Protect cloud backups by ensuring a production outage or compromise cannot take down every recovery copy. Separate backup administration and credentials from production, keep important copies immutable for a defined retention period, use geographic separation when regional failure is in scope, and regularly test restores in an isolated environment.
What kinds of data-center attacks should your backup plan survive?
“An attack on a data center” can mean different failures, and one safeguard does not cover them all. A facility or regional outage can make a location unavailable. Ransomware or stolen administrator credentials can put online backups at risk if the attacker can reach them through the same account or control plane used for production.

Plan around the failure you need to withstand. Geographic separation helps address a regional outage; separate identities and administrative boundaries help if production access is compromised. Immutability can restrict changes or deletion during its configured retention window. None of these, by itself, proves that backed-up data is uncorrupted or that a working service can be restored.
- Regional outage: A copy in another region may remain available when the primary region does not. It does not necessarily help if an attacker can administer both regions through the same compromised identity.
- Compromised production account: A backup reachable with the same credentials may be exposed too. Independent backup permissions and administration reduce this shared risk.
- Ransomware or data corruption: Retained recovery points can provide options from before an incident, but you must identify a trustworthy point and verify it during recovery.
CISA recommends maintaining offline, encrypted backups of critical data and regularly testing their availability and integrity in a disaster-recovery scenario. AWS Well-Architected likewise identifies failing to validate backup integrity through regular testing as a common anti-pattern.

Should backups be in a separate cloud account or region?
Consider both kinds of separation, because they address different failure modes. The right design depends on your threat model, provider architecture, data-residency obligations, and recovery objectives; there is no universal account layout or required number of copies.
| Design choice | What it helps protect against | What to check |
|---|---|---|
| Backup in the production account and region | Routine deletion or failure may be recoverable if independent retained versions exist. | Can production administrators delete the backup or change its retention? Would a regional outage affect both production and the copy? |
| Backup in a separate account or subscription, same region | Compromise of production credentials is less likely to grant backup control when administration and permissions are genuinely separate. | Who controls the separate boundary, backup policies, and encryption keys? Does the design still depend on the same identity system or control plane? |
| Backup in another region, same administrative boundary | A regional outage may leave the copy in another region available. | Could an administrator or compromised credential still delete both copies? Do residency rules permit the location, and what transfer or restore costs apply? |
| Separate administrative boundary and region | Combines identity separation with protection against some regional failures. | Test the full recovery path, including cross-region access, keys, transfer time, and any dependencies on the unavailable production environment. |
| Offline copy for selected critical data | A genuinely disconnected copy can limit exposure to online account compromise. | Can you encrypt, secure, rotate, and restore the media? Is its capacity and update frequency suitable for the data? |
Microsoft’s Azure reference architecture describes two immutable copies across subscriptions and regions, isolated backup administration, and restore testing. AWS Well-Architected discusses encryption, immutability, logical separation, and restore testing. These are examples, not universal prescriptions: service capabilities and availability depend on configuration, so check the current documentation for the services you use.

How do I design a backup system that can survive a compromise?
-
Map the service and set recovery objectives
Inventory the data, systems, identities, configuration, and dependencies needed to rebuild each critical workload. Define a recovery point objective (RPO)—how much recent data loss is tolerable—and a recovery time objective (RTO)—how long the service can be unavailable. Set them per workload and use them to guide backup frequency, retention, and restore testing.

Create independent recovery copies
Keep multiple recovery points and avoid making every copy dependent on production’s permissions or administration. Where your threat model calls for it, use a separate account, subscription, tenant, or equivalent administrative boundary, with distinct privileged groups. Put a regional recovery copy elsewhere when regional unavailability is in scope and allowed by your data-residency requirements.

-
Protect selected recovery points from change
Use object lock or the provider’s equivalent retention protection for the recovery points that need it. Confirm who can configure or shorten retention and whether that control is itself isolated from production administration. Review legal, compliance, and operational requirements before applying settings that may be difficult or impossible to reverse. Tune frequently used recovery points for operational restores and longer-retention copies for their distinct recovery and storage needs.
-
Separate credentials, key access, and monitoring
Apply least privilege, strong authentication, and dedicated backup administration. Restrict production operators from destructive backup permissions. Protect encryption keys and recovery credentials independently, while preserving a controlled path for authorized restoration: a backup that cannot be decrypted during recovery is not useful. Log and alert on policy changes, deletion attempts, and unusual access so that activity against the recovery environment is visible.

Back up what is needed to rebuild, not only the data
Include infrastructure-as-code, system images, software installers, configuration, and documented access to required licenses. A data copy alone may not recreate a functioning service if the systems and dependencies that use it are unavailable.

How do I know my cloud backups can be restored?
A successful backup job confirms that a job ran; it does not establish that the data is intact, application-consistent, accessible with recovery credentials, or restorable within your RTO. Make restoration a recurring operational test rather than an assumption about a provider feature.

- Choose representative data and systems, including a critical workload and its dependencies.
- Restore them into an isolated environment so the test does not overwrite production or reconnect compromised systems.
- Verify data integrity and application consistency, and confirm that authorized staff can access the required keys and recovery controls.
- Measure elapsed time, including archive rehydration, transfer, and setup. Compare the result with the workload’s RTO and the amount of restored data with its RPO.
- Repeat a scenario in which normal production identity or networking is unavailable. Record failures, fix the recovery design, and test again.
Restore testing can expose missing permissions, unavailable dependencies, or procedures that rely on the production environment. Azure recovery guidance and AWS Well-Architected both emphasize testing recovery, not just creating backups.
When does an offline backup make sense?
An encrypted removable drive or another genuinely offline copy can provide an additional recovery path for a small or selected critical dataset. It is not a practical stand-in for a complete backup architecture for a large, rapidly changing cloud estate.
For offline media, plan how data will be encrypted, rotated, stored under secure physical custody, and restored. Include the media in recovery drills: a drive that is out of reach, out of date, unreadable, or missing its decryption path does not provide a reliable recovery option.

Resilience choices have operational and compliance consequences. Longer retention and duplicated copies use more storage; cross-region replication or recovery can involve transfer costs; archive tiers can add rehydration time; and some immutable-retention settings may be difficult to undo. CISA cautions that misconfigured immutable storage can create compliance or cost problems.
Compare options against the recovery objectives for each workload rather than applying the same retention and storage tier everywhere. Check the current service documentation and applicable regulatory obligations before deployment; pricing, quotas, regional availability, and feature behavior depend on the provider, service, configuration, and jurisdiction.
