Prepare the network only after you identify the Microsoft security workload, government cloud, tenant eligibility, devices, operating systems and hybrid dependencies. GCC, GCC High and DoD environments are not interchangeable: they can use different portals, licensing, capabilities and connectivity controls. A sound pilot therefore starts with scope and compliance decisions, then validates licensing, permits the exact service endpoints for the selected cloud and platform, handles any GCC High or DoD network request early, and expands only after onboarding evidence is visible.
Start by defining what “Microsoft cybersecurity pilot” means
The title does not identify a single product. A pilot could involve Microsoft Defender for Endpoint, Defender for Identity or another Defender component, and each workload has its own onboarding method, service dependencies and licensing rules. Do not approve a firewall change or purchase equipment until the pilot owner records the following facts.

Questions the pilot owner must answer
- Which workload is in scope? Name the exact Defender service, sensor, connector or XDR capability being tested.
- Which government tenant is used? Confirm whether it is GCC, GCC High or DoD. The tenant’s identity and portal address must be verified rather than inferred from an agency’s mission.
- Which assets participate? List the device groups, server roles, user identities and operating-system versions included in the first phase.
- What identity and hybrid systems are dependencies? Identify federation, on-premises Active Directory, hybrid coexistence, management tools and any content migration that must communicate with Microsoft services.
- What data will be processed? Document the data categories, retention expectations, administrators and reporting outputs that the pilot will handle.
- Who owns the decision? Assign an operational owner, security approver, network approver and support contact before onboarding begins.
Microsoft’s government service pages describe different licensing options, portals and feature availability for GCC, GCC High and DoD. Treat the environment as an architectural constraint, not as a label that can be changed later in a deployment worksheet.
Choose and verify the government cloud before changing the network
The correct environment depends on agency eligibility, compliance obligations, data handling, required Defender functions and integration needs. The available evidence does not establish one universally correct environment for every government organization, so the selection must be made with the tenant owner and compliance authority.

The table is a planning framework, not a substitute for the current product documentation. Microsoft can change portal addresses, features, licensing and request procedures. Record the documentation date and recheck it immediately before implementation.
Do not combine environment checklists
A GCC endpoint allowlist is not automatically valid for GCC High or DoD. Portal addresses, network restrictions and licensing can differ. Store separate configuration records for each environment, and label firewall objects with the cloud and workload they serve. This prevents a rule created for a test tenant from being copied into a more restricted production boundary.
Validate licensing, tenant access and feature support
Licensing is a readiness gate, not an administrative detail to resolve after devices are onboarded. Confirm that the tenant can legally and technically use the selected Defender service, that the pilot administrators have the appropriate roles, and that the required capability is supported in the chosen government environment.

Use a product-specific prerequisite review
- Open the current Microsoft government documentation for the exact Defender workload.
- Match the tenant type—GCC, GCC High or DoD—to the listed licensing options and portal.
- Confirm that the planned users, endpoints, servers or identity sources are covered by the entitlement.
- Check whether the pilot depends on a capability that is unavailable, in preview, or different from the commercial service.
- Record the tenant identifier, subscription or license owner, administrator roles and support path in the pilot plan.
Never infer a government tenant’s entitlement from a commercial plan name. If the pilot crosses workloads, validate each workload separately; an organization may be licensed for one Defender component while lacking the service or capability needed for another.
Map the exact network dependencies
Network readiness means more than opening outbound HTTPS generally. The endpoint, operating system, onboarding method and government cloud determine which Microsoft service URLs must be reachable. Microsoft’s Defender for Endpoint government connectivity documentation provides the authoritative endpoint list for the applicable cloud and platform. Use that list for the selected tenant and revisit it during implementation because endpoint documentation can be updated.
Build an endpoint inventory before writing firewall rules
- Cloud: GCC, GCC High or DoD.
- Workload: the precise Defender service and onboarding method.
- Operating system: every supported desktop, server or specialized platform in the pilot.
- Traffic path: direct egress, authenticated proxy, TLS inspection boundary or another controlled route.
- Control points: firewalls, secure web gateways, DNS filtering, proxy policy and endpoint host firewalls.
- Scope: pilot device groups and the production groups that may be added later.
- Change owner: the person who can approve, implement and roll back each rule.
For each required destination, record the hostname or URL exactly as Microsoft documents it, the transport and port, the originating device class, the control point where it is allowed and the evidence used to verify the connection. Do not replace documented hostnames with guessed IP ranges or broad wildcard domains unless the current Microsoft guidance explicitly permits that approach.

