How to Measure Whether Employees Understand Your AI Policies

Find out whether employees can apply your AI policy at work with realistic scenarios, targeted follow-up and proportionate records.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check whether employees can apply your AI policy to realistic work situations—not just repeat its terminology. Use role-specific scenarios or work samples to see whether staff know which tools and tasks are allowed, what information must stay out of AI systems, when human review is needed, and where to ask for help. Use the results to improve guidance, not to treat a score as proof of legal compliance.

Does the EU AI Act require you to test employees?

No. Under the European Commission’s consolidated Article 4 text dated 27 July 2026, providers and deployers must take measures to support AI literacy among staff and others who operate or use AI on their behalf. The measures should account for people’s technical knowledge, experience, education and training, the context in which systems are used, and the people affected by them. Article 4 expressly does not require guaranteeing a specific level of AI literacy for any individual. Read the consolidated AI Act text.

The Commission’s AI literacy Q&A is explicit: “Article 4 of the AI Act does not entail an obligation to measure the knowledge of AI of employees.” The obligation is to support literacy while taking staff knowledge and context into account; it is not a mandatory employee exam or certification. The Commission also says there is no one-size-fits-all approach or mandatory training format. Read the Commission’s AI literacy questions and answers.

That does not make measurement useless. A practical check can show whether your support is helping people make policy-compliant decisions and where rules or training need clarification. Treat the approach below as a management practice, not a regulator-prescribed test or validated psychometric instrument.

Keep Article 4 separate from high-risk-system duties

The Commission’s Q&A notes that deployers of high-risk AI systems have separate staff training and human-oversight obligations under Article 26. A general policy quiz does not, by itself, establish that those distinct obligations have been met. Check the duties that apply to your systems and deployment rather than using an Article 4 literacy check as a substitute.

Define what “understanding” looks like at work

For a useful measurement, understanding means choosing an action that follows your policy in a representative work situation. Employees do not need to memorize policy wording if they can find and apply the relevant rule. Conversely, confidence or a high score on AI terminology does not show that someone will handle a real task correctly.

Translate your own policy into observable decisions. Depending on your rules and tools, employees may need to be able to:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Tell whether a tool and proposed task are approved.
  • Recognize sensitive information that must not be entered into an AI tool.
  • Check generated content before relying on it or sharing it.
  • Identify when a person must review output or make the final decision.
  • Know when disclosure, documentation, or escalation is required.
  • Find the policy and report a problem or suspected incident.

This is a set of possible learning outcomes, not a universal legal checklist. The Commission advises organizations to consider general AI knowledge and their own tools, whether they provide or deploy systems, relevant risks and mitigations, and staff knowledge and use context. It also encourages attention to legal, ethical, and governance issues. Commission guidance on factors to consider.

Turn each applicable rule into a question about a decision. For example: “Is this tool approved for this task?” “Does the material contain information the policy prohibits entering?” “What must be checked before this output is used?” “Who makes the final decision?” “Where should an employee go if the policy does not answer the question?” The point is not to test abstract AI knowledge separately from the work. It is to see whether staff can connect the rule to the step they must take.

Be clear about the expected action before assessing it. If the policy allows a task only with a particular review or disclosure, define what counts as completing that requirement. If employees are expected to stop and ask when uncertain, make the contact route easy to find. Otherwise, a wrong answer may expose an unclear process rather than a knowledge gap.

Build a role-specific measurement plan

1. Map policy rules to the decisions each group makes

List the rules employees must apply, then connect each one to the work it affects. Include approved tools, allowed and disallowed tasks, sensitive-data restrictions, verification, human review, disclosure, escalation, and incident reporting where those topics appear in your policy. Identify which teams use which systems and who may be affected by their outputs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Separate groups when their tools, responsibilities, exposure, or affected people differ. A single generic quiz may miss the decisions that matter to a particular role. For example, a staff member using an approved tool to draft internal notes faces different policy decisions from a person who reviews AI-supported recommendations about customers. Write examples from your own workflows; do not assume the same scenario or answer applies to both.

A simple planning table can keep the exercise focused: record the relevant role, system or task, policy rule, decision the employee must make, and evidence that would show the rule was applied. You do not need to cover every policy clause in every check. Prioritize the rules that employees encounter in their work and the mistakes that would matter in that context. The Commission’s approach supports tailoring literacy activity to the systems, risks, staff knowledge, and affected people—not giving everyone the same generic test.

2. Establish a baseline with short scenarios

Before a policy rollout or training, give employees brief situations that resemble their work. Ask what they would do, what they would check, and whom they would contact. Score the decision against the applicable policy rule—not merely whether the person recognizes a phrase or feels confident.

