Preparing a small satellite for a dedicated rocket launch means turning mission needs into an agreed launch interface, obtaining the spacecraft’s required operating licenses, producing safety and engineering evidence, completing provider-approved fit and test work, and meeting the mission’s delivery and launch-site schedule. Start with the selected provider’s current payload guide, interface-control document (ICD), and mission checklist: there are no universal fit dimensions, test limits, or submission dates.

1. Decide whether a dedicated launch fits the mission

Before approaching providers, write down the orbit and deployment conditions the mission actually needs, the acceptable launch window, spacecraft mass and physical envelope, mission lifetime and disposal approach, separation requirements, and any special environmental or late-access needs. These requirements determine whether a dedicated vehicle’s control is worth its cost and availability trade-offs.

NASA identifies dedicated launch and rideshare as SmallSat launch options. A dedicated mission may suit a spacecraft that needs a particular orbit or trajectory, precise rendezvous timing, interplanetary departure, most of a vehicle’s performance, or special environmental accommodations. NASA also describes dedicated launches as generally more expensive and less frequent than rideshare. These are broad comparisons, not a price or schedule quote for a specific mission.

Decision factor Dedicated launch Rideshare
Orbit and deployment Can better suit a tailored orbit, trajectory, timing, or use of most of the vehicle’s performance. Often constrained by the primary mission and shared manifest; dedicated rideshare manifests also exist.
Schedule and coordination May allow more mission-specific accommodation; availability and cadence vary. Requires coordination with a multi-customer manifest and its schedule.
Environment and access Some dedicated small launchers may offer accommodations such as nitrogen purge or late battery charge. Provider and primary-mission rules may limit activities and impose “do no harm” conditions.
Cost and capacity Generally higher cost and lower frequency than rideshare. Often uses excess vehicle capacity; compare actual mission quotes.
Integration work Still requires provider compatibility analysis and safety integration. Requires the same core integration, plus shared-manifest coordination and constraints.

Comparison source: NASA’s Small Spacecraft Technology State of the Art, “Integration, Launch, and Deployment” chapter. Treat these as general tendencies; only a current offer and mission agreement can establish cost, availability, orbit, or schedule for your spacecraft.

2. Choose the provider and assign interface responsibilities

Request the current payload user guide, ICD, mission integration schedule, deliverables checklist, and acceptance process from the launch provider. The guide and ICD for the contracted mission—not a generic CubeSat specification—control the actual interfaces and evidence the team must supply.

Identify who owns each interface

Agree in writing who supplies and approves the adapter, CubeSat dispenser or deployer, separation switch, applicable electrical interfaces, ground support equipment, and launch-site processing equipment. Confirm the spacecraft’s mechanical and operational interface with the selected hardware provider; do not assume a dispenser or separation system is interchangeable across launch opportunities.

Know whether you need a broker or an integrator

A broker primarily matches a spacecraft with a launch opportunity. An integrator may provide multi-mission manifesting, compatibility analysis, physical integration, or the dispenser and separation hardware. Establish which party is responsible for each analysis, hardware item, interface decision, and submission. NASA’s CubeSat resources directory points to references such as CubeSat design specifications, NASA Launch Services Program dispenser requirements, a deployer ICD, licensing and spectrum resources, and orbital-debris guidance. Use those as starting references and confirm that the selected provider and the relevant authorities accept them for your mission.

3. Start spacecraft licensing early

The spacecraft owner or operator must identify and obtain the approvals that apply to spacecraft operations. Depending on the payload, frequency, jurisdiction, and mission, these may include radio-frequency authorization, remote-sensing approval, or authorization for laser use. A launch provider or integrator may require proof of applicable approvals before integration or launch.

“Whether a spacecraft customer chooses to use a launch integrator or not, it is the responsibility of the spacecraft owner/operator to obtain the appropriate licensing for their spacecraft.”

