How to Prepare a Strong PhD Fellowship Application: Documents, Research Proposal, and References

A practical guide to fellowship documents, research proposals, reviewer criteria, references, and submission checks—with NSF GRFP and UKRI/MRC examples.

A strong PhD fellowship application is complete, eligible, and tailored to the specific funder’s review criteria. Start with the current official call, then use it to build a document checklist, shape a focused research plan, and coordinate references well before submission. There is no universal application packet or reference-letter rule; NSF’s Graduate Research Fellowship Program (GRFP) and UKRI/MRC guidance illustrate how requirements differ.

Start with the current fellowship call

Before drafting, find the official solicitation or call for the exact competition and application year. Use its instructions—not a past applicant’s checklist or a guide to another award—to confirm eligibility, required materials, formatting, submission steps, and deadlines. Rules can change between competitions.

For example, the U.S. National Science Foundation’s GRFP has its own application module and competition instructions. UKRI/MRC guidance describes a different structure, including applications routed through a host research organisation. Neither example is a universal model for PhD funding. Check the current NSF GRFP application guidance, the current NSF solicitation, or the relevant UKRI/MRC fellowship application guide, as applicable to your competition.

Make a requirements tracker

Turn the call into a working checklist. A simple tracker helps you see who owns each deliverable and what remains before submission; it is a planning aid, not a funder-prescribed form.

  • Required item: name each form, statement, transcript, or reference.
  • Format and limit: record file type, template, page or word limit, and any formatting rules.
  • Owner: note whether you, your institution, or a reference writer must provide it.
  • Submission location and deadline: include separate deadlines for materials submitted by others.
  • Status: track drafting, review, upload, and receipt confirmation.

Verify every row against the instructions for your own award. Do not copy another fellowship’s list and assume it applies.

What documents might a PhD fellowship application require?

The packet depends on the scheme. NSF GRFP’s application guidance and current solicitation describe application information, education and experience details, proposed field and graduate-study information, reference-writer information, transcripts, and two statements: a Personal, Relevant Background, and Future Goals Statement and a Graduate Research Plan Statement. NSF requires official undergraduate academic transcripts; graduate transcript requirements can depend on the applicant’s circumstances, so follow the active solicitation and the instructions shown in your application.

Other funders organize the material differently. UKRI/MRC guidance lists sections such as a summary, vision, approach, reproducibility and statistical design, PhD award and research organisation or equivalent, career history, career development, and applicant capability to deliver. These headings describe that scheme’s application, not a standard packet all applicants should reproduce.

Check completeness and file rules

Read the instructions for both content and mechanics. NSF warns that formatting instructions must be followed and that documents that do not comply may not be accepted by its application module. Its current solicitation also says only required application information is reviewed and supplemental material outside the instructions is not accepted for review.

  • Use the required templates, file formats, naming conventions, and page limits.
  • Confirm that each required form or statement is in the correct submission location.
  • Do not rely on extra attachments, links, or appendices unless the call allows them.
  • Check that uploaded files open correctly and that the application system shows required items as received.

How do you write a research proposal reviewers can assess?

First identify the target fellowship’s review criteria and required proposal sections. In the NSF GRFP example, reviewers assess Intellectual Merit and Broader Impacts; references are allowed and expected in the Graduate Research Plan. UKRI/MRC uses its own application sections, including vision, approach, and reproducibility and statistical design. The exact headings and criteria are scheme-specific.

Within those rules, make the plan easy to evaluate: state the research problem, explain why it matters, describe what you will investigate and how, and show how the proposed work could answer the question. Connect the plan to the funder’s criteria explicitly rather than relying on broad claims that the project is important.

Build a focused, plausible argument

  • Define the problem: give reviewers a clear research question or objective and enough context to understand its significance.
  • Explain the approach: describe the methods or lines of inquiry and how they relate to the question.
  • Show feasibility: make the scope and sequence credible, and connect relevant preparation or experience to the work.
  • Address the rubric: make clear where the application speaks to each criterion the funder asks reviewers to assess.
  • Stay within the rules: keep citations, claims, and formatting within stated limits; do not assume reviewers will consider unrequested materials.

These are practical ways to present a reviewable plan, not a universal proposal template. Follow the target call’s structure even when it differs from these suggestions.

How many reference letters do you need, and who should write them?

Reference counts and procedures vary by fellowship. For NSF GRFP, applicants enter at least three writers and may list up to five; if more than three letters arrive, the top three, as ranked by the applicant, are considered. NSF says at least two letters must be received for an application to be reviewed. Use the current solicitation for the competition’s letter-submission rules and deadline; those numbers should not be applied to other awards.

Choose writers who know your work directly and can provide specific evidence about different aspects of your qualifications. NSF advises against selecting three people who will all make the same points. A well-known recommender is not automatically more useful than someone able to give a detailed, informed assessment.

Coordinate references early

  1. Ask well in advance. Confirm that each person can write a specific, supportive assessment and meet the actual letter deadline.
  2. Choose complementary perspectives. Give preference to writers who can discuss distinct evidence about your preparation, research, or other relevant qualifications.
  3. Share useful materials. Provide the proposal, CV or résumé, application instructions, and a clear timeline where helpful. NSF’s current solicitation recommends giving writers application materials.
  4. Enter contact details carefully. Check each writer’s email address and follow the system’s instructions for invitations or submission.
  5. Track receipt separately. Monitor the application system and remind writers as needed; NSF notes that its reference-letter deadline is distinct from the application deadline.

For NSF GRFP, NSF describes listing four or five writers as a way to have a fallback if a prioritized writer cannot submit. That is a scheme-specific option, not a general rule that more letters improve an application.

What can make an application incomplete or ineligible for review?

The call determines eligibility, but avoidable submission errors can also prevent required material from being considered. Before submitting, check the application against the current official instructions rather than relying on memory or an older year’s requirements.

  • Confirm that you meet the competition’s eligibility and career-stage rules.
  • Match every required document to the stated format and limit.
  • Ensure that required transcripts and statements are submitted in the right place.
  • Check that enough reference letters have been received by the separate letter deadline.
  • Remove unrequested supplemental materials if the instructions say they will not be accepted or reviewed.
  • Verify submission status in the official application system before the deadline.

If you are choosing between fellowships

Compare the actual requirements side by side before adapting one application for another. A proposal structure, host requirement, or referee process that fits one scheme may not satisfy another.

What to compare Questions to answer from each current call
Eligibility and career stage Who may apply, and what stage of study or career does the award support?
Documents and format Which statements, transcripts, forms, or other materials are required, and what limits apply?
Research plan and review criteria What sections are required, and what criteria will reviewers use?
References How many writers must be listed, how many letters are required, and who submits them?
Host or institution Must an institution or research organisation approve or submit the application?
Deadlines and award terms What are the applicant and referee deadlines, and what terms does the current call specify?

For example, UKRI/MRC describes submission through the host research organisation, while NSF GRFP uses its own application module. Check the live official calls for deadlines and award terms rather than carrying details over from a prior competition.
