To keep a cloud migration from disrupting users, build and test the target environment alongside the existing system, then move workloads in controlled phases. Begin with a low-criticality pilot, verify application behavior and recovery procedures, and expand only after service owners accept the results. Live migration can reduce interruption in supported configurations, but it is not a universal cross-platform migration method or a promise of zero downtime.
What “without disrupting users” can—and cannot—mean
A migration changes where a workload runs, how it connects to storage and networks, and sometimes which virtual devices or drivers it uses. Each change can affect application availability or behavior. The practical goal is to control and reduce user-visible impact: test the target before cutover, make the change in manageable phases, and define how to respond if an application fails its acceptance checks.

Do not treat “live migration” as a synonym for “move any workload between any two cloud platforms without interruption.” In OpenStack, live migration is an instance-placement capability supported only for certain hypervisor and driver configurations. Moving workloads between different platforms may instead require a conversion or migration process, and the supported source, target, storage, and guest configurations must be checked for the actual deployment.
Even when a migration method keeps an instance running, that alone does not establish that the application is healthy. User access, application dependencies, data consistency, performance, identity and access, monitoring, and operational handoffs all need validation.

Choose a migration method that fits the workload
First distinguish moving an instance within a supported environment from converting or migrating it between platforms. These solve different problems, so compare the actual method—not just a product label or the word “live.”
| Approach | What happens | Interruption and key constraints |
|---|---|---|
| Live migration | A running instance is moved between supported hypervisors within an environment configured to support the operation. | May reduce interruption, but support depends on the hypervisor and driver configuration. It is not a universal cross-platform conversion method and does not guarantee zero downtime. |
| Cold migration | The instance is shut down, moved to another hypervisor, and restarted. | The application is disrupted during shutdown and restart. OpenStack Nova’s Ussuri administrator documentation describes this sequence and notes that the instance recognizes it was rebooted. |
| Tool-assisted conversion or platform migration | A migration or conversion tool moves a workload between platforms, potentially adapting its virtual hardware or other components. | Support, data-copy behavior, downtime, licensing, and rollback options depend on the specific tool and source/target configuration. Verify them directly before planning a cutover. |
Storage architecture affects the choice. A shared-storage approach and a block-copy approach have different prerequisites and data-transfer behavior. An older OpenStack migration configuration guide warns that block migration may fail to finish if a workload writes data faster than the network can copy it. That is a reason to test representative write activity and network capacity—not to assume that a migration will complete within a particular window.
Build an inventory before changing anything
A migration plan is only as reliable as its view of what each service needs. Create an inventory that connects workloads to owners, dependencies, recovery needs, and user-facing objectives. Use it to select the pilot, set acceptance criteria, and order later phases.

- Workload and ownership: Record the service, its technical owner, business or service owner, criticality, and the teams responsible for approving the change.
- Dependencies: Identify the services, data stores, network paths, identity systems, and other components the workload relies on. Capture dependencies that cross the planned migration boundary.
- Data and activity: Note data volumes and expected write activity. These affect transfer planning, particularly when the migration method copies blocks over a network.
- Recovery needs: Document the service’s recovery requirements and the operational procedures used to restore it. Decide in advance what condition would require stopping the change or returning to the source environment.
- Service objectives: Record the service owner’s relevant availability and performance expectations. Translate them into measurable pilot acceptance checks rather than relying on a general claim that the migration succeeded.
- Current operations: Identify how access, monitoring, alerting, and routine service procedures work today so they can be tested on the target.
Do not assume that every workload can use the same migration method or cutover plan. Different dependencies, data movement, and guest configurations may require different sequencing and acceptance checks.
Assess target compatibility and capacity
Before selecting a date or tool, compare the source workload with the target’s compute, storage, networking, and guest virtual-device requirements. The OpenInfra VMware-to-OpenStack migration guide specifically calls for hardware assessment. Its VMware conversion details apply to that source scenario; they should not be generalized to another source platform without a separate compatibility assessment.
Compute, storage, and networking
- Compute: Check that the target environment has compatible capacity for the workloads planned in each phase. A pilot should exercise a representative workload rather than prove only that a small, unusually simple instance can start.
- Storage: Confirm which storage model the chosen method requires and how data will move. For block-copy migration, include both the workload’s write activity and the available network capacity in the test.
- Networking: Validate the target’s required connectivity and access paths from the workload’s perspective. Test the paths users and dependent services actually use, not merely whether the instance receives a network configuration.
- Virtual hardware: Check that the guest operating system and its drivers work with the target’s virtual devices. A conversion from VMware virtual hardware to the OpenStack virtual hardware stack may involve replacing VMware-specific drivers with virtio-compatible components.
Check source and target support for the exact configuration
Write down the source and target platforms, hypervisors, storage model, network arrangement, guest configuration, and intended migration method. Confirm support for that combination in the documentation and support matrix for the deployed cloud release. OpenStack documentation identifies 2026.2 as the September 2026 release, but detailed migration behavior described in the Ussuri-era Nova documentation and older configuration guidance should be treated as conceptual background, not as proof of current defaults or support in a particular deployment.