Apply the allowlist at every relevant control point
- Export the current government-cloud endpoint list for the chosen Defender workload and operating-system family.
- Compare the list with existing DNS, firewall, proxy and TLS-inspection policies.
- Create narrowly scoped objects for the pilot cohort, using the documented destinations and ports.
- Check proxy authentication and certificate handling. A rule that permits the destination but blocks the sensor’s authentication or certificate validation will still prevent onboarding.
- Test name resolution and outbound connections from a representative device in each network segment.
- Capture timestamps, device names, destination, result and any proxy or firewall log evidence.
- Repeat the check after the onboarding package is applied and again when reporting or policy features are enabled.
Keep the endpoint source and its “last reviewed” date with the change record. Microsoft’s GCC High endpoint list showed a last-updated date of July 1, 2026 in the available documentation result; that date identifies the document revision, not a security statistic or a guarantee that the list will remain unchanged.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteSeparate onboarding traffic from operational traffic
Some pilots fail because administrators test only the initial download or registration. Distinguish traffic needed to install and register the agent from traffic needed for ongoing telemetry, policy retrieval, health reporting, investigation data and updates. Validate both paths with the exact onboarding method selected for the pilot. If the service documentation lists different endpoints by operating system or deployment method, maintain those distinctions in the rule set.
Plan GCC High and DoD network requests early
GCC High and DoD can impose additional restrictions when Microsoft services must reach existing systems. This is especially relevant to federated identity, hybrid coexistence and on-premises content migration. Microsoft’s guidance says an allowlist or network change request may be required for these scenarios.

Identify whether a request is needed
- Federated sign-in or identity services hosted in the agency’s network.
- Hybrid arrangements in which cloud and on-premises components exchange data.
- Migration of content from existing systems that requires Microsoft service access.
- Any documented integration in which a Microsoft service, rather than only an agency endpoint, must initiate communication with an external or on-premises destination.
Ask the Microsoft tenant or service owner to confirm the current request path. Do not assume that an ordinary outbound firewall exception satisfies a service-to-on-premises requirement.
Allow for the stated service level
Microsoft 365 engineering’s guidance states a three-week service-level agreement for GCC High and DoD network requests, including onboarding requests and later changes, and says requests cannot be expedited. Treat that as Microsoft’s stated guidance on the referenced page, not as a promise for every future case. Verify the live process and timing before the pilot schedule is approved, then submit the request early enough to absorb review, clarification and change-window delays.

