A QR code is only a shortcut to a destination; it does not tell you whether that destination is trustworthy. Before you open a scanned link, check its full URL. Before scanning a public code, check that it has not been covered or altered. Be especially cautious when an unexpected email or text urges you to scan, sign in, install an app, or pay.
How QR code phishing and tampering work
A QR code can send your phone to a deceptive website, a malware download, or a fraudulent payment destination. Criminals can circulate malicious codes digitally or replace a legitimate printed code with a sticker that points somewhere else. The FBI describes both methods and warns that QR-linked sites can be used to steal login or financial information or redirect payments: FBI IC3 guidance.

Email QR codes create a related risk: some security tools may not inspect links concealed inside images. Scanning can also move the interaction from a work computer to a personal phone. The UK National Cyber Security Centre discusses this tactic, sometimes called “quishing,” in its QR code guidance.

How to check whether a QR code is safe to scan
Consider where it came from
- Pause if a QR code arrives unexpectedly by email or text, especially if the message creates urgency around a delivery, account problem, or payment. The FTC advises verifying such requests through a contact method you already trust, rather than following the message’s link: FTC advice on unexpected QR messages.
- For a code on a public sign, look for a sticker, overlay, torn edge, or other sign that the printed code may have been replaced. This is particularly important for payment codes, including those on parking meters; see the FTC’s September 2026 guidance.
- If the code looks altered or its placement seems unusual, do not scan it. Ask the business or agency through a website or phone number you find independently.
Preview the destination before opening it
Use your phone’s camera or built-in QR scanner and inspect the link preview before tapping through. Check the entire domain for misspellings, switched letters, or an unfamiliar web address. A familiar logo or convincing page design does not prove the site is genuine. If the destination does not match the organization or purpose you expected, close the preview.

The New Zealand National Cyber Security Centre also advises checking the URL and treating unexpected or recently placed codes with caution: “QR codes: Think before you scan”.
Match the requested action to the reason for scanning
A code that should simply show information should not unexpectedly require you to install software, sign in, or provide payment details. Do not enter passwords, personal information, or financial details unless you have independently verified the destination. For payments, use a known, trusted website or payment route instead of paying through an unverified QR-linked page. The FBI specifically cautions against entering financial information or paying through a site reached by an unverified code.

Do not install a scanner or app from the QR link
You do not need a separate QR-scanner app just to read a code. The UK NCSC recommends using the scanner that comes with your phone. If the destination says an app is required, find that app through the official app store rather than downloading it from the QR-linked page. The FBI likewise cautions against downloading a separate scanner app, and New Zealand’s NCSC recommends using official app stores.

How organizations can reduce tampering risk on displayed codes
Treat a public QR sign as a physical asset. Include it in routine checks for replacement stickers or other interference, and confirm changes to a payment destination or linked content through a trusted organizational channel.
A tamper-evident label may make disturbance easier to notice, but it is not proof that a code is safe and cannot validate its encoded URL. The FBI advises inspecting public codes; its guidance does not establish a particular security-label product or standard as effective. No product ranking or comparative proof is established by the cited official guidance.

What to do after scanning a suspicious QR code
If you only opened a page
Close it. Do not enter information, download files, or install anything. If the page prompted you to download an app, do not use that link; get any genuinely needed app from the official app store.
If you entered a password
Change the exposed password promptly, including on any other account where you reused it, and enable multifactor authentication. Review affected accounts for unfamiliar activity.

If you shared payment details or sent money
Contact your bank or payment provider promptly, review recent transactions, and ask what steps are available to secure the account or dispute activity. Recovery of transferred funds is not guaranteed, the FBI warns.
Report suspected fraud
Report the incident to the relevant authority in your country. U.S. consumers can report suspected scams to the FTC. Its January 2025 advice about QR codes on unexpected packages also covers follow-up account-protection steps.
