Measure visual ads against the job they are meant to do—not just whether someone clicks. Start by checking whether ads were delivered in a viewable way, then use attention and brand measures where appropriate, and evaluate business outcomes with attribution and, when feasible, incrementality testing. Click-through rate (CTR) can still help diagnose click-oriented campaigns, but it cannot show the full effect of a display or video ad.
Start with the campaign objective
Choose the outcome before choosing the metric. A campaign intended to build awareness needs evidence of brand change; one intended to generate sales needs evidence of business response. The same CTR can mean different things in those contexts, and a low click rate alone does not establish that a visual ad failed.

- Delivery: Could the ad be seen under a defined viewability standard?
- Response: Did the audience appear to give it attention?
- Brand effect: Did awareness, recall, or consideration change?
- Business impact: Did advertising cause additional conversions, revenue, or sales?
Check whether the ad had an opportunity to be seen
Separate served impressions from measurable and viewable impressions. Google Ads summarizes the Media Rating Council (MRC) display standard as at least 50% of the ad area visible on screen for at least one second. Video has separate viewability criteria, so the display threshold should not be applied to video. Google Active View provides viewability reporting for supported Google display and video inventory. Google Ads Help: About viewable impressions.
Viewability is a delivery condition, not proof that a person noticed, understood, or remembered an ad. Report the share of impressions that were measurable and viewable alongside the definition used; otherwise, a viewability percentage can hide how much of the campaign was not measurable.

Use attention as a diagnostic, not an outcome substitute
Attention measurement can draw on data signals, visual tracking, physiological or neurological observations, and panels or surveys. These approaches do not measure identical things. Before relying on an attention score, ask what signal it uses, which population it represents, how exposure and user presence are established, how invalid traffic is handled, and what validation and limitations apply.
The IAB and MRC’s Attention Measurement Guidelines, Version 1.0 (November 2025) state that attention measurement does not replace outcome measurement such as conversions, sales lift, or brand impact. Treat attention as a way to diagnose response and inform creative or placement decisions, not as proof of business effect.
Measure brand change when the goal is brand change
For awareness, ad recall, or consideration objectives, use a brand study with a clearly defined question and a comparison group. The comparison helps distinguish a change associated with exposure from what might have happened without the campaign.

Separate attributed conversions from incremental impact
Attribution reports which conversions a platform or analytics system credits to ads under its rules. Incrementality asks a different question: would the outcome have occurred without the advertising? That requires a credible counterfactual, such as a control group.
Randomized experiments
When feasible, randomized controlled experiments compare outcomes for groups assigned to different exposure conditions. Google describes incrementality or lift experiments as a way to inform channel-level budgeting and future campaign optimization. Google Ads Help: About Conversion Lift.
Other counterfactual approaches
When randomization is impractical, model-based counterfactuals, econometric models, or hybrid proxies may be options. IAB’s commerce media guidance discusses these approaches; their suitability depends on the available data, scale, and whether a trustworthy counterfactual can be constructed. A modelled estimate is not the same as a randomized result, so label the method and its assumptions. IAB Commerce Media Measurement Guidelines.
Build a scorecard that supports decisions
Use measures that answer different questions rather than treating one number as a universal verdict. Keep definitions, attribution windows, coverage, and uncertainty visible so teams can interpret results and decide what to change.
Best Value
| Measure | Question answered | How to use it | Key limitation |
|---|---|---|---|
| Viewability and invalid traffic | Was delivery measurable and, where applicable, viewable? | Delivery diagnostics; report the standard and measurable share. | Opportunity to see does not establish attention or impact. |
| Attention signals | Did the audience show a defined form of attention? | Response diagnostic for creative or placement decisions. | Methods may measure different constructs and depend on disclosed assumptions. |
| Brand lift | Did awareness, recall, or consideration change? | Brand objective assessment using a defined comparison. | Study availability and eligibility vary; results depend on the study design. |
| Attributed conversions | Which conversions did the reporting system credit to ads? | Supporting response indicator; state the attribution rules and window. | Credit under a system’s rules does not by itself show what the ads caused. |
| Incremental conversions, revenue, or sales | What changed because of advertising relative to a counterfactual? | Business-impact assessment when a credible experiment or model is possible. | Results depend on design, data, scale, and uncertainty. |
When comparing measurement options, assess the question answered, causal strength, coverage across formats and audiences, time and sample required, transparency of definitions and assumptions, and whether the result points to a concrete creative, audience, placement, or budget decision. Report sample size and uncertainty where available, and distinguish measured results from modelled or attributed figures.
