Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Prepare for both possibilities: a service outage and a deliberate shutdown. Before connectivity disappears, download maps, copy essential contacts and instructions onto the phone and onto paper, agree where people will meet, charge a backup battery, and learn how local emergency alerts work. A phone can still show information stored on it, record notes and photos, and sometimes receive calls, texts or alerts, but it cannot restore a disabled network.
What “internet shutdown” can mean
An internet shutdown is not one single technical event. An accidental outage might affect your broadband, a mobile operator, a local exchange or electrical power. A deliberate restriction can block a particular network or service, slow traffic (throttling), disable platforms, or cut most or all connectivity in an area. Access Now’s #KeepItOn work documents all of these forms.

The distinction changes your options. Household outage preparation is mainly about power, offline information and alternative ways to contact people. During a deliberate shutdown, an alternative connection may be unavailable, unlawful in some circumstances or unsafe for the person using it. Communications can expose metadata or location, and Access Now warns that satellite links may reveal where a user is. Treat any alternate network as a situation-specific risk decision, not a guaranteed workaround.
Do these preparations before service fails
Complete the following while your usual Wi-Fi and mobile service are working. Test each item with connectivity disabled; an icon or an apparently downloaded file does not prove that it will open offline.

- Download maps for the places you may need. Include home, work, school, health facilities, family addresses, evacuation areas and likely routes.
- Save essential information locally. Keep addresses, instructions, travel alternatives and necessary documents on the phone where appropriate, and print a minimal copy.
- Write down contacts and a meeting plan. Carry key numbers on paper, choose a primary and backup meeting place, and agree an alternate route home.
- Charge the phone and backup power. Put a compatible charger and a charged power bank in the same place as your emergency supplies.
- Set up independent information sources. Keep a battery, solar or hand-crank radio, with spare batteries if applicable, and identify local broadcast stations.
- Check local alert rules. Emergency alerts differ by country, carrier, device and radio settings.
- Make a plan for people and equipment. Check on neighbors or relatives who live alone, and ask providers how connected medical or personal-alarm devices operate without their network.
Download maps that work without a connection
What offline mapping can and cannot do
UK Prepare states: “Your smartphone’s GPS may still work with no signal, but map apps need pre‑downloaded maps to show routes.” GPS reception and map data are separate. A phone may calculate its position from satellite signals while showing no roads, addresses or directions because those data normally come from the internet.
Offline areas generally provide the base map and, depending on the app, route calculation. Do not assume they include live traffic, current road closures, transit departures, fresh business information, cloud-saved places or every search feature. App behavior varies, so verify it on your own phone.
A reliable download-and-test procedure
- Open the mapping app you normally use while connected.
- Find its offline-map or downloaded-area control and select every area needed for likely journeys, not just the destination pin.
- Include a margin around towns, hospitals and road junctions in case you need to detour.
- Let the download finish on Wi-Fi or another trusted connection, then confirm the area appears in the app’s saved or offline list.
- Turn off Wi-Fi and mobile data, reopen the app, search for a saved address, and request a route. If any step fails, download a larger area or use a different map source.
- Print a simple route or keep a local paper map. Mark the meeting points and important addresses; a printed fallback does not depend on a charged phone.
Download updates before a planned trip or when roads, public transport and emergency instructions change. An offline map is a snapshot, not a live incident feed.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteSave contacts, instructions and documents offline
Build a paper contact list
Copy names and numbers from your phone onto paper and keep the list in a wallet, emergency folder or bag that will remain with you. Include household members, a trusted neighbor, school or care contacts, medical providers, utility or building contacts, and the relevant local emergency numbers. Add an out-of-area contact if your family can use one person as a message relay when local lines are congested.
Record addresses and useful details in plain language. A number without a name or an address without an access instruction may not help someone unfamiliar with the location. Update the list when people move or numbers change.

