Coordinate with the venue and confirm applicable local requirements before a pilot. No single standard or universal collision threshold covers every humanoid robot in every public space.
Why does a humanoid robot need a site-specific safety plan?
“Humanoid” describes a robot’s form, not what it can safely do or where it can operate. A robot that walks, turns, carries objects, reaches toward people, or works near queues presents different foreseeable hazards from one that stays in a controlled demonstration area. The task, robot design and configuration, mobility and manipulation, access to the robot, and surrounding environment all affect the risk assessment.

A plan for a public-facing pilot should therefore start with the actual deployment: the intended task, the venue, the people likely to encounter the robot, and the conditions in which it will operate. A standard can help frame safety work, but it cannot replace that assessment or establish that a particular robot is suitable for a particular site.

What does ISO 13482 cover—and what does it not?
ISO 13482:2014 sets requirements and guidance for inherently safe design, protective measures, and information for use for specified earthbound personal care robots: mobile servant robots, physical assistant robots, and person carrier robots. It addresses human-robot physical contact, with a scope primarily concerned with human-care hazards. It is not a blanket public-space or humanoid-robot compliance standard.

The standard’s exclusions include robots travelling faster than 20 km/h, toys, water-borne and flying robots, industrial robots, medical devices, and military or public-force application robots. The 20 km/h figure is a scope boundary, not a recommended speed limit for a public space.
ISO 13482:2014 also says that exhaustive, internationally recognized data such as pain or injury limits for impact hazards including collision were not available when it was published. That is a reason to avoid treating one generic collision number as a universal safety test. It does not establish that a particular impact is safe.

How should a venue assess a proposed deployment?
The following prompts are a practical way to organize a site-specific assessment; they are not a quoted universal checklist. Work through them with the robot’s responsible operator and the venue, using the actual model, configuration, task, and operating area.
- Define the task and operating area. State what the robot is meant to do, where it will do it, when it will operate, and where people may encounter it. Include how it enters, leaves, pauses, or is removed from the area.
- Identify foreseeable ways people or the environment could be affected. Consider contact or collision, pinching, falling, obstruction, and loss of control in light of the robot’s particular mobility and manipulation capabilities and the task. Consider conditions at the venue that could change how the robot or people move around one another.
- Choose safeguards and operating limits for the assessed risks. Decide what measures, supervision, stop or recovery process, and communication with venue staff are appropriate for the robot and site. Do not assume that a measure suitable for one robot, task, or venue will suit another.
- Test under representative conditions. Evaluate relevant robot capabilities and operator proficiency against the intended task and conditions before operation, then assess them during the pilot as appropriate. Set acceptance criteria for the deployment rather than assuming a general threshold applies.
- Confirm responsibilities and requirements. Identify who is responsible for operating the robot, responding to problems, and confirming venue-specific and local requirements. The location and deployment details determine which requirements need to be checked.
How can robot capability and operator readiness be evaluated?
Use tests tied to the mission rather than treating a successful demonstration as proof of general suitability. NIST’s emergency-response robot work evaluates areas including mobility, manipulation, sensors, energy, communications, human-robot interfaces, logistics, and safety. NIST describes the work as helping emergency organizations compare capabilities and make better purchasing and deployment decisions.

NIST’s performance project describes standard test methods for robot capabilities and operator proficiency. Organizations select combinations of tests based on mission tasks and set their own performance thresholds. This is a useful model for task-based evaluation, but the work is built around hazardous response environments. Its methods alone do not certify a humanoid for a busy sidewalk, station, or civic venue.
For a public pilot, select tests that reflect the robot’s assigned job and the conditions people will actually encounter. Record what was evaluated, how the operator performed, and whether the robot met the deployment’s own criteria. The available sources do not establish a universal acceptance threshold or specify controls for a particular robot model or location.

How do standards and testing resources fit together?
| Resource | What it contributes | Important limit |
|---|---|---|
| ISO 13482:2014 | Requirements and guidance for specified earthbound personal care robots, including human-robot physical contact. | Not a universal humanoid or public-space standard; its stated exclusions and scope matter. |
| ISO/TR 23482-2:2019 | Application guidance for ISO 13482, including close interaction and contact in personal-care applications. | Supporting guidance, not an independent public-space code. |
| NIST emergency-response robot testing | A mission-oriented approach to evaluating robot capabilities and operator proficiency using selected test methods. | Developed for emergency-response contexts; it does not by itself establish public-venue suitability or a universal pass threshold. |
These resources serve different purposes. Use a standard only within its stated scope, and use task-representative testing to inform a site decision. Neither removes the need to confirm the requirements that apply to the particular venue and jurisdiction.
What should a city or venue confirm before a pilot?
Before operation, coordinate with the venue and the responsible robot operator to settle the site-specific plan and who owns each decision. Determine which current local requirements apply; without a location, venue, robot, and task, it is not possible to identify them reliably. This includes checking any relevant accessibility, fire, building, workplace, or public-space requirements rather than assuming one general robotics standard resolves them.
Make sure staff who have a role in the deployment understand the task, their responsibilities, and the agreed stop or recovery process. The precise safeguards, operating limits, staffing, or technical specifications must come from the assessed robot and site; there is no evidence here for a universal separation distance, speed limit, sensor configuration, emergency-stop layout, or staffing ratio.
How might people respond to humanoid robots in public?
Safety is not only a matter of machine capability: people’s experience of a deployment can vary with the robot’s design, its application, the characteristics of the people who encounter it, and their prior exposure. The UK Government Office for Science’s Rapid Technology Assessment: Humanoids describes public acceptance as highly uncertain. It also identifies uncertainty about technical progress and whether humanoids will offer better value than alternative automation.
That uncertainty supports careful, task-specific deployment and attention to the people who use or share the space. It does not support assuming that a robot will be accepted—or rejected—by everyone. The same assessment states: “Safety and standards are key to ensuring that the use of humanoid robots does not cause harm to humans in public and private settings.”
