If you mean a continuous live broadcast made from prerecorded videos, that is a separate workflow: YouTube’s playlist Loop button controls playback, not the contents or order of a live feed.
First, choose the kind of playback you mean
A YouTube playlist is a collection of existing videos. You can arrange its videos, play them in that order, and loop the list. An actual YouTube live stream is a real-time broadcast sent from an encoder using a stream key and stream URL. YouTube documents these as separate features; its live-stream guidance does not describe a setting that takes separate existing YouTube videos and plays them in playlist order as a live broadcast.

For ordinary repeated playback, use a playlist. For a live broadcast, you need a production workflow that sends a feed to YouTube; do not expect the playlist Loop control to compose that feed.
Make a playlist play in order and repeat
1. Create or open the playlist
Create a playlist or open one that already contains the videos you want. YouTube’s playlist help describes playlists as collections of videos.

2. Arrange the videos
Open the playlist and drag videos up or down into the order you want. You can also temporarily reorder videos in the playlist panel on a watch page. YouTube says reordering is unavailable for playlists containing only Shorts.
3. Start playback from the playlist
Start a video that belongs to the playlist so the playlist controls are available. On desktop, expand the playlist beside the video.

4. Turn on playlist looping
Choose Loop in the playlist controls. This repeats the playlist rather than ending after the last video.

Desktop
Expand the playlist next to the video and select Loop. Right-clicking the player can repeat one video; that is different from looping the full playlist.

Android
Play the playlist and tap Loop in the playlist control box. If you tap Loop again, YouTube switches to repeating the current video, indicated by a 1. Check the control state if the same video keeps restarting instead of moving through the list.
TV or game console
Use the Repeat control and select the state labeled Repeat • Playlist. Repeat • Currently playing repeats only the video on screen.

Playlist or queue: which should you use?
| Option | What it does | When to use it |
|---|---|---|
| Playlist | Stores a collection of videos whose order you can adjust and whose playback you can loop. | Use it for a sequence you want to revisit. |
| Queue | Sets videos to play next during the current desktop session. | Use it for temporary playback. YouTube says the queue does not save after you close the browser; save it to a playlist if you want to keep it. |
If you mean a continuous YouTube live broadcast
A live stream is not the same as looping a playlist on YouTube’s watch page. YouTube’s live setup documentation describes an encoder sending its feed through a stream URL with a stream key. Its DVR controls let viewers pause, rewind, and resume an active stream; for streams longer than 12 hours, DVR may be limited or unavailable. DVR is a viewing control, not a way to arrange prerecorded segments in a live feed.

If your goal is to broadcast prerecorded videos continuously, plan a broadcast feed separately from YouTube’s playlist playback controls. YouTube’s official instructions cited here do not establish that a watch-page playlist can be used as the source of an ordered live stream.

Troubleshooting
The same video repeats instead of the playlist
Check whether repeat is set to the current video rather than the playlist. On Android, tapping Loop again changes to single-video repeat and shows a “1”; on a TV or console, choose Repeat • Playlist.
The videos play in the wrong order
Reopen the playlist and drag videos into the desired order. If it contains only Shorts, YouTube says reordering is unavailable. Temporary reordering in a watch-page panel may also be used for the current session.
The order disappears after closing the browser
You may have used a queue, which is temporary and does not save after the browser closes. Save the videos in a playlist for later playback.
The playlist Loop button does not control my live stream
That is expected: playlist looping governs playback of existing YouTube videos, while a live stream is a separate real-time feed sent through an encoder. Use a broadcast workflow for a continuous live feed.
