Before enabling Microsoft Fabric Copilot, confirm that your capacity and region are eligible, decide who can use it and where it can process data, and verify that its answers respect your source permissions. Then map Purview coverage to the specific Copilot workload and require people to review generated outputs before relying on them.
What to check before enabling Copilot
Eligibility depends on the workload, tenant, capacity, and geography. Microsoft’s Copilot setup guidance lists a paid Fabric capacity F2 or higher, or Power BI Premium capacity P1 or higher, plus a supported region. Pro and Premium Per User (PPU) workspaces do not directly support Copilot; according to the setup page, they can use Copilot features when assigned to a qualifying Fabric Copilot capacity. Check the current requirements for the exact experience and tenant because supported regions and availability can differ and may change.

- Capacity: Identify which qualifying capacity will host the workspace.
- Region: Confirm the capacity’s region and whether the particular Copilot experience is available there.
- Settings: Identify the tenant and capacity-level Copilot controls your administrators must configure.
- Access: Confirm which users need access to the enabled workspaces and underlying data.
How to scope the rollout
Microsoft allows Copilot tenant settings to be scoped to security groups. If tenant settings are delegated, capacity administrators also need to configure the corresponding capacity-level settings. Assign each participating workspace to an enabled capacity, and grant workspace access to the people who need it. Microsoft’s setup guidance cautions that enabling Copilot for the entire tenant without planning can increase capacity utilization and create other risks.

A practical rollout is to start with a limited audience and a small set of workspaces, confirm capacity and permissions, enable the needed settings, and expand after reviewing how the pilot operates. This is a planning approach based on Microsoft’s scoping guidance, not a formal Microsoft rollout framework.

| Decision | Option | What to consider |
|---|---|---|
| Audience | Selected security groups and workspaces | Limits initial access and helps administrators observe usage before expanding. |
| Audience | Tenant-wide enablement | Reaches a broader user base; Microsoft’s setup page warns of increased capacity utilization and other potential risks without planning. |
| Capacity control | Tenant administrators configure settings | Use when tenant settings are not delegated. |
| Capacity control | Delegated capacity administration | Capacity administrators must also configure the relevant capacity-level settings. |
Decide where Copilot may process data
Microsoft says Copilot processing stays within the geographic region of the capacity unless the organization explicitly allows processing outside that region. The required cross-region processing settings can depend on geography and workload. Review the actual tenant and capacity settings against your organization’s requirements; a regional example in Microsoft documentation is not a blanket statement about every tenant or every compliance obligation. See Microsoft’s setup guidance and Power BI Copilot overview for the relevant workload details.
Prepare sources, grounding, and permissions
Copilot’s answer boundary depends on both the question and the source being used. Microsoft’s Fabric Copilot FAQ says data access depends on user permissions and role-level security. For data agents, Microsoft’s data agent overview identifies warehouses, lakehouses, Power BI semantic models, KQL databases, mirrored databases, and ontologies as possible sources, and says underlying row- and column-level security is respected.

- With 16 GB of memory, runs as many programs as you want without losing the execution
- The 13.5" 2256 x 1504 screen provides a great movie watching experience
- 512 GB SSD is enough to store your essential documents and files, favorite songs, movies and pictures
- 8 Hours battery run time helps you stay unwired and work longer non-stop
A question about a semantic model may be answered using that model; other questions may draw on general large language model knowledge, according to the FAQ. Make the intended grounding source clear to users, and validate representative questions against the governed source and expected access. As a practical check, compare responses from accounts with different intended roles to confirm they align with the source’s permissions; this is a recommended verification step, not a Microsoft-mandated test procedure.
Match Purview controls to the workload
Microsoft’s Purview documentation for Fabric AI interactions identifies Copilot for Power BI as its currently supported Fabric Copilot interaction, covering prompts and text-based responses. Support for other Fabric Copilot experiences and Fabric Data Agent is marked preview. The documented prerequisite is the Fabric admin option that allows Purview to secure AI interactions; the page says it is enabled by default. Confirm the current coverage and setting for the specific workload rather than assuming one Purview control covers every Fabric Copilot experience.

Keep people in the review loop
Microsoft’s notebook Copilot overview recommends reviewing generated output and checking code and results against the data and the user’s expectations before production. It describes approval before running cells or editing as a default control and recommends keeping it enabled. For other workloads, set review steps appropriate to the output and its operational impact; equivalent controls are not established for every experience.
