How to Maintain a Nature Strip Garden Without Blocking Footpaths or Sightlines

A safe nature strip garden stays within local height and clearance rules, leaves footpaths and sightlines unobstructed, and remains accessible for bins and services.

Keep a nature strip garden low, contained and clear of pedestrian routes, driveways and road sightlines—and check your local council’s rules before planting or digging. In Australia, a nature strip is also called a verge, but there is no single national standard: permitted heights, setbacks and approval requirements vary by council and road authority.

Check your local rules before changing the garden

Find out which council and road authority control the strip at your address. Ask whether resident planting is allowed, whether you need approval, and which rules apply to your road. Do not assume that a rule from another council applies where you live.

Local approaches differ. Knox City Council requires a permit and sets a 500 mm maximum plant height. Sunshine Coast Council allows a self-assessable garden without council approval only when its criteria are met; its criteria include a maximum mature height of 50 cm for garden-bed plants, and some roads—including roads above 50 km/h—are excluded from that self-assessable route unless a permit is assessed. Camden Council’s 2026 guide allows compliant gardens on council roads, with plants maintained at or below 1 m generally and groundcovers only within 9 m of intersections.

Those figures describe separate local rules, not a combined or Australia-wide standard. Check the current requirements for your address before planting, digging or changing the layout. Keep the footpath and pedestrian route clear

Plants, mulch and bed edges must not spill onto the footpath or force someone walking, using a mobility aid or pushing a pram into the road. Check both the path surface and the space above it: foliage that grows overhead can obstruct people even when the ground is clear.

The ACT Government’s July 2025 guide specifies 0.5 m clearance on either side of a footpath and 2.2 m of vertical clearance above it. Camden Council says plants must not protrude onto the footpath or pedestrian access area. These are jurisdiction-specific requirements, not dimensions to combine or apply elsewhere. Follow the rules for your own site. Read the ACT Government’s July 2025 nature-strip guide and Camden Council’s 2026 policy.

Trim for road and driveway visibility

Keep plants low where drivers and pedestrians need to see one another, especially near driveways and intersections. Check the view from both directions of travel and from a vehicle entering or leaving a driveway. A plant can be within a general height limit and still block an important sightline because of where it is growing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Local limits illustrate the variation: Knox City Council sets a 500 mm maximum; Camden Council specifies a general maintained height of no more than 1 m and requires groundcovers within 9 m of intersections. Sunshine Coast Council specifies a 1 m driveway setback for hedges under its criteria. The measurements serve different purposes and apply only in those jurisdictions. Use your council’s rules rather than choosing whichever figure seems most convenient. Knox guidance, Camden policy and Sunshine Coast criteria explain their respective requirements.

Plan for kerbs, parked cars, bins and services

Before planting, consider where car doors open, where bins are placed for collection and how people reach driveways, hydrants, poles and utility assets. Leave room for street trees and service crews; the council or utility may need to access the strip and may alter or remove landscaping to do so.

Setbacks vary by location. The ACT Government’s July 2025 guide uses a 1.5 m clearance zone by a kerb, driveway and essential services, alongside separate rules for paths and corner blocks. Camden Council’s guidance specifies a 60 cm kerb setback and 500 mm clearance from power poles. These are not interchangeable standards. Check the controlling authority’s current plan for the site before laying out beds. ACT Government guide and Camden Council policy.

Choose plants that stay compact and safe

Choose plants for their mature height and spread, not just their size at planting. Low-growing groundcovers, native grasses, wildflowers and small shrubs can suit a verge when they are appropriate for the local climate and remain within the applicable access and visibility limits. Knox City Council lists these plant types as options for nature strips.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Avoid plants that become environmental weeds or pose a hazard to passers-by. Camden Council warns against weed species and sharp, thorny or poisonous plants. Check your council’s prohibited-plant list and ask a local nursery about suitable species and mature size if needed. Knox’s plant guidance and Camden’s 2026 policy.

Check underground services before digging

Get current information about underground assets before disturbing soil. Camden, Knox and Sunshine Coast all direct residents to obtain underground-service information before digging. This matters even for a small garden bed: utilities may run beneath the strip, and knowing their location helps you avoid damaging infrastructure or creating a safety risk.

Start with the service-information process identified by your council and the relevant utility. If the approved planting plan involves excavation, confirm any additional restrictions before you begin. Camden Council, Knox City Council and Sunshine Coast Council provide local guidance.

Use a repeatable maintenance check

  1. Walk the route. Check the whole footpath and pedestrian access area. Remove or trim anything that protrudes into the walking space, including foliage overhanging the path.
  2. Check sightlines. Look toward driveways and intersections from a pedestrian’s and driver’s viewpoint. Prune growth that blocks visibility or exceeds your local height limit.
  3. Check access zones. Keep locally required clear areas around the kerb, driveways, poles and services, and leave room for bins, parked-car doors and service access.
  4. Secure the surface. Keep mulch inside the bed and prevent loose material or garden features from creating a trip hazard. Check local rules before adding edging, stakes or other hard materials. Camden, for example, prohibits raised edging, stakes, guide wires and large rocks; its restrictions are not necessarily the same as another council’s.
  5. Repeat through the growing season. Growth can cross a height or clearance limit after planting, so inspect regularly and prune before it becomes an obstruction. Sunshine Coast Council says vegetation must meet its criteria at all times.

Do not prune a council street tree unless local rules authorize it. Camden Council assigns street-tree work to Council. For residents, upkeep of the garden itself is ongoing: Camden says residents are responsible for care and maintenance, and Sunshine Coast also places maintenance responsibility on residents. Councils and utilities may still need access to the strip. Camden Council’s 2026 policy and Sunshine Coast Council’s guidance.
