Measure managed detection and response (MDR) effectiveness with a controlled, repeatable incident exercise that scores both how quickly each party acts and how well it acts. Track the incident from simulated activity through detection, investigation, customer notification, response and handoff. Set the scenario, timing rules and success criteria in advance, then compare the evidence with your incident-response objectives and contract—not with an assumed industry-wide benchmark.
Decide what the exercise must prove
Start with the service you actually bought and the outcome your organization needs. A useful exercise tests whether the provider can detect and investigate activity in covered systems, follow the agreed escalation path, communicate with the right people and recommend or take only authorized actions. It should also test whether your team can acknowledge, approve and carry out its part of the response.

Write down the exercise purpose, in-scope systems and telemetry, scenario assumptions, provider coverage, customer decision-makers, severity scheme and permitted response actions. Tie them to the incident-response plan, service scope and contractual commitments. If an exercise tests a system, operating period or action outside that scope, it cannot fairly measure the service as contracted.

A tabletop exercise can test roles, judgment, contacts, escalation and decision rights. A technical simulation can additionally test telemetry, detection rules, case creation, investigation and response tooling. NIST describes a tabletop exercise as a facilitator-led scenario discussion and recognizes tabletop exercises and simulations as incident-response testing methods. Its SP 800-84 covers exercise design, conduct and evaluation; SP 800-171 Rev. 3 says testing can use checklists, walkthroughs or tabletop exercises, and simulations.
#1 Best Overall
For each scenario inject, define the expected evidence and response in advance, but leave enough uncertainty for analysts to investigate rather than recite a script. Choose complications that matter to your environment and contract, such as incomplete initial telemetry, an after-hours escalation, a customer approval requirement or a second affected asset. Keep simulated activity clearly separate from production actions, agree safeguards beforehand and use only authorized, safely testable systems.
Preserve the scenario, injects, timestamps, evidence, observer notes and expected outcomes. Synchronize clocks where practical and note any offset. Consistent records let you compare a later run with the first instead of relying on recollection.

Define the clocks and evidence before starting
Every timing result needs an explicit start event and stop event. Providers may define the same metric differently, so use the contract definition where applicable and label any additional exercise measure. For example, a UK Government Digital Marketplace MDR service definition uses alert detection to commencement of triage for mean time to acknowledge, and alert detection to completion of investigation for mean time to investigate. Those are definitions in one service specification, not universal MDR standards. See the service definition.
| Stage | Suggested measure | Evidence to capture |
|---|---|---|
| Detection | Elapsed time from the scenario’s defined first observable event to MDR detection; whether the expected signal was detected. | Controller inject log, telemetry or event time, alert or case creation time, and relevant data source. |
| Triage and acknowledgement | Time from detection to provider acknowledgement or triage start; whether severity and priority are reasonable. | Case history, triage notes, assigned severity and any changes. |
| Investigation and validation | Time to a supported incident determination; accuracy of the affected asset, account, scope and impact assessment. | Investigation timeline, evidence references, asset list and validation rationale. |
| Notification | Time from validation or severity determination to notification of the correct customer contact; completeness and clarity of the notice. | Notification time, recipients, message or report, and contact log. |
| Recommendation or response | Time to a useful, authorized recommendation or provider action; correctness and safety of the action. | Recommendation, approval or authority record, and endpoint or identity action event. |
| Customer handoff | Time to customer acknowledgement and action completion; adequacy of context, ownership and escalation. | Ticket, chat or email timestamps, named owner, response decision and action record. |
| Outcome | Whether containment, scope determination, recovery and reporting objectives were met. | Controller observations, system evidence, exercise evaluation and after-action items. |
Use evidence sources that can establish each timestamp, such as the controller’s inject log, MDR case record, alert, notification receipt or endpoint action record. A NIST-hosted 2014 Mandiant paper, Using Metrics to Mature Incident Response Capabilities, offers examples including detection, review, analysis, affected-asset identification, notification, data collection, validation and containment timing. These are useful process diagnostics, not universal response targets.

Score quality separately from speed
A fast response is not necessarily an effective one. NIST notes that qualitative as well as quantitative data can help determine incident-response effectiveness. Score the dimensions separately so a quick but incorrect response cannot look successful through an average alone.
- Timeliness: Stage-level elapsed time against a target set before the exercise.
- Detection and coverage: Whether expected activity was detected, covered data sources were functioning and relevant assets were identified.
- Analytic quality: Whether the incident determination is supported by evidence, severity and scope are appropriate, and uncertainty is stated.
- Communication: Whether the correct recipient was contacted through the right channel with useful information and appropriate urgency, and escalation was followed.
- Response quality: Whether the recommendation or action was appropriate, authorized and safe—not merely quick.
- Handoff and ownership: Whether a clear owner was assigned, the customer acknowledged the request and stalled work was escalated.
- Outcome and learning: Whether the response objectives were met and gaps received an owner, due date and retest plan.
Record failures such as a missed detection, unjustified severity, incomplete investigation, late or misdirected notice, unsafe action or unclear ownership as explicit exceptions. Report stage results and exceptions alongside any aggregate. If you calculate a mean or median across exercises, include the number and type of runs, missed objectives and material outliers; an average can conceal a serious failure.

Measure the handoff and attribute delays fairly
Record when the provider supplied an alert, investigation context, recommendation or action request; when the customer acknowledged it; and when the customer completed the action. Attribute each interval to the party controlling that step. A provider may investigate and recommend an action while the customer retains authority to approve or perform it.
For example, Microsoft Defender Experts for XDR documentation describes investigation summaries and response actions that may be pending customer action. Use this kind of workflow distinction when designing the exercise: assess provider performance and whether your own contacts, approval path and execution process enable the intended outcome. Do not assign an end-to-end delay to the provider without identifying who owned the clock.

Set thresholds that fit your organization
Choose pass criteria before the exercise using business impact, the incident-response plan, risk tolerance, severity definitions and contractual targets. Keep thresholds severity-specific where the plan or contract requires it. The cited sources do not establish a universal MDR exercise pass score or response-time benchmark. A single provider’s service definition can clarify that provider’s metric, but it cannot stand in for an industry standard.
Compare results only when the scenario, provider scope, severity band, clock boundaries and measurement method are sufficiently consistent. If comparing different MDR services, first align coverage and telemetry, investigation evidence, notification and escalation, response authority, customer dependencies, and the exact start and stop definitions. Otherwise, apparent differences may reflect measurement choices rather than performance.
CISA’s FY2024 IG FISMA Metrics Evaluation Guide calls for monitoring qualitative and quantitative incident-response measures and obtaining supporting data accurately, consistently and reproducibly. Use that principle in your scorecard: define the measure, retain its evidence and document how it was calculated.

Turn results into improvements and retest
After the exercise, review the evidence with the provider and internal owners. Separate observed facts from interpretation, agree on corrective actions, assign owners and due dates, and update procedures or service expectations where needed. Then rerun the same core scenario after changes, preserving the original clock definitions and scope so the results can be compared.