For conversion tools, check the supported source and target versions, the features included, the migration method, the licensing terms, and the support path. A tool name appearing in a migration guide does not establish that it is currently available, suitable for a given workload, or supported in the intended deployment.

Build the target alongside the source rather than making the migration itself the first meaningful test of the new environment. The parallel setup gives the team an opportunity to validate the platform and its operating procedures before user-facing workloads depend on it.
- Establish the target foundation. Configure the compute, storage, networking, access, and monitoring needed for the pilot. Keep the source environment available while the target is being validated.
- Confirm the workload path. Identify how the workload will be created, copied, converted, or moved, and confirm which source and target configurations that path supports.
- Prepare the guest. Where conversion requires different virtual hardware, plan and test the required guest-driver or device changes. For VMware-to-OpenStack scenarios, the migration guide discusses replacing VMware-specific drivers with virtio-compatible components.
- Test operations as well as deployment. Verify that the responsible team can monitor the target workload, diagnose problems, manage access, and follow its recovery procedures.
- Record the tested configuration. Keep the exact source, target, method, and workload configuration with the pilot results so that later phases are not assumed to be equivalent when they are not.
Run a representative, low-risk pilot
Choose a workload with lower criticality but enough resemblance to later migrations to make the test useful. A pilot that has little data, almost no write activity, or few dependencies may not expose the constraints that matter for a more demanding service. The pilot should exercise the selected migration method and the workload’s real operating requirements without putting a high-impact service first.

Set acceptance criteria before the move
Agree on the checks and thresholds with the service owner and operations team before starting. The thresholds are workload-specific; there is no universal value that proves every migration safe. Include the areas below that apply to the service:
- Application behavior: Confirm that the application starts and performs its important functions on the target.
- Data integrity: Check that the workload’s required data is present and usable after the move.
- Performance: Compare the target against the service’s own relevant expectations under representative activity.
- User access: Test the access paths users need and verify identity and permissions.
- Dependencies: Confirm that required upstream and downstream services communicate correctly.
- Monitoring and response: Verify that alerts, dashboards, and operational procedures work for the target workload.
- Recovery and rollback decision: Agree what failure conditions stop the phase and who can make that call. Document the return or recovery procedure that the team has actually validated.
Exercise the data-transfer conditions
Run the pilot with representative data movement and write activity. If a block-copy method is being considered, observe whether the data can be copied under the workload’s expected write behavior and available network capacity. The older OpenStack configuration guidance warns of a specific failure mode: if writes outpace copying, the migration may not finish. A successful test under lighter activity is not evidence that a busier production workload will behave the same way.

