How to Lock Down GitHub After a Supply-Chain Attack

After a suspected GitHub supply-chain attack, contain the specific threat, investigate affected credentials and repositories, then strengthen dependency and build controls without mistaking attestations for a security guarantee.

After a suspected supply-chain attack, secure GitHub in stages: contain the specific threat, investigate what it touched, then enforce consistent controls for code review, dependencies, and builds. No setting can guarantee another attack will not happen. The right response depends on the evidence, affected repositories, and the credentials and automation involved.

How should you contain an active GitHub threat?

Start by identifying the signal: a suspected compromised credential, suspicious commit or branch, unexpected workflow run, exposed repository, malicious webhook, or potentially compromised runner. Map the possible scope before choosing disruptive measures: affected repositories, users and tokens, workflows, runners, artifacts, and downstream releases.

GitHub’s incident response guidance describes several containment options. Use the ones supported by your evidence; disabling every system at once can interrupt legitimate development and releases.

Possible action When it may fit Trade-off to assess
Revoke affected credentials and restrict access When a token, account, or credential is suspected of being compromised Rotation or revocation can interrupt services that depend on the credential.
Cancel suspicious workflow runs or disable Actions for an affected repository or organization When automation may be executing attacker-controlled changes Stopping Actions can block legitimate builds, tests, and deployments.
Remove self-hosted runners When a runner may be compromised or cannot be trusted Workflows that rely on those runners may stop until trusted capacity is available.
Disable suspect webhooks or delete identified malicious branches When evidence points to those specific integration points or branches Integrations or development work tied to them may be disrupted.

For an incident record, document what was changed, when, by whom, and what evidence justified the action. Also record the operational impact. GitHub cautions that containment measures differ in disruption, so select them for the threat and scope rather than treating the list as a universal shutdown checklist.

What should you investigate before declaring recovery?

Containment is not proof that the environment is clean. Examine the audit log for activity associated with suspected compromised tokens, review secret-scanning alerts, and inspect relevant code and configuration exposure. GitHub’s incident investigation guidance identifies these as areas to examine.

  • Record which credentials were revoked or rotated and which systems used them.
  • Review repository history and relevant organization activity for changes tied to the suspected access.
  • Check whether exposed secrets or code could have reached workflows, artifacts, or downstream releases.
  • Keep the investigation tied to changing indicators; do not declare recovery solely because suspicious activity stopped.

The available guidance does not establish a universal log-retention period or complete forensic procedure. Preserve and review the evidence available to your organization, and involve incident-response expertise where the scope or impact warrants it.

How do you make repository protections consistent?

Use organization-level controls to establish a baseline instead of relying on repository owners to configure every feature independently. GitHub security configurations bundle feature-enablement settings that can be applied across repositories; global settings control organization-level features. Define who owns the baseline, document exceptions, and review those exceptions rather than allowing them to become invisible defaults.

Feature availability depends on the GitHub plan and repository visibility. GitHub’s security features documentation states that on Free, Pro, or Team, artifact attestations are available only for public repositories; private or internal repository use requires Enterprise Cloud. Check the current plan documentation before designing controls around a feature.

Do not assume that any particular setting was enabled in a specific incident. A useful post-incident record names the control, the repositories it covers, the reason for enabling it, and any repositories or workflows it does not cover.

How can you review and control dependency changes?

Dependency review compares dependency additions, removals, and updates in pull requests and can surface known vulnerabilities. GitHub explains the feature in its dependency review documentation. To make it a merge control, configure the dependency-review action as a required check or use an organization-level required workflow. Merely enabling review does not mean every repository automatically blocks a change.

Pair review with an inventory of what each project uses. GitHub’s supply-chain security overview and code supply-chain best practices describe dependency visibility, vulnerability awareness, review enforcement, and assessment and remediation as parts of a dependency program.

  • Confirm which repositories and pull requests are covered by the required check.
  • Decide how teams will assess and remediate vulnerabilities surfaced during review.
  • Identify inventory gaps: the dependency graph covers supported ecosystems, and dependencies absent from supported manifests or generated outside static manifests may need a supplementary inventory process.

Dependency review helps make changes visible and enforceable where configured and supported; it does not establish that every dependency or supply-chain risk will be detected.

How should you harden GitHub Actions and build systems?

Review the workflow’s permissions, secrets exposure, untrusted input handling, runner trust, and any cloud credentials. GitHub’s Actions security overview highlights risks and controls involving GITHUB_TOKEN, OpenID Connect (OIDC), script injection, compromised runners, and attestations. Apply controls to the actual workflow and credential design rather than assuming one permission setting addresses every risk.

  • BUILT TO LAST: Made from tough, waterproof, and crush-resistant materials. Manufactured in Sweden and programmed in the USA with the highest security standards.

GitHub’s build system best practices recommend starting each build in a fresh environment so a compromise does not persist into later builds. Assess runner isolation as part of that decision: self-hosted runners offer operational control but must be treated as part of the trust boundary, especially if a runner may have been exposed.

Make the intended permissions and trust assumptions reviewable. In particular, check what a workflow can access, which inputs it processes, and whether credentials are available to jobs that do not need them. The appropriate configuration depends on the repository’s workflows and deployment architecture.

What do artifact attestations prove—and what do they not?

GitHub artifact attestations provide signed provenance claims connecting a build artifact with workflow and repository context, including its commit, environment, and triggering event; an attestation can also include an SBOM. See GitHub’s artifact attestations documentation.

An attestation is evidence about how an artifact was produced, not a safety certificate. GitHub states: “It is important to remember that artifact attestations are not a guarantee that an artifact is secure.” Consumers still need to verify attestations and apply their own trust policy. If relying on attestations for private or internal repositories, account for the plan availability described above.

How do you turn incident fixes into lasting controls?

Convert each confirmed cause or exposure into an owned control, then verify that it applies where intended. A practical follow-through is to document the incident scope, record credential and access changes, assign owners for organization-wide settings, require the dependency and workflow checks that fit the repositories, and define how build provenance will be verified by consumers.

Track exceptions and coverage gaps explicitly: unsupported or generated dependencies, repositories outside a security configuration, workflows with special permissions, and runners with different trust assumptions. Revisit the controls when indicators or architecture change. The aim is not to promise that another attack is impossible, but to reduce exposure, improve detection and response, and make the remaining trust decisions visible.
