Plan a Minecraft city in this order: decide its character and footprint, reserve landmark sites, connect them with main routes, mark districts and plots, then test the outline before detailing buildings. A grid, an irregular street pattern, or a plan that follows the terrain can all work; choose the one that suits your setting and makes the city easy to build and navigate.
1. Choose the city’s character and site
Start with the kind of place you want to build: a compact town, a modern grid, a medieval settlement, or another concept. Then choose a site that can accommodate the project’s intended scale. If you are building into existing terrain, note coastlines, rivers, slopes, and natural barriers before drawing streets. Community city-building guides recommend deciding what and where to build, then matching district sizes to the project; treat those suggestions as planning advice rather than fixed rules (Planet Minecraft city-building guide; Minecraft Forum city-building guide).

There is no universal Minecraft standard for road width, lot size, district count, or building scale. Set dimensions that suit your available space, the buildings you intend to fit, and how you want the city to feel.
2. Reserve landmark locations
Mark a few defining anchors before laying out individual buildings: perhaps a town center, station, harbor, civic building, or prominent landmark. Their positions help determine where the main routes should go and which areas make sense as districts. 3. Pick a street pattern that suits the setting
A grid is straightforward to sketch and repeat, especially if you want regular blocks and plots. An irregular plan can work better for a city imagined as having grown over time or for one organized around rivers, hills, or a coastline. Neither pattern is inherently correct: choose based on the intended history, architecture, terrain, and ease of navigation.

These are design trade-offs, not measured performance results. A flat, open site may make a regular plan easier to mark out; a terrain-following plan can let the landform contribute to the city’s look. In either case, keep routes legible and decide deliberately how much terrain to reshape.

4. Draw routes, districts, and plots
Sketch a few primary streets or paths linking the landmarks. Then mark district boundaries and rough building plots in relation to those routes. Separate uses or architectural identities where that helps the city read clearly, and make transitions visible with signs, walls, changes in materials, or distinct architecture. A community city-building guide recommends setting out roads, districts, and plots as part of organizing a larger build (Minecraft Forum city-building guide).
Check that the routes connect rather than ending at isolated landmarks, and leave space where the plan needs future connections or expansion. These are practical layout choices, not a requirement to follow any particular district scheme.

5. Test the outline before detailing buildings
Mark the plan in the world and move through it before committing to finished façades. Walk or fly the proposed routes, check that plots can fit their intended buildings, and revise awkward junctions or boundaries while they are still easy to move. Minecraft’s guide to mega-bases recommends using real-world inspiration, sketching an outline with coloured wool, shaping terrain, and making a three-dimensional skeleton before adding detail. Its advice is about mega-bases, but the outline-and-skeleton approach is useful for checking a large build’s form and scale (Minecraft: How to build a mega base).
- Mark the city boundary and major landmarks.
- Lay out the main routes and district edges with temporary blocks, such as coloured wool.
- Walk or fly the route network and check connections, plot fit, and room for expansion.
- Build a rough three-dimensional skeleton for representative blocks or landmarks to judge their relative scale.
- Move boundaries or routes that do not work, then begin detailed construction.
Once the rough plan works, try one representative building or block to establish the architectural language and relative scale before repeating the approach elsewhere. That is a practical workflow, not a published Minecraft rule. Minecraft’s mega-base article says the exterior of Grian and Pearlescent Moon’s cited project took five weeks to build; that is one project’s anecdotal duration, not a typical build-time estimate (Minecraft: How to build a mega base).

6. Choose planning tools for your edition and setup
Vanilla Minecraft
A sketch on paper or a temporary in-world outline is enough to communicate a plan. Coloured wool can mark boundaries and routes, and a simple three-dimensional skeleton can help reveal whether landmarks and blocks feel proportionate before you detail them (Minecraft: How to build a mega base).
Bedrock Editor
Minecraft’s Creator Tools page describes Bedrock Editor features including multiblock selection, brush tools, undo and redo, and clone and transform tools. Microsoft Learn documents coordinate-based marquee selections, resizing, filling, and transformations. These can help with laying out or revising large areas, but the documentation does not prescribe a city-planning method. WorldEdit
WorldEdit’s quick start explains cuboid selection by setting two points. Permissions or cheats may be required depending on whether you are playing on a server or in single player. Check the instructions for your Minecraft version and mod loader before relying on a command or feature (WorldEdit quick start).

Terrain shaping in Survival
Minecraft’s mega-base guide discusses terraforming with WorldEdit in a Java/Creative context and notes that a hollow shell can be used for a similar shaping step in Survival.
