library of Congress smoke and soot guidance.
When professional recovery is the safer choice
Contact an experienced book and paper conservator for valuable, historic, sentimental, fragile, moldy, or soot-affected books. If many books are wet, ask about recovery services with suitable freezing and drying capacity; ordinary household handling may not be practical at collection scale. Choose help based on the size of the collection, urgency, material risks such as coated pages or mold, and whether freezing is only a temporary hold or a professional drying service is available. No single method or provider is appropriate for every fire or flood incident.
