Use Android’s built-in controls in layers: turn on Data Saver to restrict background cellular traffic, tighten each app’s mobile-data access, review Ads privacy, inspect permissions in Privacy Dashboard, pause unused apps, and disable diagnostics or account-personalization features you do not want. These settings reduce particular kinds of data use and tracking; they are not a universal switch that stops every app from collecting information.
Menu names vary by Android release and phone maker. If a path does not match your device, open Settings and search for the setting name shown in the instructions.

What Android can limit—and what it cannot
Android exposes separate controls for cellular background traffic, permissions, ad-personalization features, unused-app behavior, shared-data indexing, and diagnostic reports. They operate independently, so changing one does not automatically change the others.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems| Control | Primary scope | Likely effect |
|---|---|---|
| Data Saver | Background mobile data | Apps may refresh less often or delay notifications unless allowed as unrestricted. |
| Per-app data setting | One app’s cellular access | The selected app can lose background or, on some versions, all mobile-data access. |
| Ads privacy | Android ad topics, app-suggested ads and ad measurement | Those Android features provide less information; ads can still appear and apps can follow their own policies. |
| Privacy Dashboard and permissions | Location, microphone, camera and other protected data | An app can be prevented from accessing a permission it does not need. |
| Unused-app controls | Apps you rarely open | Android can stop background activity, revoke permissions and stop notifications. |
| Usage and diagnostics | Device-level information shared with Google | Optional diagnostic sharing stops while essential Android services continue. |
Apps can still collect information while you use them, and an account’s activity settings are separate from local phone settings. Google Play policy requires prominent disclosure and affirmative consent for certain unexpected handling of personal or sensitive data, including background collection, but that policy is not a device-level tracking blocker: Google Play’s User Data policy.

1. Turn on Data Saver for background cellular traffic
Data Saver is the quickest way to reduce mobile data used while apps are not on screen. Google explains that background data lets apps download information and deliver notifications, so restricting it can change how promptly an app updates: Google Play Help’s background-data guidance.
- Open Settings.
- Go to Network & internet and choose Data Saver. On other phones, search Settings for “Data Saver.”
- Switch Use Data Saver on.
- Confirm that the cellular network or SIM you intend to manage is selected. Phones with multiple SIMs can show separate usage views.
- Open the option for unrestricted data or apps allowed to use data while Data Saver is on. Leave only apps that must receive time-sensitive updates.
Data Saver primarily affects background mobile data; it does not prevent an app from using Wi-Fi, and it does not automatically revoke permissions. Messaging, navigation, email, cloud-sync and wearable apps may need an exception to deliver alerts reliably. Add exceptions sparingly because every unrestricted app can continue background cellular activity.
Choose exceptions by consequence
- Keep unrestricted: services where a delayed alert has a real cost, such as an authenticator, emergency communication app or work pager.
- Restrict: shopping, social, video, news and game apps that can wait until you open them.
- Test after changing: send yourself a message or trigger a calendar reminder while the screen is off. If it arrives late, add that app to the exception list rather than disabling Data Saver globally.
2. Restrict individual apps instead of everything
Data Saver is broad. For finer control, review each app’s cellular-data page from your network settings. The route and wording differ by Android version and manufacturer; common screens show an app’s mobile-data use with switches for background data or unrestricted use.

- In Settings, search for App data usage, Mobile data usage or Data usage.
- Select the cellular SIM or network you want to inspect.
- Sort the list by usage and open an app that consumes more data than expected.
- Turn off its background-data permission when delayed refresh is acceptable. If your software offers separate foreground and background switches, leave foreground access on so the app works when open.
- Recheck the app after a day or a billing cycle. Streaming, photo backup and automatic downloads can create large foreground totals even when background access is blocked.
Do not disable background data for an app that must synchronize continuously unless you accept missed or delayed notifications. If an app fails only when the screen is off, restore its background access or add it to Data Saver’s unrestricted list.
3. Reduce Android ad personalization with Ads privacy
Android’s ad controls are separate from Data Saver and app permissions. Open Settings → Google → All services → Ads → Ads privacy. If your phone uses a different arrangement, search Settings for “Ads privacy.” Review these controls one at a time:

Ad topics
Android can share up to three ad topics at a time with an app. You can remove individual topics or turn the feature off. Android says it deletes ad topics after four weeks; its help documentation states, “To further protect your privacy, Android deletes your ad topics after 4 weeks.” The topic list may be empty when the feature is not fully available on your device or apps have not started using it.
App-suggested ads
Apps can suggest interests for ads using their own in-app activity. Disable app-suggested ads if you do not want Android’s feature to pass those suggestions between the system and participating apps. This does not rewrite an app’s privacy policy or stop data the app collects for its own purposes.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Ad measurement
Ad measurement helps participating apps and advertisers estimate whether ads were effective. Turning it off limits this Android ad-privacy function, but it does not guarantee fewer ads. Advertising identifiers, logged-in accounts and an app’s own analytics can still influence what you see.
After changing a control, read the confirmation text on your specific Android version. Availability and wording can differ by country, release and device maker.
4. Audit access with Privacy Dashboard
Privacy Dashboard shows when apps accessed sensitive permissions and provides a route to change them. Open Settings → Privacy or Settings → Security & privacy, then select Privacy Dashboard. You can also search Settings for that name.

