A Pakistan Information Commission decision reproduces a Civil Aviation Authority explanation that passengers should be told about available alternative flights and receive a full ticket refund if they choose one. PIA’s published Conditions of Carriage separately describe options for PIA bookings. The material available does not establish a single refund deadline or compensation amount for every airline.
Refund or rebooking: which should you request?
Choose the remedy that fits your plans. The cited CAA explanation describes a choice between available alternative flights and a full ticket refund; PIA’s terms describe options including another PIA flight, rerouting, or an involuntary refund. Do not assume a rebooking will happen automatically or that an offered substitute is your only option. The sources describe a choice of remedy, not a right to take both for the same ticket.

- Request a refund if you no longer want to travel on the affected ticket. Ask the airline to confirm what unused ticket amount it will return and when it expects to process the refund.
- Request alternative transport or rerouting if you still need to reach your destination. Compare the proposed departure and arrival times, route, operating airline, and any additional cost before accepting.
The CAA explanation is reproduced in the Pakistan Information Commission decision, rather than presented here as a verified current PCAA rule publication. Read the decision at Pakistan Information Commission, Syed Abu Ahmad Akif vs Civil Aviation Authority. PIA’s options apply to PIA bookings, not automatically to other carriers.
How to make a cancellation claim
- Confirm the cancellation. Contact the airline operating the cancelled flight and save its notice, email, text, or other message.
- Gather your booking details. Have your booking reference, e-ticket, passenger name, and affected flight segment ready. Check the operating airline’s current Conditions of Carriage.
- State your preferred remedy in writing. Say clearly whether you want a refund or rerouting/alternative transport. Ask the airline to confirm the remedy, any conditions, and the expected processing timeline.
- Keep a record of the exchange. Save your request, the airline’s replies, and receipts for reasonable expenses. The sources cited here do not establish that hotels, replacement tickets, or other incidental expenses are reimbursable, so do not assume they will be repaid without an applicable rule or written commitment.
- Follow up if the claim stalls. Complain to the operating airline and ask at the airport whether a CAA facilitation counter can assist. The reproduced CAA statement says such counters coordinate passenger grievances with airlines; verify the current PCAA complaint channel before relying on any particular contact details.
Which airline should you contact?
Start with the airline operating the cancelled flight, and identify who issued your ticket. If a travel agent or booking service sold it, ask both the airline and issuer who must process the refund or rebooking request. The available sources do not settle every ticket-agent arrangement, so get the answer in writing rather than assuming the agent or airline alone handles every step.

The reproduced CAA explanation says airlines have their own Conditions of Carriage. A carrier’s terms are therefore essential for the details of its process; PIA’s published terms are an example for PIA passengers, not a rule for all Pakistani airlines.
What PIA’s published conditions say
PIA Conditions of Carriage, Article 9.2.2, say that when PIA cancels a flight or fails to operate it as scheduled, a passenger may choose among carriage on another PIA flight with space, rerouting within a reasonable period on PIA or another airline or another mutually agreed means, or an involuntary refund under PIA’s refund provisions. PIA’s separate Air Passenger Rights page also summarizes cancellation relief as alternative transport/rerouting or a full refund of the unutilized ticket.

Deadlines, compensation, and escalation
The cited CAA explanation says a passenger who wants a refund receives a full ticket refund, but it does not state a processing deadline. PIA’s terms refer to its own involuntary-refund provisions. The material cited here does not verify a single deadline or fixed compensation amount that applies to every Pakistani airline, nor does it establish the current status of the CAA order or all applicable compensation rules. Ask your carrier for its written timeline and the rule or contract term it is applying.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteThe reproduced CAA statement identifies airport facilitation counters as a way to coordinate grievances with airlines. Because the current PCAA escalation route has not been verified here, confirm the present official complaint channel before sending personal documents or relying on a phone number, email address, or online form. Pakistan Code lists the Pakistan Civil Aviation Act, 2023; that listing alone does not establish the status of a particular cancellation rule or show whether an earlier order has been amended or superseded.
