Monitor subprocessor changes with a documented process: inventory vendors that handle personal data, capture each contract’s notice and objection terms, subscribe to vendor alerts, and compare dated copies of each list. Treat automated page alerts as clues—not as proof that a vendor gave contractually required notice. A named reviewer should verify each change, assess its impact, and record a decision before the applicable deadline.
What to monitor—and why a list alone is not enough
A subprocessor is another processor engaged by a processor to handle personal data. Under GDPR Article 28(2), a processor needs the controller’s prior specific or general written authorization to engage one. With general authorization, the processor must inform the controller of intended additions or replacements and give the controller an opportunity to object; with specific authorization, the relevant subprocessor requires specific prior approval. The applicable process depends on the agreement and legal context. EDPB Guidelines 07/2020, final version (2021)

A current vendor page can show who is listed today, but it may not show what changed, when it changed, or whether the vendor sent the notice required by your contract. The EDPB cautions that merely giving a controller generalized access to a list that may be updated is not enough if the processor does not point out each intended new subprocessor. Keep dated copies and preserve the vendor’s notice when available. EDPB Guidelines 07/2020, paragraph 125, note 46

Start with the services that process personal data, not just a list of suppliers. For each relevant vendor, maintain a record that makes the contract, data context, and decision owner easy to find.

- Contract basis: DPA location, whether authorization is specific or general, and the approved subprocessor list or dated version.
- Notice process: required channel, advance timing if stated, contact route, objection deadline, and any remedies or exit provisions.
- Monitoring route: subscribed email address, portal account, public list URL, and internal queue or ticket owner.
Do not assume every vendor uses the same notice window, channel, or remedy. Extract these terms from each relationship’s DPA and related contract.
Set up detection across email, portals, and public pages
Use the vendor’s designated notice channel first. Subscribe to change emails, enable customer-portal notifications, and route notices to a monitored mailbox or ticket queue with a named owner. For public subprocessor pages, retain dated copies and use page-change monitoring as an additional signal. The EDPB Cloud Code of Conduct identifies email, a public website, or a customer portal as examples of notification mechanisms in its cloud-service context; it expects advance communication in the control context it describes. EDPB EU Cloud Code of Conduct
Page monitoring can miss changes behind authentication, fail when a page layout changes, or flag irrelevant text edits. It also cannot establish that a vendor delivered a notice through the contractually specified channel. Make sure the process captures the actual before-and-after record and gives an owner enough time to act under the applicable agreement.

Review each change and make a decision
- Preserve the alert. Save the email, portal notice, or page-monitoring alert and record when it arrived or was discovered.
- Compare dated versions. Identify the old and new entries. Classify the difference as an addition, replacement, removal, name change, location change, or change to processing activity.
- Verify what the subprocessor does. Confirm its identity, role, processing activity, operating location, and relevant safeguards. Ask the vendor for details that are missing or ambiguous.
- Assess the impact. Consider the service and data involved, access to sensitive or high-risk data, security and privacy safeguards, and whether a location change could affect transfer arrangements.
- Apply the contract’s authorization process. Route a proposed subprocessor for specific approval where required. Under general authorization, route the notice to the accountable reviewer and preserve the opportunity to object within the applicable contract process.
- Record and close the review. Document the decision—accept, object, request more information, or escalate—who made it, the date, any deadline, vendor correspondence, and resulting updates to relevant records.
The controller remains responsible for its own authorization and compliance decisions. EDPB Opinion 22/2024 emphasizes that subprocessor identities should be readily available and that processing details matter; the controller’s ultimate decision about engaging a specific subprocessor remains with the controller. Choose a monitoring method that supports review
Manual checks, vendor notifications, and page-change monitoring can complement one another. Evaluate a method by whether it reaches private portals as well as public pages, preserves before-and-after evidence, sends alerts to an owned queue, supports deadline tracking, and helps reviewers distinguish meaningful changes from page redesigns. Also account for the operating burden and cost. No single page-monitoring alert substitutes for reviewing the contract’s notice process.
Manual review
A reviewer checks the vendor’s list on a schedule and saves dated copies. This can work for a small register, but it depends on someone remembering to check and may not provide advance notice. No universal checking cadence applies; set one based on your risk, contract terms, and ability to respond.

Vendor notifications
These are the most direct operational route when the vendor provides them. Confirm the correct recipients, keep portal access current, and make sure notifications reach a monitored queue rather than an individual mailbox with no backup.
Page-change monitoring
Use it to discover changes on accessible pages, not to decide automatically whether a change is substantive or whether notice obligations were met. A person still needs to inspect the underlying list and apply the contract and processing context.
Maintain an auditable change record
For each meaningful change, retain a compact record containing:

- THREAT DETECTION – Stay one step ahead. Suspicious links, risky sites, viruses, and scams, caught automatically before they reach you.
- PERSONAL INFO PROTECTION – Keep your personal info safer. Identity monitoring watches for your exposed info and tells you what to do about it.
- SECURE CONNECTIONS – Just a few easy clicks, and we'll automatically protect your info on public Wi‑Fi, every time you connect.
- GUIDED ACTION – Know what matters and what to do next. Clear alerts and simple guidance make it easy to take action.
- MORE THAN ANTIVIRUS – Scam protection, identity monitoring, VPN, web protection, and antivirus work together to protect you, all in one place.
- Date discovered and effective date, if the vendor states one.
- Old and new list versions, plus the notice or alert.
- Subprocessor identity, location, service, and processing activity.
- Vendor explanation and applicable safeguards.
- Relevant contract notice and objection terms and the deadline.
- Assessment, decision, decision-maker, correspondence, and follow-up.
- Any resulting changes to contracts, data maps, privacy notices, or risk registers.
Periodically test that monitored email addresses and portal accounts still work, notices reach an owner, and a sample change can be traced through review to decision. This is an operational control recommendation, not a regulator-prescribed interval.

Escalate to the responsible privacy, security, procurement, or legal contact when the proposed change raises a material issue or cannot be assessed in time. In particular, seek review if:

- The subprocessor will handle sensitive or high-risk data.
- The vendor has not supplied enough information to assess identity, role, processing, or safeguards.
- The notice appears inconsistent with the contract’s channel or timing requirements.
- The objection or approval deadline is approaching and the decision owner has not acted.