- Choose a permission category such as Location, Microphone or Camera.
- Review the apps listed and the times they accessed that permission.
- Tap an app to choose a narrower option, such as “Allow only while using the app,” “Ask every time” or “Don’t allow,” when your Android version offers those choices.
- Repeat for other high-impact permissions. Remove access from apps that have no clear reason to use it.
The history window depends on Android version: Google documents seven days on Android 13 and 24 hours on Android 12. Older or customized releases can show fewer details. Dashboard history records permission access; it does not prove that an app collected no other information.
Make permission decisions by function
- Location: keep precise location off unless turn-by-turn navigation, delivery or another feature genuinely needs it.
- Microphone: deny access to apps that do not record audio, and prefer one-time or while-in-use access where available.
- Camera: allow only for scanning, calls or capture features you actively use.
- Photos, contacts and files: grant selected items instead of an entire library when your Android version supports granular selection.
5. Let Android manage unused apps
Android can reduce the background footprint of apps you have not opened for a while. Go to Settings → Apps → Unused apps, or search Settings for “unused apps.” The per-app control is commonly labeled Pause app activity if unused.
- Open the unused-app list and select an app.
- Review what will happen before enabling the pause option. Android may stop background activity, revoke permissions and stop notifications.
- Enable the pause setting for apps you rarely use and do not need to alert you.
- Exclude an app when continued background operation, permissions or notifications matter. Open that app’s unused-app setting and turn off the pause option.
This is useful for abandoned games, one-time shopping apps and old social clients, but it can surprise you if you expect an infrequently opened app to receive messages. Reopen a paused app and check its permissions when you need it again.
6. Separate local personalization from Google Account activity
Some Android phones show Personalize using shared data in Google settings. This switch governs a local index used by Google apps on the device. It does not necessarily stop activity from being saved to your Google Account or used for account-level personalization.
- Open Settings → Google and search for Personalize using shared data.
- Turn the local setting off if you do not want Google apps on that phone to use shared device data for personalization.
- Separately review Web & App Activity in your Google Account. Disable or limit it there if your goal is to reduce account-based history and personalization.
These scopes are different: a local index can be disabled while account activity remains enabled, or vice versa. Check both before assuming one switch covers the other. Google’s explanation is available in Choose how Google uses your shared data.

7. Turn off optional usage and diagnostics sharing
Usage and diagnostics is a device-level sharing setting, not an app-permission control. To review it, open Settings → Google, search for Usage & diagnostics, and switch it off if you do not want to send that information to Google.
Google says essential services such as Android updates continue when this sharing is disabled. It also cautions: “Turning off usage and diagnostics won’t affect information that apps might collect.” Therefore, disabling diagnostics does not stop an individual app’s analytics, advertising SDKs or account activity. The setting and its explanation are documented in Share usage and diagnostics information with Google.
A practical privacy-and-data sequence
If you want a sensible order rather than changing every switch at once, use this sequence:
- Measure first: open cellular data usage and identify the apps responsible for the largest background totals.
- Enable Data Saver: allow only essential communication or safety apps to remain unrestricted.
- Apply per-app limits: block background data for high-use apps that can refresh when opened.
- Review Ads privacy: disable ad topics, app-suggested ads and ad measurement according to your preference.
- Inspect Privacy Dashboard: remove location, microphone and camera access that lacks a clear feature-based reason.
- Pause unused apps: exclude anything that must continue notifying you.
- Check account scope: compare Personalize using shared data with Web & App Activity.
- Decide on diagnostics: turn off Usage and diagnostics if you do not want optional device-level sharing.
Change one group at a time and test notifications, navigation, backups and wearable connections after each group. This makes it clear which restriction caused a failure and avoids granting every app unrestricted access just to restore one feature.

Common problems after tightening settings
Notifications arrive late
The app is probably blocked from background mobile data or is not exempt from Data Saver. Restore its background access or add it as an unrestricted app. Battery-optimization settings can also affect delivery, but those controls are separate from the data settings described here.
Best Value
An app says it is offline until opened
Check the selected SIM, the app’s cellular-data switch and Data Saver exceptions. If Wi-Fi works but cellular does not, the restriction is likely network-specific.
Ads are still personalized
Ads privacy limits Android’s ad topics, app-suggested ads and measurement features; it does not promise generic ads or prevent an app from using its own policy, advertising identifier or account signals. Review the app’s privacy controls and your Google Account settings separately.
The Privacy Dashboard shows no history
A short or empty history can reflect the Android version, the permission selected or the time window available. Android 12 documents 24 hours, while Android 13 documents seven days. An empty dashboard is not proof that an app performs no collection outside protected permissions.
A paused app stops reminders
Turn off Pause app activity if unused for that app. Unpausing restores normal background behavior, subject to Data Saver, per-app data limits and the app’s own settings.
Quick Recap
Limits worth keeping in mind
- These controls target specified background cellular use, permissions, Android ad features, unused-app activity, local personalization or diagnostics; none is a universal anti-tracking mode.
- Wi-Fi traffic is not the same as cellular background data. Data Saver may not reduce a download performed over Wi-Fi.
- Google Account history, advertising identifiers and app policies can operate independently of local Android switches.
- Phone makers and Android releases rename or relocate menus. Use Settings search and verify which SIM or network is selected.
- Restrictions can trade privacy or data savings for delayed synchronization, missing notifications or reduced convenience. Keep exceptions narrow and test the functions you depend on.