Review tenant defaults and government feature differences
Government tenants may not behave exactly like commercial tenants. Before modifying security defaults, review the current tenant configuration and assess the compliance effect of every proposed change. Microsoft’s GCC planning guidance emphasizes examining default security settings, while its government service documentation notes that capabilities can vary by environment.
Configuration review checklist
- Export or otherwise preserve the current security baseline before changes.
- Identify defaults affecting authentication, device enrollment, data collection, alerting, administrator access and retention.
- Map each proposed exception to a pilot requirement and an owner.
- Determine whether the exception changes a control required by agency policy, contract or authorization package.
- Set an expiration or review date for temporary pilot settings.
- Document how to restore the previous configuration if onboarding or compliance testing fails.
Do not disable a default simply because a commercial deployment guide expects it to be different. First confirm that the setting exists in the government tenant, that the selected Defender capability supports the intended configuration and that the security authority approves the change.
Design a controlled pilot rather than a network-wide rollout
The cited Microsoft pages establish connectivity and configuration requirements, but they do not prescribe a universal cohort size or duration. Choose a cohort that is small enough to observe and representative enough to expose the network paths and device types that matter.
Define the pilot record
- Cohort: named devices, users or identity sources, including operating-system and network-segment coverage.
- Owner: one person accountable for daily status and escalation.
- Start and stop criteria: measurable conditions for beginning, pausing or ending the pilot.
- Support route: service desk queue, security contact and Microsoft escalation path where applicable.
- Evidence: onboarding status, sensor or connector health, policy receipt, alert generation, reporting visibility and relevant network logs.
- Rollback: removal procedure for the agent, connector, policy, firewall objects and temporary tenant exceptions.
Use staged gates
- Design gate: scope, cloud, licensing, data handling and dependencies are approved.
- Connectivity gate: documented endpoints resolve and connect through every applicable firewall, proxy and inspection layer.
- Onboarding gate: representative devices register and report health without bypassing security controls.
- Feature gate: the pilot can exercise the required Defender capability in the selected government tenant.
- Operations gate: administrators can triage alerts, retrieve reports, support users and restore the prior state.
- Expansion gate: the owner accepts the evidence and authorizes additional device groups.
Record failures by stage. “The agent installed” is not proof that telemetry, policy, identity integration and reporting are working.
Troubleshoot the most common readiness failures
Devices install but do not appear or remain unhealthy
- Confirm that the device is assigned to the intended tenant and onboarding package.
- Check DNS resolution and proxy logs for every documented service destination, not only the installation endpoint.
- Look for TLS inspection, certificate substitution or proxy authentication failures.
- Verify that the operating system and onboarding method are supported in the government service.
- Compare the device’s cloud and workload against the endpoint list used to create the firewall rule.
Sign-in or federation fails
- Confirm that the pilot’s identity path matches the tenant’s supported government configuration.
- Check whether the integration requires a GCC High or DoD network request rather than an ordinary local firewall change.
- Review clock synchronization, DNS and certificate-chain errors on the identity systems.
- Escalate through the tenant owner without weakening authentication defaults as a first response.
Commercial documentation does not match the tenant
- Stop and identify the government-cloud page for the exact workload.
- Recheck portal address, licensing and feature availability for GCC, GCC High or DoD.
- Replace copied commercial endpoint rules with the current government list.
- Document the difference so later administrators do not reintroduce the wrong configuration.
A required destination is blocked after a documentation update
- Compare the firewall and proxy objects with the current Microsoft endpoint list and its revision date.
- Submit a controlled change for the newly documented destination.
- Retest from each affected network segment and preserve the logs.
- Review automation or configuration-management jobs that may overwrite the updated rule.
What the pilot does not justify buying
Nothing in the stated Microsoft guidance supports a universal hardware purchase. The preparation work concerns government service selection, licensing, tenant configuration, endpoint software and controlled connectivity. A new router, cable, appliance or other physical product is justified only if the pilot’s documented architecture identifies a specific capacity, segmentation or inspection requirement. Buying equipment before that assessment risks adding an unauthorized dependency without solving the actual onboarding problem.
Quick Recap
Final readiness checklist
- The exact Defender workload and onboarding method are named.
- The tenant is confirmed as GCC, GCC High or DoD, with a separate configuration record.
- Government-specific licensing, portal access and feature support are verified.
- Devices, operating systems, identities, data types and hybrid dependencies are inventoried.
- The current endpoint documentation for the selected cloud and platform has been reviewed.
- Required URLs are permitted through firewalls, proxies, DNS controls and inspection layers.
- GCC High or DoD service-to-on-premises requirements have been assessed, and any network request was submitted early.
- The three-week Microsoft-stated SLA and non-expeditable condition have been reflected in the schedule, subject to confirmation of the live process.
- Tenant defaults and proposed exceptions have compliance owners, expiration dates and rollback steps.
- A defined cohort, owner, support path, success evidence and expansion gate exists.
- Connectivity and service health are verified before the pilot expands.
