How to Migrate Files Between Cloud Storage Providers Without Breaking Links or Permissions

Cloud migration does not guarantee that shared links or permissions will carry over. Use a provider-specific plan, map identities, pilot the transfer, and validate access before retiring the source.

You can reduce broken links and missing access during a cloud-storage migration, but you cannot assume either will carry over automatically. Link behavior and permissions depend on the source and destination providers, account types, migration route, and how identities are mapped. Inventory what matters, verify the exact workflow, pilot it, and test access before retiring the old storage.

Why links and permissions may change

A file’s sharing setup is more than a list of people. Access can come directly from a file, inherit from a folder, come through a group, or depend on a guest account or a link-sharing setting. The destination may represent those relationships differently. A copied file may receive a new URL, and a transfer method may not reproduce the source’s access rules.

There is no universal cross-provider guarantee that old links will work or that permissions will be preserved. Treat each provider pair and account type as its own migration. In particular, documented behavior for a managed tenant-to-tenant migration does not establish what happens when copying between unrelated services or personal accounts.

Build an inventory before choosing a migration method

Record the source and destination, whether each is a personal or organizational account, the data volume, the deadline, and whether you are copying, moving, changing tenants, or placing files in a shared or team space. These details affect which migration routes apply.

For the files and folders in scope, capture:

  • Owners and any ownership or move restrictions.
  • Direct permissions and permissions inherited from parent folders.
  • Groups, internal collaborators, guests, and other external users.
  • Link-sharing settings, including who can use each link.
  • Important URLs referenced in documents, websites, forms, or business processes.
  • Version-history needs and items that may not be supported by the planned workflow.

For Dropbox, check the roles and team sharing controls in use. Dropbox distinguishes owners, editors, and viewers for shared files and folders; administrators can change default link-sharing settings, while team members may still choose who can access a link. Those controls describe Dropbox’s sharing model, not how its links or permissions will translate to another provider. See Dropbox’s sharing-permissions guidance.

Compare migration routes against your requirements

Before selecting a provider tool or third-party service, verify its documentation for the exact source and destination, account types, and transfer route. Compare whether it handles ownership, direct and inherited permissions, groups and guests, old links, versions, unsupported items, validation, rollback, and source retention. A general promise to “preserve permissions” is not enough; ask for documented support for your specific scenario.

Google Workspace documents migration into Drive from Microsoft OneDrive, SharePoint Online, and Dropbox. Its guidance lists limitations, including certain restricted files, files created by external users, and OneDrive folder shortcuts. Check the current limitations for the workflow you plan to use rather than assuming every item or sharing state will migrate. Google also advises planning permission inheritance and file creation or ownership for large migrations. See Google Workspace’s Drive migration guidance and Google’s large-migration best practices.

Map users and groups before transferring content

If the migration route changes organizational accounts, prepare destination identities before moving files. Map source users and groups to their destination equivalents, and confirm that external collaborators can be represented and authorized. A permission cannot work as intended if the destination has no matching account or group to receive it.

Microsoft’s documented cross-tenant OneDrive process requires administrators to prepare destination users and groups and provide an identity map used to adjust ownership and permissions. Its FAQ also says appropriate destination users, including guests and external users, must be precreated. This is specific to that Microsoft cross-tenant process, not a general rule for every provider migration. Details are in Microsoft’s cross-tenant OneDrive migration overview and migration FAQs.

Pilot the transfer and control changes

Run a small test using representative content before migrating the full library. Include nested folders, inherited access, externally shared files, group-based access, and files shared by link. Check whether ownership, permissions, versions, and URLs behave as the selected route’s documentation says they should.

During a Google Workspace migration into Drive, avoid editing files or permissions while the migration is running. Google warns that changes during migration can cause errors and make version maintenance difficult. For other routes, follow the provider’s change-control instructions rather than assuming the same freeze rules apply.

Check what happens to existing links

Do not infer link behavior from the fact that a file has transferred. Find out whether the route keeps links working through redirects, creates new links, or leaves references pointing to the old location. If users or systems rely on a URL, test it after the pilot and plan to replace it wherever necessary.

For Microsoft’s documented cross-tenant OneDrive workflow, existing shared links to migrated files redirect from the old location to the new one. The recipient must still have access at the destination: a redirect does not grant permission. Microsoft says redirects remain until the source tenant is deprovisioned or an administrator removes them site by site. This behavior applies to that specific workflow only; do not assume a similar redirect when moving between unrelated services or account types.

Validate access after migration

Once the test or full transfer is complete, verify the files and links from the perspectives of the people who need them. Use a checklist such as:

  • Open files as an owner and confirm the expected ownership or management access.
  • Test access as an internal collaborator and, where relevant, a member of each mapped group.
  • Test with an external guest account that is authorized in the destination.
  • Open link-shared files using the intended link-sharing scope, not only while signed in as an administrator.
  • Check nested folders for access that previously came from a parent folder.
  • Update old URLs in documents, websites, and workflows if they do not work as intended.
  • Record missing, unsupported, or incorrectly shared items and repair them before declaring the migration complete.

For moves into Google shared drives, Google notes that nonmembers may lose access and that inherited folder permissions are not copied in some move scenarios. A child folder moved into a shared drive does not carry permissions inherited from its former parent; moving a parent folder can leave its children inheriting those permissions. Review the exact move and sharing behavior in Google Drive’s shared-drive guidance.

Keep the source available until references are repaired

Retain the old storage during the transition until you have validated access and updated important references, unless the provider-specific migration plan requires a different sequence. This gives you time to investigate failures and communicate replacement links. For Microsoft’s cross-tenant OneDrive route, link redirects depend on the source tenant remaining available and can be removed by administrators, so include source-tenant retirement in the transition plan.
