To make a Windows 11 USB that meets a Secure Boot SVN 9 requirement, start with Windows installation media that has the latest servicing updates, then run Microsoft’s elevated PowerShell script, Make2023BootableMedia.ps1, with the USB as its target. SVN is not a value you set on the flash drive itself: the target PC’s firmware checks boot software against its Secure Boot policy.
What SVN 9 means for a Windows boot USB
Secure Version Number (SVN) refers to the version of boot software in this scenario. A Windows 11 support-forum user reported that a PC requiring SVN 9 rejected USB media whose boot manager reported SVN 7. That is a reported case, not a universal compatibility rule for every PC or current Windows image. The exact minimum depends on the target machine and its firmware state.

Secure Boot checks signatures on boot software, including EFI applications and the operating system. Microsoft’s PCA2023 media script updates Windows installation media to use a boot manager signed by the Windows UEFI CA 2023 certificate. Certificate trust and a boot component’s version or revocation status are related but separate checks; the target firmware may enforce both. Microsoft’s Secure Boot guidance explains signature checks, and Microsoft’s PCA2023 instructions describe the media update script.
Create or update the USB with Microsoft’s script
1. Get serviced Windows media
Use installation media suitable for the target PC and ensure it has the latest servicing updates before running the script. Microsoft states that the -MediaPath source must already have the latest servicing updates applied. Media freshness can change; the available sources do not establish the exact current image build for every edition or region. In one forum case, a direct-download ISO was older than the required SVN, while newer Media Creation Tool media resolved that user’s issue. Treat that as a case-specific result, not a guarantee for every download.

2. Run the script in elevated PowerShell
Open PowerShell as an administrator, obtain Microsoft’s Make2023BootableMedia.ps1 script using the download and instructions on Microsoft’s PCA2023 page, and run it against the ISO or media directory. Microsoft documents USB as a supported target; its example is:
Make2023BootableMedia.ps1 -MediaPath C:MediaWin11.iso -TargetType USB -USBDrive E:Replace the example paths and drive letter with your actual source and USB. Verify the USB’s drive letter before running the command: the script writes to removable media, so selecting the wrong drive can affect its contents.

3. Test the media on the target PC
Boot from the newly prepared USB on the machine that reported the SVN requirement. Confirm that the firmware accepts the boot manager and that Windows Setup proceeds. If the PC still rejects it, record the exact firmware message and check the machine’s Secure Boot or revocation policy rather than assuming the flash drive itself is defective.

Check the boot components across the media instead of replacing only EFIBootbootx64.efi. A community troubleshooting thread notes that the USB EFI boot manager, the boot manager in boot.wim, and the boot manager in the installation image may all matter. This is a troubleshooting clue from a user discussion, not Microsoft’s formal specification. Recreate or update the media from a fully serviced source with Microsoft’s script before attempting isolated file swaps.

If you are preparing a custom deployment or recovery environment rather than ordinary installation media, follow Microsoft’s WinPE servicing guidance. Microsoft recommends applying current cumulative updates to WinPE boot images; custom deployment workflows can have additional image-management requirements.

The forum thread associated SVN 9 with June 2026 and said later media had a higher value. Those are observations in that discussion, not a lasting release chart. Do not use the month alone to decide whether an ISO will boot: check the target PC’s requirement and use media with current servicing updates. Neither the forum report nor the Microsoft script page establishes one current SVN value for every Windows edition, region, and device.
