MiCA does not create one blanket rule that makes USDC or USDT either available or unavailable to every EU user. It regulates stablecoin issuers and offers separately from crypto-asset service providers (CASPs), so the answer depends on the token, the service, your country, and—for withdrawals—the blockchain network.
How USDC and USDT differ under MiCA
USDC and USDT are dollar-referenced stablecoins. Under MiCA, a token referencing one official currency is generally treated as an electronic money token (EMT). The status of its issuer matters for offers and admission to trading, but it does not by itself establish what every exchange, custodian, or wallet service will support.

MiCA’s relevant rules for issuers of ARTs and EMTs offered to the public or admitted to trading in the Union applied from 30 June 2024, according to the European Commission’s Q&A published by ESMA. The Q&A notes specified transitional arrangements for certain asset-referenced tokens. MiCA itself entered into force in June 2023.

Can you buy or trade USDC or USDT?
There is no single EU-wide platform list in the cited material. An exchange’s decision to list, restrict, or delist a token is a provider-level availability question, and its answer can depend on the customer’s country and the exact service. ESMA’s 2025 report is a dated illustration: it recorded prominent EU exchange delistings of USDT after the guidance, but it does not show that all providers adopted identical restrictions or that those arrangements remain unchanged.

MiCA’s exchange-service rules also matter after a purchase. The European Commission’s Q&A published by ESMA says that “where a client purchases a crypto asset, it gives rise to an obligation on the CASP to transfer the purchased crypto-asset to the client.” A service that offers only the fiat value of a purchased token, without delivering the crypto-asset, is not an allowed exchange service under that explanation. This does not require a provider to list every token or support every blockchain network.
Check these details before placing an order
- Whether the provider serves customers resident in your EU country.
- Whether USDC or USDT is available for the action you want—buying, selling, or trading against another asset.
- Whether the provider delivers the purchased token to your account, and whether withdrawal is available under your account’s terms.
- Any restrictions, deadlines, fees, or execution conditions stated in the provider’s current terms.
Can you keep USDC or USDT in an exchange account?
Buying, custody, and trading are distinct services. In January 2025, ESMA said CASPs should end services related to non-MiCA-compliant ARTs and EMTs as soon as possible and no later than the end of the first quarter of 2025. It also said mere custody and transfer should remain possible, with clear disclosure to clients about restrictions; it contemplated a longer sell-only period so investors could liquidate or convert positions.

That was supervisory guidance about the transition, not a promise that every provider would keep offering custody indefinitely or under identical conditions. An exchange may have changed its terms since then. Check whether it still holds the token for customers, whether deposits and withdrawals are enabled, and what options it provides if a service is being discontinued. Do not treat an exchange balance as proof that you can still trade or withdraw the asset.
Can you transfer USDC or USDT to your own wallet?
ESMA’s January 2025 statement distinguished mere custody and transfer from services that should end for non-compliant ARTs and EMTs. It said custody and transfer should remain possible, with restrictions disclosed clearly. That statement does not guarantee a particular exchange withdrawal, token, address format, or blockchain network. Providers determine their supported routes and may impose account, security, or operational conditions.

Before initiating a transfer, confirm that the sending service supports withdrawals for the token on the network you intend to use and that the receiving wallet supports that same token on that same network. A wallet’s ability to display a token does not establish that an exchange will send it there. If you use self-custody, check the exact wallet or device, token, and network; a hardware wallet is optional and does not make a token MiCA-compliant.
What if you already hold USDT in the EU?
ESMA’s transition guidance did not say that every holder had to sell USDT. It contemplated a sell-only period to let investors liquidate or convert positions and said mere custody and transfer should remain possible, subject to clear disclosure of restrictions. Those statements describe the 2025 supervisory approach; they do not determine the current policy of an individual platform.

First check the provider’s current notice and terms for your country and account. If trading is unavailable, determine whether withdrawal or transfer remains enabled and which networks are supported. If a provider is ending custody or transfer for your position, use its stated process and deadlines rather than assuming another service will accept a deposit. Whether to sell, convert, or transfer is a personal decision; MiCA alone does not establish that every holder must take the same action.

The joint European Supervisory Authorities’ consumer factsheet says: “If you hold an EMT, you have the right to get your money back from the issuer at its full-face value, in the currency to which it references.” That describes the EMT holder’s redemption right; it is not the same as selling a token through an exchange or withdrawing an exchange balance.

For USDC, Circle’s policy sets out the EU/EEA redemption framework for USDC and EURC. Read the issuer’s current policy and check eligibility and applicable conditions before relying on direct redemption. Circle’s stated MiCA authorisations concern the activities identified in its white paper; they do not mean every token holder can redeem through every intermediary.
How to check the current position
- Look up the issuer and token. Consult ESMA’s interim MiCA register for EMT issuers, CASPs, and entities identified as non-compliant. ESMA reported that the register was last updated on 24 September 2026. Its listed white papers are not reviewed or approved by competent authorities; responsibility for them remains with the issuer or offeror.
- Verify the provider separately. Confirm that the service is authorised for the relevant activity and serves customers in your country. An issuer’s status does not establish a third-party platform’s authorisation.
- Check the exact service and route. Read the provider’s current terms for buying or trading, custody, deposits, withdrawals, and the token’s supported blockchain network. Do not assume support for one activity or network means support for another.
- Check redemption directly with the issuer. Review its current policy, eligibility criteria, and process if you intend to redeem rather than trade or transfer the token.
Market figures in ESMA’s 2025 report are historical, not current estimates: it reported that USDT’s share declined from 65% to 61% over the period measured, while euro-denominated stablecoins recorded EUR 426 million in monthly trading volume in June 2025, equal to 0.1% of stablecoin trading volume that month. These figures describe market context; they do not determine an individual provider’s current listing or withdrawal policy.
