To make useful user-generated content (UGC) eligible for Google Search, give each public page a working, crawlable URL; expose it through ordinary links; ensure its important content appears when rendered; and keep spam, private material, and low-value pages out of Search. Crawling, indexing, and appearing in results are separate steps, and Google does not guarantee any of them.
Decide which user-generated pages belong in Search
Start by sorting your UGC into three groups: useful public contributions that can stand on their own, material that should remain private, and public pages that offer little value or contain spam. The right technical control depends on the group.

- Useful public pages: Make them accessible to visitors and eligible for crawling and indexing.
- Private submissions: Require authentication or otherwise restrict access. Do not rely on
robots.txtto protect private information. - Public but unwanted in Search: Keep the page crawlable and use a
noindexdirective so Google can read the instruction. - Spam or content that should not remain public: Moderate or remove it rather than treating a crawl setting as a substitute for content management.
Google warns that indexing low-quality UGC can negatively affect a site’s ranking. Its spam policies identify spammy forum posts, comments, accounts, and uploads as forms of user-generated spam. Google’s spam policies explain the broader rules.

Make useful pages accessible and indexable
For a page to meet Google’s minimum technical requirements, Googlebot must not be blocked, the page must work and return HTTP 200, and it must contain indexable content. These are eligibility requirements, not a promise of indexing. Google’s technical requirements state that a page meeting them may still not be indexed.

Check the page as a visitor would: does its URL load successfully, and can someone reach the contribution without a sign-in wall or a broken interface? If it is meant to be public but returns an error or requires an account, Google cannot treat it as an accessible public landing page.
Help Google discover UGC URLs
Link to each wanted page from other pages Google can already find. Use a standard HTML anchor with a resolvable href, such as <a href="/forum/topic-123">Read the discussion</a>. A button, click handler, or non-anchor element should not be the only route to a page.

Links added by JavaScript can be crawled when rendering produces ordinary anchor markup with an href. A sitemap can also help Google discover new or updated URLs, and accurate lastmod values can indicate when a page changed. Neither internal links nor sitemap inclusion compels Google to crawl or index a URL. Follow Google’s crawlable link guidance and include only URLs you want considered for Search in your sitemap.

robots.txt controls crawling; it is not a reliable way to prevent a URL from appearing in Search. If a page is blocked from crawling, Google may be unable to read its noindex directive. To exclude a public page from indexing, allow crawling and provide noindex in a robots meta tag or HTTP header. To keep content private, use access controls instead.

- Prevent public access: Require authentication or restrict the content at the server or application level.
- Allow visitors but request exclusion from Search: Keep the page crawlable and use
noindex. - Reduce crawling of an unwanted URL space: Consider
robots.txt, but do not treat it as an index-removal instruction.

Check what Google can render
Google runs JavaScript during its rendering stage, but that does not guarantee that every script-dependent feature, resource, or view will work as it does in an interactive browser session. Make the contribution text and links available in the rendered page, and ensure Googlebot can access the resources needed to display them.

Do not make essential content depend on a user permission prompt, a particular browser state, or data saved only in an interactive session. Inspect a representative URL in Search Console to see how Google processes it, and compare the rendered result with what visitors should be able to read. Qualify links submitted by users
A forum post or comment may be worth making crawlable while its outbound links remain untrusted. For user-inserted links, use rel="ugc" to identify user-generated links, or rel="nofollow" when you do not want to associate your site with or endorse the destination. This treatment applies to the outgoing link; it does not determine whether the UGC page itself can be crawled or indexed. See Google’s guidance on qualifying outbound links.
Diagnose pages that are not indexed
Check the stages separately rather than assuming that a discovered URL has been indexed or that an indexed page will appear in results.
- Check access and response: Confirm Googlebot is not blocked, the intended public page loads, and it returns HTTP 200.
- Inspect an individual URL: Use URL Inspection in Search Console to examine Google’s information about the page and its eligibility.
- Look for site-wide patterns: Use the Page Indexing and Crawl Stats reports in Search Console to investigate inaccessible or unindexed URLs and crawling activity.
- Check your server logs: Look for requests from Googlebot to determine whether it fetched the URL. A request alone does not show that the page was indexed.
- Verify discovery and rendering: Confirm the URL is linked through crawlable anchors or included in a sitemap, and that essential text and links appear in the rendered page.
Google’s troubleshooting guidance says that, for most sites, checking and indexing may take three days or more; this is general guidance, not a guaranteed timeline or service level. A crawl request, successful fetch, or sitemap submission is not proof of indexing or ranking. Google’s crawling troubleshooting guide explains the available checks.
