Prepare for several days when normal travel or deliveries may be disrupted: cover essential needs at home, identify alternatives to driving, and follow current instructions from local authorities. Storage laws, emergency plans and transport options vary by location, so use the guidance below as a checklist—not a substitute for local rules.
1. Make a plan for the people in your household
Start with the people who may need help if travel, deliveries or services are interrupted. Public Safety Canada recommends preparing to stay safe and comfortable for at least 3 days (72 hours), whether sheltering in place or evacuating; this is a preparedness recommendation, not a prediction about how long a fuel shortage would last. Canada’s emergency-kit checklist advises tailoring supplies to household needs. New Zealand Civil Defence recommends planning for three days or more and accounting for medical, infant and animal needs where relevant. New Zealand’s household supplies guidance offers a local checklist.

- List anyone who depends on regular prescriptions, mobility assistance, medical equipment, infant supplies or other daily essentials.
- Include pets and service animals in food, water and care plans.
- Agree on how household members will contact one another and where to meet if separated. Keep a written emergency plan with important contact details.
- Check local emergency guidance for advice that reflects hazards and services in your area.
2. Set aside household essentials that do not depend on fuel
Choose supplies for your household and local guidance. Canada’s checklist includes water, non-perishable food, medications, a written plan, a phone charger and power bank, a wind-up or battery-powered radio, and extra batteries. New Zealand’s guidance also highlights water, long-lasting food, grab bags and medical needs.
- Store drinking water, food that needs little or no cooking, and any medicines household members require.
- Include hygiene supplies, a flashlight, spare batteries and a charged power bank.
- Keep copies of essential information where household members can find them.
- Consider a wind-up or battery-powered radio with spare batteries so you have an information option if other devices lose power or connectivity. Choose equipment that can receive locally relevant updates; official kit guidance names these radio types but does not endorse particular models.
Keep checking local government and emergency-service channels for current instructions. Do not treat unverified shortage claims as official guidance.

3. Decide how to handle essential journeys
Make a short list of work, school, medical and other essential trips. For each one, consider its urgency, whether it can be delayed or handled remotely, and what alternatives are actually available in your area. Possible options include walking, public transport, carpooling, remote work or combining errands, but their usefulness depends on local services and household accessibility.
If evacuation is possible, learn your local routes and follow official instructions. New Jersey preparedness advice surfaced through the National Weather Service recommends keeping a vehicle’s gas level at a minimum of half a tank when preparing to evacuate. Treat that as advice from one jurisdiction—not a universal rule or a guarantee that fuel will be available. The National Weather Service’s New Jersey preparedness page provides that context.

4. Handle fuel safely—and check local storage rules
Do not use improvised containers to store fuel. Florida’s agriculture department advises using appropriate containers that close tightly, never milk jugs or open-top containers, and keeping fuel in a safe, well-ventilated location. Florida’s fuel-safety guidance does not establish a legal storage quantity for every jurisdiction. Before storing any fuel, check local laws and fire-safety advice, including rules on approved containers, permitted quantities and storage locations.

Do not build a speculative fuel reserve or buy more than your household normally needs because of an unverified warning. During a declared national energy emergency, the Philippine Department of Energy urged consumers to buy according to normal requirements and said panic buying or stockpiling was unnecessary. That statement applied to its specific Philippine emergency context; it is not a global assessment of fuel availability. Read the Philippine DOE statement.

Government action also depends on the place and circumstances. The UK National Emergency Plan for Fuel describes measures for major disruption in Great Britain, with the least invasive measure preferred first and supply maintained as close to normal as possible. It does not mean a particular measure will be used in every disruption. Consult the Great Britain plan for its scope, and follow current instructions from your own local authorities rather than assuming another country’s response applies.
