To make Chrome open the same chosen websites every time it starts, go to Settings > On startup, select Open a specific page or set of pages, then add the addresses you want. This replaces Continue where you left off, the setting that restores tabs from your previous session.

Choose the startup behavior that matches what you want
| On startup option | What Chrome opens | When to use it |
|---|---|---|
| Open the New Tab page | A New Tab page | When you do not want a fixed set of sites or your previous session restored. |
| Continue where you left off | The pages that were open when you quit Chrome | When you want to resume your previous browsing session. This is the option to replace if Chrome keeps reopening old tabs. |
| Open a specific page or set of pages | The web addresses in your startup list | When you want Chrome to launch the same selected websites each time. |
These are Chrome’s three startup choices, as described by Google Chrome Help.
Startup page and homepage are different settings
The startup page appears when Chrome first launches. The homepage appears when you select the Home button. Setting a list under On startup controls what opens at launch; it does not set the Home button’s destination. Google distinguishes the two settings in its homepage and startup-page guidance.

If Chrome still opens your old tabs
Check the selected startup option
Return to Settings > On startup and confirm Open a specific page or set of pages is selected—not Continue where you left off. Those options have different results: one opens your configured addresses, while the other restores pages from the previous session.

If the setting changed unexpectedly
Google says unwanted software may change Chrome’s startup page, homepage, or search engine, and points users to resetting browser settings. That possibility is not, by itself, proof that a device is infected. See Google’s guidance on unwanted changes.

If this is a managed Chromebook
On a work or school Chromebook, an administrator may control startup or homepage settings. If the setting is unavailable or cannot be changed, contact your organization’s administrator. This restriction is documented for managed Chromebooks; it should not be assumed to apply to every Chrome installation.
