That makes the television feel more like a dependable screen—but it does not guarantee privacy: the external streamer and its apps have their own data practices, and disabling a TV’s automatic content recognition (ACR) does not necessarily disable every kind of data collection.
What “dumber” means—and why it can feel better
For many viewers, a television is at its best when it turns on, shows the chosen input, and stays out of the way. Smart-TV software adds apps, recommendations, accounts, and connected services to that basic job. Those features can be useful, but they also mean the screen is part of a software platform.

The FTC-hosted research describes both televisions with built-in apps and external streaming boxes or sticks that add those functions to a regular TV. It also discusses advertising and tracking in the smart-TV ecosystem, including the difficulty users can face understanding or opting out of tracking. That paper dates to 2019, so it is useful for explaining the model, not for describing current market figures. FTC-hosted research
Three ways to use a television
| Setup | Convenience and interface | Platform and data relationship | Apps, updates, and accounts |
|---|---|---|---|
| Built-in TV apps | One device and usually one remote; the TV’s own menus and software are part of the experience. | The TV platform and the apps you use may each have relevant data practices. | Apps and software depend on the TV’s model, operating system, and support. Account needs vary by app. |
| External streamer with the TV online or offline | Adds a device and may mean switching inputs or using another remote; the streamer supplies its own interface. | The external device and its apps become another platform relationship. Moving streaming off the TV does not itself settle how viewing data is handled. | App access, updates, and account requirements depend on the external device and services. |
| TV used as an offline HDMI display | Can keep the TV’s connected software out of everyday use, but requires another source connected by HDMI. | The TV is not connected to the internet, though any connected source device and apps have their own practices. | Built-in internet apps are unavailable while the TV is offline; core display functions depend on the model and setup. |
There is no universally best arrangement. Built-in apps reduce the number of devices; an external streamer separates the TV’s display from its software platform; staying offline minimizes the TV’s direct connection. The evidence cited here does not establish a model-by-model comparison of prices, speed, or update support.

Can you use a smart TV without internet?
Often, yes: you can use an HDMI-connected source without connecting the television itself to the internet. In an RTINGS investigation, the tested televisions could be used as offline HDMI displays after setup. That finding applies to those test devices, not every television or every initial-setup process. RTINGS’ investigation of smart-TV tracking
Before disconnecting, confirm that the TV will still let you select and use the inputs you need. Menu behavior and setup requirements can differ by model and software version. If you need streaming, an external box or stick can provide it; the trade-off is that the streamer, rather than the TV’s built-in platform, handles that app experience.

What ACR tracks—and what switching it off does
Automatic Content Recognition fingerprints content so a platform can identify what is playing. Depending on the platform and settings, it may cover more than built-in streaming apps. Roku says its Smart TV Experience ACR can collect information about content watched through streaming, antenna, and connected devices. LG describes audio fingerprinting for supported sources such as live TV and HDMI, while saying the feature does not operate within third-party streaming apps available through LG Apps. Those are platform descriptions, not universal rules for every television. Roku’s ACR explanation · LG’s privacy statement
ACR is only one possible mechanism. RTINGS reported that, in its test of a Samsung S95F OLED using Netflix, other app traffic was present even when Samsung ACR consent was disabled. That result is specific to the tested TV, app, and configuration; it does not establish what every app or model sends. Turning off ACR should therefore be understood as changing an ACR setting, not as proof that all app, account, diagnostic, or operating-system telemetry has stopped.

How to review ACR and privacy settings
There is no single menu path that applies to every make and model. Look for privacy, viewing information, content recognition, or advertising choices in the TV’s settings, and check the manufacturer’s instructions for the exact model and software version.
- Samsung: Samsung says ACR is optional, may process viewing history, a TV identifier, and an IP address, and can be turned off in TV settings. This is Samsung’s description of its feature; confirm the controls available on your specific set. Samsung Support on ACR
- LG: LG describes optional agreements and settings, with availability and implications varying by market. Its September 2026 statement says declining optional agreements in applicable markets does not remove core smart-TV functionality. Check the agreements and controls shown for your region and TV. LG’s privacy statement
- Roku TVs: Roku says Smart TV Experience ACR is not enabled out of the box and can be disabled in settings. Roku also says information collected while the feature was enabled is retained after it is later turned off. Check Roku’s current instructions for your software version. Roku’s ACR explanation
Settings and feature availability may vary by model, software, market, and account choices. Read the current on-screen notice before consenting; a toggle for ACR is not necessarily a master switch for all data flows.

Does an external streamer make the setup private?
No—not by itself. It can reduce the built-in TV platform’s role, especially if the television stays offline, but the external device and the apps running on it have their own privacy policies and technical behavior. The 2024 measurement study of Samsung and LG platforms found ACR network traffic while watching linear TV and while using the TV as an HDMI display, but not while using the studied third-party apps Netflix and YouTube. It also found that opting out stopped ACR traffic in the tested cases, with activity differing between the UK and US. These findings are limited to the devices, settings, services, and jurisdictions measured. 2024 peer-reviewed measurement study

Treat the TV, streamer, and apps as separate parts of the setup: changing one device’s settings does not automatically change the others’ practices.

Choose the arrangement that matches your priorities
- For fewer devices and remotes: Use built-in apps, then review the TV’s privacy and account settings.
- To keep the TV’s software out of the streaming path: Use an external streamer and, if the TV supports it, leave the TV offline. Review the streamer’s and apps’ settings separately.
- For a display-first setup: Connect a source over HDMI and avoid connecting the TV to the internet, if its setup allows it. Check that the inputs and other functions you need work in that configuration.
A television can still be a screen first, but “offline TV” and “private streaming” are not the same promise. The practical choice is how much of the experience you want handled by the TV’s platform—and which other devices and services you are willing to use instead.