Keep only what you need on the phone
Save travel alternatives, meeting instructions, medication or care information that you are authorized to carry, and copies of essential documents where appropriate. If a document contains sensitive personal information, protect the phone with its normal device lock and avoid distributing unnecessary copies. Canada’s emergency guidance recommends printed plans, contact lists and maps as well as phone-based information.
Agree on a contact and meeting plan
Choose a primary and backup meeting place
Select locations that household members can reach without an online map, such as a known public building or a relative’s home. Choose a second site in case the first is inaccessible. Write down the route from home, school and work, including a safe alternative.

Decide who checks on children, older adults, neighbors living alone and anyone who relies on connected equipment. Specify how long someone waits before following the next step and who is responsible for each person. Do not assume that a phone backup substitutes for a telecare, medical-sensor or personal-alarm plan; UK guidance directs users to ask the provider or manufacturer how equipment behaves when its network is unavailable.
Use an out-of-area relay carefully
If local infrastructure is affected, a contact in another area may be able to tell relatives that you are safe. Give everyone that person’s number on paper. Do not send sensitive details merely because a channel becomes available, and do not make the relay responsible for urgent emergency intervention.
Preserve battery for the functions that matter
Pack power, but understand its limit
Innovation, Science and Economic Development Canada’s emergency telecommunications kit includes a phone charger and portable backup power supply. Charge the power bank before an event, carry the correct cable and, if possible, verify that it can charge the phone you use. A power bank extends runtime; it does not restore mobile data, broadband or messaging.

Use the phone sparingly during a disruption
- Lower screen brightness and shorten the screen timeout.
- Close navigation, video, camera and other high-use apps when they are not needed.
- Disable unnecessary Bluetooth, location requests and background synchronization if you do not need them.
- Use airplane mode or turn off radios when preserving power is more important than seeking a connection. Remember that airplane mode can prevent network-based emergency alerts.
- Check the phone at planned intervals instead of repeatedly waking it to look for service.
There is no reliable general battery-life figure for a “shutdown”: runtime depends on battery health, temperature, screen use, radio searching and the phone model. Preserve power for emergency communication, downloaded maps, identification and essential notes rather than treating the phone as an always-on information source.
Do not confuse phone backup with landline backup
The UK Prepare campaign says a free backup battery unit supplied to eligible vulnerable landline customers keeps a landline working for at least one hour. That figure applies to that landline program, not to smartphone runtime or a mobile network.
Keep an independent source of information
UK Prepare recommends a wind-up or battery FM radio with spare batteries. Canada lists battery-operated, solar-powered or hand-cranked radios. Reception varies, so identify local stations in advance and learn how to tune the radio without an app. A radio can provide broadcast information even when the phone has no internet, but it cannot send a personal message back.
Keep paper instructions for local evacuation, shelter or utility procedures when authorities provide them. During an emergency, follow the instructions that remain available from official broadcasts and local services rather than relying on an old screenshot.
Understand emergency alerts in your country
UK example: alerts use nearby masts
UK Government guidance says emergency alerts are broadcast by nearby mobile masts and do not require mobile data or Wi-Fi. The same guidance lists conditions in which an alert may not arrive, including a phone being switched off or in airplane mode, as well as other device or network limitations. Therefore, do not enable airplane mode merely to save battery if receiving an alert is a priority.

