Start by organizing a team and asking your university who controls campus space, dining, procurement, insurance and food-safety approvals. Then choose an operating model, test demand, secure approval and funding, and design the day-to-day systems before buying equipment or announcing an opening date. Forming the organization and running a safe, sustainable café are separate jobs.
1. Agree on the purpose and build an organizing team
Decide what the café is meant to do: provide affordable coffee, create student jobs, offer practical learning, serve as a community space, or operate as a member-owned cooperative. These goals can overlap, but write them down and make them assessable. For example, set a target for student participation or affordability rather than relying on a vague promise to benefit campus.

Recruit students with complementary interests in operations, finance, food service, communications and governance. Agree on how the group will make decisions and who will speak for it when meeting university staff. A cooperative can give members experience in shared management and democratic decision-making, but those benefits depend on how it is actually organized. The WCoFED Manual for Starting Student-Run Food Cooperatives is useful for formation; it cautions that starting a cooperative is not the same as managing its ongoing operations.
2. Get campus and local approval requirements before choosing a location
Meet with the offices that govern campus space, dining services, student organizations, procurement, risk management, facilities and food safety. Ask what permissions apply to your proposed space and service style, including whether dining-service exclusivity, a concession process, a bid, or an institutional partner affects the plan.

Ask for the requirements in writing before signing a lease, purchasing equipment or committing to a launch date. Requirements differ by campus and jurisdiction. The University of Toronto Scarborough’s published rules provide one campus-specific example: student operators submit a proposal describing products, services, a business plan and ability to comply; the university may require a competitive bid. Its rules also set insurance, training, inspection and agreement requirements for that institution—not a universal standard.
Make responsibility explicit
Find out who will own the assets, employ and supervise staff, sign contracts, carry insurance, pay operating costs and absorb losses. Do not assume that student-organization status automatically authorizes commercial food service or transfers responsibility to the university. A written agreement should identify which party is accountable for each obligation.
3. Choose an operating model that fits the goals
Two models illustrated by campus examples are a student cooperative and a university/vendor experiential café. They distribute control, operating support and student learning differently. Neither removes the need to settle campus approval, liability and financial responsibility.

| Consideration | Student cooperative | University/vendor experiential café |
|---|---|---|
| Ownership and control | Member ownership and democratic governance are central characteristics; legal structure varies by jurisdiction. WCoFED manual. | Students may lead a café within a vendor partnership, as described in the UTA Saxbys example and Rider’s partnership example. |
| Operating expertise | Students must establish operating systems and preserve know-how through leadership turnover; the WCoFED manual focuses on formation, not a complete operating manual. | A partner may provide a defined program and operating framework; the cited campus examples do not establish the costs or contract terms. |
| Student learning | Can emphasize shared management and democratic decision-making. | May embed structured leadership and work experience. Rider describes benefits within its own program; those outcomes are not guaranteed elsewhere. |
| Costs | Comparable startup and operating costs: not stated in the cited sources. | Comparable startup and operating costs: not stated in the cited sources. |
“Cooperative” can have a specific legal meaning. Before incorporating or using the label, check local rules and get appropriate legal advice. If exploring a vendor partnership, review the proposed agreement for authority, employment, insurance, costs, assets and responsibility for losses rather than assuming the partner model settles them.
4. Validate demand and build a financial plan
Estimate who is likely to buy, when demand peaks and how the academic calendar affects sales. Test a small menu or service format with campus permission before using optimistic projections. Estimate transactions and average sale, then model the costs that continue even when sales are slow.
- Ingredients, packaging and waste
- Wages, scheduling and training
- Rent or space charges, utilities and maintenance
- Payment processing, insurance and other required fees
- Equipment purchase, repair and replacement
Use conservative assumptions for breaks, exams, summer periods and student turnover. Set a financial target and identify how the café will monitor whether it is meeting it. The University of Chicago Student-Run Coffee Shop Program Review recommends a business plan for each shop, a financial target, student managers, sanitation priorities and recurring assessment.

5. Secure funding and campus backing
Investigate possible funding routes such as student organization funds, grants, member contributions, university support or financing, but confirm what is available to your organization and operating structure. Build a launch budget around confirmed funds and approvals, not hoped-for revenue. Fundraising is one of the startup areas covered by the WCoFED formation manual.

Keep a written record of commitments and conditions. Do not order major equipment until you know the approved site, service model, procurement rules and who will own and maintain it.
6. Design safe, repeatable operations
Opening guidance does not replace an operating plan. Before service begins, write down how each shift will run and who has authority to act when something goes wrong.

- Document recipes, portion sizes, approved suppliers, ordering and receiving.
- Set procedures for storage, cleaning, sanitation and equipment maintenance.
- Train staff on food handling, allergen communication and incident response.
- Reconcile cash and payment records; track inventory and waste.
- Confirm locally required permits, training and inspections with the campus and health authority.
For example, Toronto Scarborough requires university-approved food-safety training for operators, staff or volunteers and says outlets may be inspected by Public Health. The University of Chicago review also treats safety and sanitation as program priorities. These examples do not determine the rules for another campus; check requirements for your specific space, menu and service method.

Define student responsibilities before hiring or opening: who manages the team, prepares schedules, tracks finances and inventory, handles campus relationships, and makes operational decisions. Pair leadership responsibility with appropriate training, supervision and reporting. Set measurable learning goals so the educational purpose can be assessed alongside the café’s finances and service.

Campus partnership examples show different ways to structure student leadership. At the University of Texas at Arlington, the August 13, 2026 announcement described student CEO Kiley Vaughan overseeing the team, inventory, profit and loss, and campus partnerships. The café had about 24 team members, with hiring underway toward 30-plus at the time of that announcement; that is a snapshot of one new site, not a staffing recommendation. Vaughan also said student leaders graduate and obtain leadership positions “seven times faster than the average college graduate.” That is a claim attributed to Saxbys CEO Nick Bayer in UTA’s report, not an independently substantiated sector-wide statistic.

Create a handover process for students who graduate or leave: keep current operating documents, access and contact lists, training records, financial reports and a calendar of deadlines. Assign successors before a leadership term ends so essential knowledge does not leave with one graduating manager.
8. Build campus relationships and review results
Plan how the café will work with student groups, departments, campus events and catering where permitted. Check whether collaborations, advertising or event service require advance approval. At the University of Chicago, the published collaboration, advertisement and event policies require approval for collaborations and promotion and set a two-week advance-submission deadline for event requests. That is an example of a written campus process, not a deadline that applies elsewhere.
Set a schedule to review finances, safety, customer feedback, student learning and campus engagement. Use the review to adjust the menu, staffing or outreach, and document decisions so future student leaders can understand what changed and why.