That is NASA’s statement in its Small Spacecraft Technology State of the Art chapter on integration, launch, and deployment. A broker or integrator may help coordinate paperwork, but that does not transfer the operator’s responsibility.

Keep spacecraft permissions separate from launch-vehicle authorization

In the United States, the FAA’s launch-licensing framework concerns the launch vehicle operator, not every operating permission required by the satellite. The FAA explains that a vehicle-operator license may authorize launch, reentry, or both; Part 450 covers specified launch operations, including launches of payloads for hire. FAA review includes safety and policy reviews, and payload review is normally part of a launch or reentry authorization. This is U.S. launch-licensing context, not a complete list of approvals for a spacecraft operator or a statement of requirements in other countries.

4. Assemble the safety and engineering package

Ask the provider for its required content, format, submission milestones, and review owner for every safety and engineering deliverable. NASA says providers or integrators typically request safety analyses and supporting data, which can include orbital-debris information, materials and venting data, and spacecraft-specific models. What is required depends on the spacecraft and mission.

Use provider examples as examples, not universal rules

SpaceX’s Falcon payload guide illustrates the kinds of material a launch provider may request: payload safety data; finite-element and CAD models; inputs for environment analysis; ICD information; a description of the qualification and acceptance testing approach; ICD compliance information; and launch-site operating plans and procedures. Those are provider-specific examples, not a standard checklist for every dedicated launch. Follow the current guide and mission checklist for the selected vehicle.

5. Verify fit, qualification, and acceptance with the provider

Close the interface before committing to hardware or testing

Use the mission ICD to verify the spacecraft’s mechanical envelope and mounting interface, mass properties, applicable electrical interfaces, and deployment sequence. Ask what analyses and physical fit checks the provider or integrator requires, who performs them, and what evidence demonstrates closure. The provider may specify a particular deployer or separation system, and an integrator may perform compatibility analysis and physical integration.

Agree on test objectives and acceptance evidence before testing

Agree with the provider on the qualification and acceptance approach before setting up tests. NASA’s linked resource set includes dispenser requirements and deployer-specific interface documentation; the selected mission documents determine which references apply. SpaceX’s guide, for example, asks for the payload provider’s testing philosophy, objectives, configuration, methods, and schedule, and notes that specific qualification or acceptance data may be required.

Do not infer universal vibration, shock, acoustic, thermal-vacuum, or electromagnetic-compatibility limits from a general CubeSat reference or another provider’s guide. Test levels, facility, configuration, and required records are mission-specific and must be confirmed with the launch provider.

6. Resolve mission-specific operating constraints

For a rideshare, identify and comply with the launch provider’s, integrator’s, or primary mission owner’s “do no harm” requirements. NASA identifies transmitters, mechanical deployments after separation, and hazardous materials as common sources of restrictions. A dedicated launch can reduce shared-manifest constraints and may make tailored accommodations possible, but it does not remove the provider’s safety and integration requirements.

7. Build the delivery and launch-site plan around the mission schedule

Turn the provider’s integration schedule into a deliverables matrix. For each item, name the accountable owner, reviewer, due date, and approval status. Include licenses, models, analyses, test records, procedures, hazard materials, and hardware, plus export/import and launch-site access checks where applicable.

Launch-site plans and procedures can be formal customer deliverables; SpaceX’s guide is one example. Its processing milestones and dates apply to its guide and mission, not to every launch. Derive the actual schedule from the signed contract and current mission integration plan, and confirm delivery and launch-readiness milestones with the provider.

What cannot be settled before the mission is selected

The acceptable physical envelope and mass properties, environmental test limits, required facility, hazard-package format, applicable licenses, schedule, launch-site procedures, cost, and availability depend on the vehicle, spacecraft design, orbit, jurisdiction, contract, and current mission documents. NASA resources and provider guides help define the questions, but they do not approve a spacecraft or replace mission-specific agreement with the provider and responsible authorities.
