How to Make an Interactive Website Work on Mobile

A practical guide to mobile-friendly interactive websites: responsive layouts, touch target sizes, gesture alternatives, zoom and keyboard focus under WCAG 2.2.

Make an interactive website work on mobile by designing for narrow screens and touch from the start, while keeping every control usable by keyboard and preserving zoom. Use WCAG 2.2 as the accessibility baseline: at Level AA, pointer targets generally need to be at least 24 × 24 CSS pixels, dragging needs a non-drag alternative, and focused controls must not be entirely hidden by page content. Larger targets and simpler alternatives can make the experience more forgiving.

1. Build a layout that responds to the viewport

Use flexible content, responsive grids and media queries so the same page can adapt to different screen widths. The NICE Design System recommends a mobile-first approach with progressive enhancement and gives this viewport declaration:

Do not add maximum-scale=1 or user-scalable=no to restrict zoom. Users may need to enlarge text or content to read and operate the page. See the NICE Design System responsive guidance.

Test the page at narrow widths and after orientation changes. Keep important content and controls reachable without requiring two-dimensional scrolling. Responsive design can rearrange presentation while retaining the content; the W3C mobile accessibility note discusses this approach, though it is informative guidance rather than a set of requirements.

2. Make touch targets large enough to hit

WCAG 2.2 distinguishes its Level AA minimum from a larger Level AAA target. Android’s recommendation uses a different unit, so do not treat dp and CSS pixels as interchangeable.

Android Accessibility Help At least 48 × 48 dp Google guidance to consider for touch targets; the reviewed page does not state a year.

The AA criterion includes exceptions, including a spacing option: a 24 CSS pixel diameter circle centered on an undersized target must not intersect another target or its corresponding circle. Other exceptions cover inline text links, equivalent controls, unmodified user-agent controls and essential presentations. Check the full W3C explanation of Target Size (Minimum) rather than assuming every small control automatically fails.

For frequently used actions, or actions that are difficult to undo, larger targets are a useful design choice even where a smaller target could meet an exception. The AAA target is explained in W3C’s Target Size guidance; Android’s separate recommendation is on Google’s Touch target size page.

3. Offer a tap or click alternative to gestures

Do not make an important action available only through hover. A touch user may not have a reliable way to reveal a hover-only menu or control. Expose the action directly and provide clear feedback when it is activated.

WCAG 2.2 Level AA Success Criterion 2.5.7 requires functionality that uses dragging to also work through a single pointer without dragging, unless dragging is essential or controlled by the user agent. For example, give a carousel previous and next buttons in addition to swipe, and let people reorder items through buttons or another non-drag method. See WCAG 2.2.

Likewise, avoid making a multi-finger gesture the only route to an important function. A simpler tap-based alternative helps people who cannot perform the gesture and those using different input methods. The W3C mobile accessibility note offers context on gesture alternatives; its recommendations are informative, not normative requirements.

4. Prevent accidental activation

A button that fires as soon as a finger touches down can trigger an action before the user has a chance to correct a slip. WCAG 2.2 Success Criterion 2.5.2, Pointer Cancellation (Level A), provides options for single-pointer actions: do not execute any part of the function on pointer-down; complete it on pointer-up with a way to abort or undo; or let pointer-up reverse the result of pointer-down, unless an exception applies.

That is one of the criterion’s options, not the only permitted implementation. For actions with serious consequences, provide a clear opportunity to cancel or undo where appropriate. The complete criterion is in WCAG 2.2.

5. Keep keyboard access and focus visible

Mobile does not always mean touch-only: a phone or tablet may be used with a physical or alternative keyboard. Make interactive controls keyboard-operable, avoid keyboard traps, preserve a meaningful focus order and show a visible focus indicator. The W3C mobile accessibility note maps these topics to WCAG criteria.

WCAG 2.2 Level AA Success Criterion 2.4.11 requires that author-created content must not entirely hide a focused component. Check focus movement around fixed headers, sticky footers, banners and dialogs: a focused button may otherwise land behind an overlay. At Level AAA, Success Criterion 2.4.12 goes further and requires that no part of the focused component be hidden. Refer to WCAG 2.2.

6. Test the actual interaction paths

Use a short, repeatable review on real narrow viewports and with more than one input method. Treat the checks as a practical usability pass; conformance depends on evaluating the applicable WCAG criteria and exceptions.

  • Resize the viewport and rotate the device; confirm content and controls remain available without two-dimensional scrolling.
  • Zoom in; verify the page remains usable and does not prevent the user from enlarging content.
  • Try every action with touch or a single pointer, including alternatives for dragging and any gesture-driven controls.
  • Check target dimensions and spacing against the WCAG level you intend to meet; label Android dp guidance separately from CSS-pixel measurements.
  • Navigate through controls with a keyboard and confirm focus order, visible focus and clearance from sticky or overlaid page content.
  • Try pressing and releasing controls; confirm consequential actions are not triggered irreversibly on touch-down.

Which mobile interaction approach should you choose?

One responsive layout Flexible grids and responsive styling adapt the same content to different widths. Verify narrow widths and orientation changes; controls and content still need to fit and remain reachable.
Separate mobile layout Can present a distinct arrangement for smaller screens. Ensure it retains important content and interaction paths, supports zoom, and does not leave mobile users with fewer ways to operate controls.

48 × 48 dp targets Android Accessibility Help recommends considering this target size. It is Android guidance in dp, not a WCAG CSS-pixel measurement.
Gesture-only control May support a direct interaction such as swiping. For dragging functionality, WCAG 2.2 AA calls for a single-pointer alternative without dragging unless an exception applies; important actions should not depend only on complex gestures.
Touch plus keyboard access Supports more than one way to operate the page. Check keyboard operability, focus order, visible focus and focus clearance under WCAG.

Use WCAG 2.2 as the conformance reference

WCAG 2.2 is a W3C Recommendation published on 5 October 2023. W3C advises using it to maximize future applicability; it does not deprecate WCAG 2.0 or 2.1. When a page’s accessibility claim matters, distinguish a normative success criterion and its conformance level from platform advice or informative design guidance. Start with the WCAG 2.2 Recommendation and consult its understanding documents for the details and exceptions.