Why this is not a universal promise
Alert technology and emergency-call routing differ by country, carrier, device and incident. A UK behavior cannot be applied automatically to Canada or elsewhere. Check the official emergency-alert instructions for your location and phone, and learn whether alerts require a supported handset, compatible software, a participating carrier or a particular radio state.
What to do when service is already disrupted
- Check official sources first. Look for an alert on the phone, listen to the prepared radio and follow emergency-service instructions.
- Reserve calls for emergencies and urgent needs. Keep conversations short so limited capacity remains available.
- Try a brief text when a service path still exists. ISED Canada says text messaging, email and social media use less telecommunications capacity than voice calls and may work when phone service has been disrupted. This is advice for constrained service, not evidence that messaging works during a complete shutdown.
- Use offline material. Open the downloaded map, paper route and contact list instead of repeatedly trying cloud documents or live searches.
- Reduce nonessential battery use. Dim the display and disable radios only after considering whether you need alerts or an available connection.
- Assume remote services may fail. Internet calling, messaging apps, cloud files, online banking and other services may be unreachable in a full blackout.
- Choose in-person contact only when safe. Go to a meeting point only if travel is consistent with official instructions and local conditions.
Can you text if mobile data is down?
Do not treat “mobile data down” and “all mobile service down” as identical. A text may still get through when a network is operating but congested, and Canadian guidance specifically says texts may use less capacity than voice calls. However, a text still needs an available network path. If mobile service is completely disabled, internet messaging and ordinary texting may both fail. Try once, wait for a delivery indication if your phone provides one, and avoid sending repeated copies that waste power and capacity.
Will GPS work without internet?
GPS reception can still provide a position without an internet connection, but positioning does not supply roads, addresses or directions. You need map data stored in advance. Test the exact offline behavior of your app, keep a printed route and do not rely on live traffic, transit times or newly reported hazards being available.
Privacy and safety during a deliberate shutdown
A shutdown can change who can observe communications and where a device appears to be connecting. Access Now’s shutdown and election-security guidance cautions about insecure communications, documentation security and satellite connections that may reveal location. Before sending a sensitive message, consider the recipient, the channel, the information contained in it and the consequences if it is intercepted or exposed.

There is no universal instruction to use a particular alternate network, satellite device, mesh system or circumvention service. Availability, legality, technical effectiveness and personal risk depend on the country and the type of shutdown. If using an unfamiliar service would expose your identity or location, waiting for a safer channel may be the better choice. Keep essential contacts and instructions available offline so your plan does not depend on making that decision under pressure.

Choose preparations by the problem they solve
| Preparation | Works without a network? | What it provides | Main limitation |
|---|---|---|---|
| Printed contacts, routes and meeting points | Yes | Addresses, numbers and agreed actions | Cannot deliver a new message or update |
| Downloaded map data | Usually, after testing | Local map and possibly offline routing | No guaranteed live traffic, transit or current search data |
| Charged phone and power bank | Power source works offline | More time for stored information and any surviving service | Does not restore connectivity |
| Text, email or social messaging | No; needs an available service path | Potentially lower network demand than a voice call | May fail in a complete shutdown |
| Battery, solar or hand-crank radio | Yes for reception, where broadcasts reach you | One-way official or local information | Reception and station availability vary |
| Satellite or other alternate connection | Depends on equipment and conditions | Possible wide-area connectivity | May be unavailable, restricted or reveal location |
Troubleshoot the plan before you need it
The map opens but shows no route
Reconnect briefly, enlarge the downloaded area, confirm the route remains inside it and retest with both Wi-Fi and cellular data disabled. Save a paper route if routing still depends on a server.
The phone battery is draining quickly
Stop repeated signal searches, dim the display, close high-use apps and disable radios that are not needed. Keep the phone available for alerts unless you have deliberately accepted the trade-off of airplane mode.
A text is stuck or undelivered
Do not assume the recipient received it. If the matter is urgent and a call is possible, use a short call; otherwise follow the pre-agreed meeting or relay plan when it is safe. Repeated retries consume power and may add congestion.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
A connected alarm or medical device loses service
Use the provider’s outage instructions and the individual’s established backup procedure. A smartphone, power bank or downloaded document is not a substitute for equipment-specific clinical or telecare advice.
You receive no emergency alert
Check whether the phone was off, in airplane mode, unsupported, outside the relevant mast area or affected by another listed condition. Use the official local alert guidance and prepared radio sources; do not infer from one missing alert that no emergency exists.
