You generally cannot prevent a public-road automated license plate reader (ALPR) from scanning your car through any verified, lawful consumer measure. Keep your required plate properly displayed and readable; focus instead on how local agencies collect, retain, search, and share the resulting data, and on strengthening those safeguards.
What an ALPR records
Automated license plate readers use cameras mounted on police vehicles or fixed infrastructure, such as roadsides and bridges, to photograph passing vehicles and read their plates. The resulting record can associate a plate number with a date, time, and location. Records may be pooled in regional systems. The ACLU says some agencies or systems retain records for years or indefinitely; that describes reported practices, not a universal retention period for every agency or vendor. The ACLU’s February 2026 model bill defines captured plate data to include GPS coordinates, date and time, photographs, plate numbers, and derived vehicle characteristics such as make, model, and color. What you can—and cannot—do as a driver
There is no verified scan-prevention measure
Routine lawful driving does not ensure that your vehicle will avoid a scan, and the available evidence does not establish a lawful consumer countermeasure that prevents one. Navigation devices and ordinary vehicle electronics do not stop a camera from observing a plate. Covers, shields, sprays, reflective treatments, deliberate obstruction, plate switching, and similar tactics are not supported privacy solutions; they may interfere with required plate readability, and their legality and effectiveness are not established here.

Keep your plate compliant
Display required plates as your jurisdiction requires and keep them readable. Do not alter, obscure, or disguise a plate to defeat a camera. Because registration and plate-display rules differ by location, consult the relevant motor-vehicle authority for local requirements.
Understand the limit of individual steps
Reviewing policies, seeking public records where allowed, and pressing for safeguards can affect the handling of collected data. None guarantees that a car will not be scanned. If a particular scan or use is connected to a legal matter, consult a lawyer licensed in the relevant jurisdiction.

How to check local ALPR safeguards
Look for policies from the agencies and entities that may operate or use readers in your area: local police, the sheriff, state police, toll agencies, and any known private ALPR network. A useful policy review asks not just whether a system exists, but what limits apply to its data and users.
- Purpose: What uses are authorized, and are there limits on searches unrelated to a specific investigation?
- Retention: How long is non-hit data kept, and what exceptions allow longer retention?
- Access and sharing: Which staff, agencies, vendors, or other entities can search or receive records? What agreements govern sharing?
- Audits: Are searches logged, how often are access logs reviewed, and what happens when misuse is found?
- Transparency and complaints: Does the agency report how the system is used, and is there a process to report or challenge misuse?
Where local public-records law permits, you can request policies, contracts, retention schedules, access logs, audit reports, and data-sharing agreements. Disclosure rules and exemptions vary. A request does not guarantee access to identifiable plate records.

How policy can reduce the consequences of scanning
The most meaningful safeguards are generally rules for agencies and system operators, rather than equipment a driver can buy. Evidence-supported policy approaches include limiting collection and retention, restricting access and sharing, keeping and auditing use logs, and reporting practices publicly. Residents can ask elected representatives and agencies to consider narrow permitted purposes, short retention periods, strict access controls, audits, transparency reporting, and limits on data sharing. Why jurisdiction and legal status matter
ALPR rules are not uniform. A statute, proposed bill, and an agency’s own policy have different force and scope; a local example should not be treated as a rule for other places.

EFF describes California’s SB 34, enacted in 2015, as requiring ALPR users to protect data, keep access logs, hold public meetings before starting a program, and implement a usage and privacy policy. EFF also describes restrictions on public-agency sharing. This is a California example; check the current statute and the relevant agency’s compliance rather than assuming it applies elsewhere. ACLU model bill: a proposal, not a state law
The ACLU’s February 2026 model bill proposes limits on use, access, and sharing, annual reporting, and deletion after 48 hours subject to specified exceptions. Those provisions are draft model legislation, not existing law in a jurisdiction unless enacted there. ACLU model bill (February 2026)
Los Angeles County Sheriff’s Department: a local policy example
The Los Angeles County Sheriff’s Department says its ALPR privacy policy was updated April 22, 2026, and that department ALPR data may not be used for civil immigration enforcement. Constitutional context has limits
In United States v. Jones (2012), the U.S. Supreme Court held that the government’s installation of a GPS device on a vehicle and use of it to monitor the vehicle’s movements constituted a Fourth Amendment search. That ruling is relevant to location tracking, but it does not resolve every fixed-camera or ALPR deployment. United States v. Jones, 565 U.S. 400 (2012)
