Design flexible packaging for a specific collection, sorting and reprocessing stream—not for an abstract idea of “plastic recycling.” Start by choosing the geography and target stream, then evaluate the full package structure against that stream’s current guidance and test it where required. A mono-material design can be a useful starting point, but it does not guarantee that a package will be collected or recycled everywhere.
What “designed for recycling” means
A package is designed for recycling when its materials and construction are intended to work with an identified collection route, sorting system and recycling process. Those are separate stages: a package may be technically compatible with a process yet not collected in a particular place, or collected but not sorted and reprocessed into usable material.

There is no single universal flexible-packaging recycling rate or design change that guarantees collection and recycling across locations. RecyClass’s sorting protocol represents current European sorting facilities, and sorting practices can change. Its design guidance is organized by polymer, packaging form and color; its March 2026 update covers PE and PP flexible packaging. Those European recommendations should not be treated as US collection rules.
Choose the target stream before choosing materials
First define where the package is intended to be collected and what stream and end market it is designed to serve. RecyClass advises using plastics for which a recycling stream exists, maximizing the main polymer and favoring mono-material solutions. These are design principles to evaluate against a particular stream, not proof that all PE or PP film is accepted everywhere.

- Set the geography and collection route. Identify the places where the package is expected to be collected and the relevant curbside, drop-off or other program.
- Name the target polymer and format. For example, distinguish PE from PP and identify whether the package is a film, pouch or bag. Do not transfer a finding for one format or structure to every package made from the same broad polymer family.
- Check current stream-specific guidance. RecyClass recommendations distinguish preferred, conditionally compatible and problematic features. Consult the relevant polymer, package-form and color guidance rather than applying a generic “plastic” checklist.
- Confirm there is a viable collection and processing route. A design target is only useful if the intended geography has an applicable route and the material can reach a compatible reprocessing system.
Design the whole package, not just the base film
Simplify the structure where the target stream allows it
Using more of the target polymer and reducing unnecessary material complexity can help align a package with a stream. But “mono-material” is not a universal pass: barriers, coatings, inks, adhesives, additives and attached components still affect how the package sorts and how its material performs after processing. Evaluate the complete construction under the current guidance for the intended stream.
Check barriers, inks, coatings and attachments
RecyClass’s March 2026 guidance update included changes concerning electron-beam treatment for PE flexible packaging and printing inks for PE and PP flexibles. This is a reason to verify the latest criteria when selecting or revising a structure rather than relying on an old specification.

How2Recycle’s February 2024 brand and retailer guide identifies attributes that can require additional testing for its US Store Drop-off label. Examples include metallized layers or metallic ink; specified barrier layers and coatings; combinations of functional layers; cold-seal adhesive; PP attachments such as zippers and labels; and fillers or PE attachments that raise overall density above its stated threshold. These are considerations in How2Recycle’s labeling decision, not universal bans on those features.

Consider color, printing and product residue
RecyClass’s Design Book says colors and printing cannot be removed during recycling and can reduce recyclate appearance and quality. It also notes that product residue can contaminate the material and require extra water treatment, and recommends making packages easy for consumers to empty. Less print and easier emptying are useful design considerations, but neither alone makes a package recyclable.
Validate the design and make precise claims
RecyClass describes its methodology as the basis for design guidelines, evaluation protocols, its online self-assessment tool and recyclability certification. Within its system, methodology classes A, B and C are considered recyclable. A self-assessment result is not a third-party certificate, and a result for a particular structure should not be generalized to a different package.

- Screen against the current guideline. Use the guidance for the target polymer, package type and color to identify features that need assessment.
- Use the applicable evaluation protocol when needed. Test the complete structure under the relevant method and retain the test conditions and results. RecyClass reported that 18 testing campaigns commissioned in 2023 informed revisions to its evaluation protocols and design-for-recycling guidelines; that count describes research activity, not a recycling rate or proof that any individual package is recyclable.
- Complete the relevant program’s process before claiming recognition. Do not claim RecyClass certification or APR recognition unless the package has completed that program’s process and has the corresponding certification or recognition. How2Recycle’s 2024 guide says that specified PE film cases requiring APR Critical Guidance testing must be tested at an APR candidate lab.
- Keep evidence tied to the exact package. Record the full bill of materials, applicable stream, test route, conditions and result so that a later material or supplier change does not silently invalidate the basis for a claim.
RecyClass Chairman Paolo Glerean called Design for Recycling “a crucial, first step” toward recyclability and said it can improve recycled-plastic quality and support its use in new packaging. That is RecyClass’s stated rationale for design guidance, not an independent assessment or certification of any individual package.

Compare candidate structures with the same criteria
For a redesign, evaluate each candidate against the same questions. This makes trade-offs visible without mistaking a promising material choice for proof of collection or recycling.

Give consumers disposal instructions that match the location
In the United States, EPA advises that plastic bags, wraps and films do not belong in household recycling bins; consumers should check local programs and collection options. How2Recycle’s Store Drop-off designation applies to eligible, labeled PE film packages taken to participating retail collection bins. Its examples include grocery and produce bags, bread bags, stretch wraps, newspaper bags, compatible-label mailers, wraps around paper products and cereal bags. Not every package in those categories qualifies.
- Follow the package’s component-specific label and check local collection rules.
- Use Store Drop-off only for eligible labeled packages and participating collection locations.
- Remove food or other product residue; film for Store Drop-off should be clean and dry.
- Do not treat a resin identification code by itself as a guarantee of local acceptance.
These US consumer instructions are distinct from RecyClass’s European design and sorting guidance. For any particular package, verify current criteria for its structure, geography, label and intended collection route.
