To quiet the phone without redirecting calls, use Do not disturb; to keep particular numbers from reaching the normal incoming-call screen, block them. A literal busy tone is not guaranteed: call forwarding and what callers hear can depend on your carrier.
Choose what callers should experience

Forward calls when your line is busy
Samsung’s Gulf support guide describes call forwarding as a way to redirect incoming calls when your phone is busy, unreachable, or unanswered. For the busy-only case, select Forward when busy and enter the destination number. Samsung’s Saudi guide notes that menu names and steps can vary with the Galaxy model and One UI version.

Open Settings. Depending on your phone, look for Call settings or Supplementary services.

Tap Call forwarding. If prompted, choose Voice calls.

Select Forward when busy, enter the number that should receive the calls, then save or enable the setting.
Samsung also lists Always Forward, Forward When Unreachable, and Forward When Unanswered. These are different conditions: choose the busy option if you only want forwarding while you are on another call. If the option is missing or does not take effect, confirm the destination number and ask your carrier whether forwarding is supported and active for your SIM and account. Silence calls with Do not disturb
Use Do not disturb (DND) when your goal is a quiet phone, not a redirected call. DND mutes calls, alerts, and notifications locally; it does not necessarily make callers hear a busy signal.

Open Settings > Notifications > Do not disturb.

Turn DND on for now, or set a schedule if you want it to activate at regular times.

Review its exceptions. Samsung says you can allow calls from selected contacts or favorites, and can configure repeated callers to get through.

Block selected numbers or unknown callers
Blocking is for unwanted callers, rather than a temporary busy state. To block a number from the call history, open Phone > Recents, tap the number’s information button, then choose Block. Alternatively, open Phone > More options > Settings > Block numbers and add the number. Samsung also documents a setting to block unknown or private numbers. Blocked calls may appear in your call log, but they do not generate normal incoming-call notifications.
To undo the choice, return to Block numbers and remove the number from the list or switch off unknown/private-number blocking. Exact labels can differ across Galaxy phones. Samsung Support: Block numbers on your Galaxy phone; Samsung UK: Block and unblock numbers on a Galaxy smartphone.

If calls still come through

For DND: confirm it is on, check its schedule, and make sure the caller is not an allowed contact or repeated caller.

For blocking: review the blocked-number list and the unknown/private-caller setting.

For forwarding: check that you selected Forward when busy, entered the intended destination, and saved or enabled it. Ask your carrier to confirm service activation, SIM support, and any account restrictions.

For unexpected call behavior generally: check that Airplane mode is off, the phone has network service, its software is current, and the SIM and account are active.
Samsung warns that settings and screen layouts vary by model and software version. If your phone’s menus differ, search Settings for “Call forwarding,” “Do not disturb,” or “Block numbers,” or consult Samsung support for your model.