A scenario can have several parts: the proposed action, the policy rule that applies, the next safe step, and the route for help if the rule is unclear. Include plausible choices that reveal common misunderstandings, such as entering sensitive information, relying on unverified output, or skipping required human review. Avoid trick questions: the aim is to find gaps in guidance, not to catch employees out.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For instance, a scenario might describe an employee preparing a draft with an approved tool and ask what they should check before using or sharing its output. Another might ask what to do when a proposed task involves information the policy may restrict. A third could describe an AI-supported recommendation and ask who must review it before a decision is made. These are prompts to adapt to your policy, not universal answers: the correct action depends on the rules and systems your organization actually uses.

Use a consistent answer key tied to those rules. A response can be considered strong when it identifies the applicable restriction or requirement, chooses the compliant next step, and names the help or escalation route if needed. Note partial understanding as well as incorrect choices. This makes results more useful than a single pass/fail label, while avoiding a claim that any particular scoring rubric is officially required or validated.

3. Use more than one signal

Scenario answers are useful, but they are only one view of understanding. Combine them, where appropriate, with a relevant work sample or observed task, a short confidence check, employee questions, and recurring help-desk or incident themes. The NIST AI Risk Management Framework supports context-relevant measurement, documenting methods and limitations, tracking risks over time, and collecting feedback. It addresses AI risk management broadly; it does not prescribe a workforce policy-comprehension test. See NIST’s Measure function.

Each signal answers a different question. A task sample can show how someone applies a rule while working; a confidence pulse can highlight uncertainty; help requests can reveal friction in real workflows. None should be treated as a complete picture on its own.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Compare signals rather than collapsing them into one number. Employees who choose the correct action but report low confidence may need a clearer explanation or easier access to the policy. Employees who feel certain but choose an incorrect action may need a focused example or discussion of the rule. A work sample can show a gap between what someone says they would do and what happens during a task. These interpretations are prompts for follow-up, not proof of an employee’s general ability.

Look at question and incident themes carefully. A cluster of questions about the same rule can signal that the rule is hard to apply. An absence of reports does not prove that employees understand it: help requests and incident records may be incomplete, and reporting culture can affect what gets recorded. Where records are available, consider their coverage, privacy, severity, and time to resolution before drawing conclusions.

4. Target support to the errors you find

Look for patterns by policy rule, role, and workflow. If people repeatedly misunderstand one restriction, clarify the policy language or add a relevant example. If only one group is uncertain about human review, provide guidance tailored to the decisions that group makes. Share a clear route for questions when a situation is not covered.

  • [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by

After support, reassess using comparable but not identical scenarios. Reusing the same questions can reward memory rather than application. Repeat checks when policies, tools, risks, or working conditions change; the NIST framework supports ongoing monitoring and risk tracking but does not set a schedule for employee policy checks.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When you revise guidance, record what prompted the change and what you changed. If a rule was unclear, update the policy or example; if the approval path was difficult to find, make the route more visible; if employees lacked a relevant skill, offer support suited to that need. Then check a related decision again. This makes the measurement part of a feedback loop rather than a one-time exam.

5. Keep proportionate records

For a useful organizational record, note the policy version, audience, date, assessment format, aggregate results, recurring errors, support provided, and resulting changes. Retain personal-level results only when there is a defined need and appropriate handling. The Commission says organizations may keep internal records of training or other guiding initiatives for Article 4 and do not need a certificate. Commission Q&A on records and certificates.

Document the limits of the measure as well as its results. A short scenario set captures responses to those cases; it cannot establish that every employee will act correctly in every situation. An aggregate score can guide support, but it is not a compliance certificate or proof of safe behavior.

Keep the record focused on what you need to improve the literacy support: which audience received it, what approach was used, what patterns emerged, and what follow-up occurred. Personal-level results call for a defined purpose and suitable handling; they should not be retained simply because the exercise generated them. Internal notes about training or guidance are not the same thing as a certificate, and the Commission says no certificate is needed.

Choose a method that fits the question

Method What it can reveal Main limitation Useful design checks
Scenario questions Whether an employee selects a policy-compliant action in a described case. People may guess, or the scenario may not reflect their actual work. Realism, role relevance, consistent scoring, accessibility, and burden.
Work sample or observed task Whether an employee applies rules while completing a relevant task. It takes more time and may not represent every situation. Task fidelity, privacy, repeatability, and consistency between observers.
Confidence pulse or short survey Where employees feel uncertain and which rules seem unclear. Self-reported confidence is not evidence of correct application. Response burden, anonymity, trend usefulness, and ability to identify needed help.
Help requests and incident themes Where actual workflows produce confusion or policy friction. Reports may be incomplete and affected by reporting culture. Coverage, privacy, severity, time to resolution, and whether guidance can change.

These methods are not ranked by the Commission or NIST as employee-assessment tools. Choose based on the decision you need to understand, the sensitivity of the work, and the limits you can document.

