Then separate essentials from costs you may be able to reduce, pause, or renegotiate. A budget can make limited resources easier to manage, but it cannot make insufficient income cover every expense; unemployment benefits and other assistance depend on your state and circumstances.
1. Work out what money is available
Use current records rather than your former salary or a rough guess. Separate money that is already available from income you reasonably expect and from resources you may draw down.

- Cash available: Include money in checking or savings that you intend to use for household expenses.
- Dependable income: Include other household earnings and confirmed severance or benefit payments. If unemployment benefits are pending or their amount is uncertain, do not budget as if the money has arrived.
- Savings drawdown: Show savings you plan to use separately from recurring income. Savings can help cover a shortfall, but they are finite.
The Consumer Financial Protection Bureau (CFPB) notes that unemployment rarely replaces all prior income and describes benefits generally as a few hundred dollars a week, without establishing a precise national amount. Eligibility and payment amounts vary by state. Apply through the unemployment agency in the state where you worked, even if you now live elsewhere; CareerOneStop can help you find state resources. 2. List expenses using bills and account history
Gather recent bills, bank and card statements, receipts, pay information, benefit notices, and severance details. Record what is due, when it is due, and whether the amount is fixed or changes from month to month. The Department of Labor recommends checking account records and receipts; if cash purchases are hard to track, keep a record of them for a month or two.
Start with essential costs and obligations
- Housing, including rent or mortgage payments
- Utilities
- Food and household necessities
- Transportation needed for daily responsibilities or a job search
- Health care and insurance premiums
- Phone and other necessary communications
- Minimum debt payments and other contractual obligations
Include flexible and irregular expenses
Add costs that may be reduced or renegotiated, such as subscriptions, eating out, or nonessential purchases. Include irregular bills too: use recent records to estimate a monthly share of expenses that arrive less often than monthly. Omitting these costs can make a plan look workable until the bill comes due. The Department of Labor’s Savings Fitness guide covers variable expenses and cash-flow planning.
3. Make a short-term plan and find the gap
For the next month, group expenses into two practical categories: essentials and obligations, and spending that may be reduced, paused, or renegotiated. Add them up and compare the total with dependable income and resources you have chosen to use.

Available for the month − planned expenses = surplus or shortfall. If expenses are higher, identify specific changes and their likely effect. That might mean reducing a flexible cost, asking a provider about a different payment arrangement, or finding additional income. Do not assume a standard percentage budget will fit: a household facing job loss may have little room to cut, and some people cannot close the gap through spending changes alone.
Build the plan around bills’ due dates as well as monthly totals. A month can appear balanced on paper yet run short before a payment arrives. Note when income is expected and when major expenses must be paid.
4. Contact lenders and providers before a missed payment, if possible
Ask what options apply to your account rather than assuming that a pause, fee waiver, or lower payment will be approved. The CFPB recommends contacting lenders and financial companies to request more time or ask whether a late fee can be waived. If you cannot make a payment, ask the creditor about a more affordable repayment option and review the terms before agreeing.

Housing
If you own a home, contact the mortgage servicer to ask what options may be available. If you rent, check local assistance and speak with your landlord about your situation. These conversations do not guarantee a particular outcome, so note any deadlines, conditions, and amounts offered.

Federal student-loan borrowers can ask their servicer about income-driven repayment options. Private-loan borrowers should contact their servicer to ask what options are available. Eligibility and terms differ; confirm how a proposed change affects payments and the loan over time.
Other bills and credit
Contact creditors and service providers as early as you can, especially before a payment is missed. Missed payments may lead to fees or credit consequences. Keep a record of whom you spoke with, what was offered, and any follow-up date.

5. Protect health coverage and avoid cash-flow surprises
Compare health coverage routes
After job loss, compare continuation coverage with coverage through a spouse’s employer, a Marketplace plan, or Medicaid or CHIP if eligible. Job loss generally allows a coverage change outside the usual enrollment period, but deadlines, eligibility, and terms depend on the option. Compare the deadline to enroll, total cost, immediate effect on monthly cash flow, and coverage before choosing. The CFPB’s job-loss guide points to coverage considerations.
Review automatic payments
Check scheduled debits against the balance and timing of expected deposits. If you need to stop an automatic payment to avoid an overdraft, contact your bank or the payee promptly and confirm what steps are required. A stopped debit does not necessarily cancel the underlying bill, so contact the provider about the payment obligation as well.

6. Review the plan as circumstances change
At the start of each month, write a plan; record spending as it happens; and at month end compare actual spending with what you planned. Revise the next month’s numbers based on what bills and purchases really cost. Update the plan sooner if income, benefits, housing, or another major expense changes.

Consumer.gov’s free budget worksheet provides a way to write down income, expenses, and actual spending. A notebook is also enough if you prefer paper; buying a planner is not necessary. Consumer.gov defines a budget as “a plan you write down to decide how you’ll spend your money each month.”
Be cautious about high-stakes fixes and scams
Retirement withdrawals
Taking money from a 401(k) can have tax consequences. The CFPB says withdrawals are generally taxable and that an additional 10% penalty tax applies before age 59½, subject to exceptions. Because taxes, penalties, and long-term retirement effects depend on individual circumstances, consider the consequences before using retirement savings to cover current bills.
Messages about jobs, benefits, or loans
Be wary of job-related messages that ask for personal information or fees, and of upfront fees to obtain benefits, a job, or a loan. Verify offers through an official agency or company channel before sharing sensitive information or paying.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesShort-term loans
Do not treat payday loans as a routine bridge for a budget gap. The Department of Labor warns that they may be extremely expensive; its examples should not be read as a current, universal rate. Before taking any loan, check the full repayment amount, due date, and effect on the next month’s cash flow.