Plan each cutover as a controlled change
Use a separate change plan for each phase. Name the people responsible for executing the migration, assessing the service, communicating with users, and approving continuation. Set a cutover window that reflects the tested method and the service’s recovery needs; the available guidance does not establish a universal duration for one.
Best Value
- Confirm readiness. Recheck target capacity, configuration, owner approval, dependencies, and the chosen method against the workload being moved.
- Communicate the change. Tell affected users and support teams what service is changing and when, using the communication approach appropriate to that service.
- Execute the tested method. Follow the procedure exercised in the pilot. Do not substitute a different storage model, conversion path, or guest configuration at cutover without reassessing its support and risks.
- Validate the service. Run the pre-agreed checks for application behavior, data, performance, access, dependencies, and operations.
- Make the phase decision. The designated owners decide whether the workload meets its acceptance criteria, needs remediation, or requires the documented recovery response.
- Capture the result. Record what worked, what failed, and any configuration or procedure changes before using the phase as a basis for further migrations.
A rollback plan is not just a sentence saying “move it back.” Specify who can call for it, what condition triggers it, what actions the team will take, and how it will verify service recovery. The appropriate procedure depends on the workload and migration method; no single rollback sequence fits every deployment.
Expand in phases and handle host maintenance separately
After the pilot, move additional workloads in stages, beginning with lower-criticality services and increasing criticality only when the results and service-owner approval justify it. Group workloads only when their dependencies, target compatibility, and acceptance checks make a shared phase sensible. A successful pilot does not automatically certify every workload or every migration path.
Host maintenance is a related but distinct operational task. OpenStack’s TripleO quiescing guidance describes evacuating workloads from a compute node before shutting it down so end-user virtual machines are not affected. The exact procedure depends on the deployment and version. Treat node evacuation as a planned maintenance operation with its own compatibility checks and validation, rather than assuming that a migration strategy for platform conversion also covers host shutdown.
Evaluate migration tools without mistaking a list for a recommendation
An OpenInfra white paper names Coriolis, MigrateKit, ZConverter, Red Hat Virt-V2V, Red Hat Migration Toolkit for Virtualization, and Mirantis migration tooling among options discussed for migration scenarios. The OpenInfra migration guide also mentions virt-v2v and nbdkit in the context of converting workloads to the target virtual hardware stack. These names are starting points for evaluation, not a current comparative benchmark or confirmation that a particular tool or partner program is available.
For each candidate, verify its supported source and target versions, the precise migration and conversion features it provides, storage and network requirements, guest-driver handling, license, support route, and recovery options. Confirm that its documented method matches the specific workload and target architecture. A tool that converts virtual hardware may address only part of a platform migration; it does not by itself validate application health, user access, or operational readiness.
Common causes of user-visible disruption
- Assuming live migration means cross-platform movement. Check whether the feature supports the actual hypervisor and driver configuration. Use a conversion or migration path when the workload is changing platforms, and verify that path separately.
- Choosing cold migration without accounting for restart impact. Cold migration shuts down the instance and restarts it on another hypervisor; the application is disrupted. Plan and communicate for that interruption if the method is necessary.
- Underestimating data-copy behavior. A block-copy operation can fail to finish when writes exceed the network’s copying capacity. Test representative write activity and the intended network path.
- Overlooking guest virtual devices and drivers. A workload moved to a different virtual hardware stack may need compatible guest components. Validate the guest rather than assuming the source drivers will work unchanged.
- Passing a technical move but skipping service validation. A started instance does not establish that its data, application, dependencies, access, monitoring, or performance meet the owner’s requirements.
- Applying a procedure from a different release or deployment. Older OpenStack documentation can explain a concept, but implementation decisions need current documentation and support details for the deployed release.
- Scaling after a pilot without checking workload differences. Later services may have different criticality, dependencies, write activity, or guest configurations. Assess each phase against its own criteria.
Use current deployment documentation for implementation
The relevant OpenStack documentation spans different releases: the documentation landing page identifies 2026.2 as the September 2026 release, while the detailed Nova migration description cited here is from the Ussuri era and some storage and quiescing guidance is older still. These sources establish useful distinctions and constraints, but they do not establish current defaults for every cloud. Confirm the current release documentation, deployment-specific feature support, and tool documentation before implementing a migration or host-maintenance procedure.