Use scenario questions when you need a relatively brief way to check decisions across a group. A work sample is more closely tied to task execution, but takes more time and requires attention to task fidelity and privacy. A confidence pulse is useful for identifying uncertainty or unclear rules, not for confirming correct behavior. Help requests and incident themes show issues that surface in actual work, but only to the extent that people report them and records capture them.

Before choosing, ask what you need to learn, how representative the method is of employees’ work, and what burden it creates. Also consider whether scoring can be applied consistently, whether the exercise is accessible to the audience, whether privacy is protected, and whether the result can lead to a useful change. Combining a short scenario with employee questions or observed work may be more informative than relying on a single method, but the right mix depends on the context.

Interpret results without overstating them

  • Look for decision patterns, not a magic pass mark. The available guidance does not establish a universal percentage threshold or validated test for workplace AI-policy understanding.
  • Separate knowledge gaps from unclear policy. A repeated wrong answer may indicate that the rule, example, or approval path needs improvement—not simply that an employee needs more training.
  • Read confidence alongside performance. High confidence with incorrect choices can call for different support than low confidence with correct choices.
  • Use incidents carefully. A low number of reports does not necessarily mean there is little confusion; reporting records may be incomplete or influenced by workplace culture.
  • Use findings to improve the system around employees. Update examples, clarify escalation routes, or adjust role-specific guidance when results show recurring friction.

NIST’s AI RMF 1.0 is voluntary guidance and is being revised. Its Measure function is useful for principles such as documenting limitations, monitoring, and feedback, but it does not create a binding employee training requirement or a prescribed check schedule. NIST’s AI Risk Management Framework.

A result should be read in light of who took the check, which rules it covered, and how well the questions represented the work. If one scenario produces many incorrect answers, first verify that the scenario was clear and the policy gives a usable answer. If results differ by team, investigate whether their tools or responsibilities differ before comparing scores. A number without that context can hide more than it explains.

Choose literacy support that matches the need

The Commission does not prescribe one format, and external training or certification is not required. Organizations can use formats that fit their staff and context. The Commission’s repository describes more than 40 AI literacy initiatives, including e-learning, in-person sessions, bootcamps, and collaboration activities. That count describes the repository as updated on 27 July 2026; it does not measure effectiveness or make any initiative an automatic compliance safe harbor. Explore the Commission’s AI literacy initiatives.

Whatever format you choose, connect it to the tools, risks, duties, and decisions employees actually face. A brief scenario discussion may be more useful than a broad course when the gap is a specific approval rule; a broader learning format may be appropriate when staff need foundational understanding. Use the follow-up check to see whether the support addressed the observed gap, not to claim a guaranteed literacy level.

The repository is a source of examples, not a list of endorsed or automatically compliant programs. Choose support for the need you identified: a focused explanation for a confusing restriction, a role-specific discussion for a workflow decision, or a broader learning format where employees need general understanding of AI and the organization’s tools. Whatever the format, keep the connection to actual systems and responsibilities visible.

Frequently asked questions

How do I know whether employees understand our AI policy?

Check whether they can choose the policy-compliant action in realistic situations connected to their roles. Ask what they would do, what they would verify, and where they would go for help. Combine scenario answers with other relevant signals, such as work samples, employee questions, or recurring help themes, and use patterns to improve support.

Is there an obligation to measure employees’ AI knowledge under Article 4?

The Commission says Article 4 does not entail an obligation to measure employees’ AI knowledge. It calls for measures that support AI literacy while taking account of staff knowledge and context; it does not require a test, certificate, or guaranteed level for every individual.

Should every employee take the same AI-policy quiz?

Not necessarily. The Commission advises organizations to consider their systems, risks, staff knowledge, and use context. A check tailored to the tools and decisions a group encounters is more likely to reveal whether its members can apply the relevant policy rules than one generic quiz for everyone.

What is a good score or pass mark?

The cited guidance does not establish a universal score threshold or validated test for understanding workplace AI policies. Define what a correct action looks like for each policy rule, review patterns and limitations, and use the results to decide what guidance or support should change. Do not present a score as proof of compliance or safe behavior.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does a policy quiz satisfy separate high-risk AI system duties?

No. The Commission identifies separate staff training and human-oversight obligations for deployers of high-risk AI systems under Article 26. A general Article 4 literacy check should not be used as a substitute for assessing those distinct duties.

Do we need external training, a certificate, or a set reassessment schedule?

The Commission does not require external training or certification for Article 4 and says no certificate is needed. The NIST AI RMF supports monitoring and risk tracking but does not prescribe a schedule for employee policy checks. Reassess when your policies, tools, risks, or work setting change, and choose a format that fits your context.

The Bottom Line

Measure application, not memorization: use realistic, role-specific situations to see whether employees can follow your AI policy, verify output, protect restricted information, involve people when required, and find help. Treat results as feedback for improving literacy support—not as a mandated exam, universal pass mark, or proof of compliance.
