To make a YouTube playlist start over, play a video in the playlist, open the playlist panel, and select Loop. On a TV or gaming console, open playback controls and choose Repeat until the indicator says “Repeat • Playlist.” These controls repeat playlist playback for you as a viewer; they do not restart a creator’s broadcast after a live stream ends.

Select Loop in the playlist controls. YouTube’s playlist-specific Loop control repeats the playlist rather than only the current video. The exact placement can vary by device interface; YouTube’s Help instructions describe the control, not a universal screen layout. YouTube Help: Loop videos or playlists on YouTube.

A completed livestream replay can be looped like another playlist video if it is included in the playlist and available to play. The documented control applies to playlist playback generally; it does not describe a special repeat mode for livestream replays.

Check for the playlist indicator rather than assuming that a repeat setting for one video will repeat every item. YouTube documents this TV and console instruction separately from its computer and mobile directions. YouTube Help: Loop videos or playlists on YouTube.

If you control a YouTube embedded player, use the player’s URL parameters. Add loop=1 to repeat the whole playlist; the player starts it again from the first video. For a single embedded video, set the playlist parameter to that same video’s ID as well as setting loop=1. These parameters configure an embed, not playback inside youtube.com or the YouTube mobile app. See Google’s YouTube Embedded Players and Player Parameters.

Do not substitute autoplay for loop: in the embedded-player documentation, autoplay controls whether the initial video starts automatically when the player loads. It is a separate setting from repeating a playlist. Google’s embedded-player parameter reference.
If you mean a creator’s live broadcast
If you are trying to keep your channel broadcasting after a media item ends, the viewer’s playlist Loop or Repeat control is not the relevant control. YouTube documents playlist repeat as a viewer playback feature, while creators manage broadcasts through YouTube Studio and Live Control Room, including workflows that use an encoder. The official instructions do not establish that playlist repeat can restart or continue a broadcast that is still live, nor do they specify repeat settings for a particular encoder. The next video plays, but the playlist does not start over: Reopen the playlist controls and select the playlist-specific Loop option. On TV or console, check that the indicator says “Repeat • Playlist.”

Only one video repeats: You may have enabled repeat for the current video rather than the playlist. Use the playlist panel’s Loop control or the TV/console playlist indicator.

The first video does not start by itself when an embed loads: That is the separate autoplay behavior. The
loopparameter handles repeating;autoplayconcerns starting playback when the embedded player loads. -
You expected a live broadcast to restart: Playlist repeat is for viewer playback. Manage the broadcast through YouTube Studio/Live Control Room and the applicable encoder workflow; the cited YouTube guidance does not prescribe encoder-specific repeat settings.
