How to share a Microsoft Form with external respondents
- Open the form or quiz in Microsoft Forms.
- Select Collect responses.
- Under the audience setting, choose Anyone can respond. Microsoft describes this option as allowing “Anyone inside or outside of your organization” to submit responses to a form or quiz. Microsoft Support: Share a form.
- Choose a distribution method: copy the response link to send in a message or post on a webpage, create a QR code for print or display, copy embed code for a webpage, or send by email. Microsoft also documents sharing through Outlook and Teams. Available options and interface details may vary by account. Microsoft Support: Send a form to get responses.
Before sending it widely, verify the recipient experience in an external browser session or with an appropriate external account. This is a practical check; the steps here are based on Microsoft’s documentation, not a hands-on test.

Which sharing option should you use?
| What you need | Option | What to know |
|---|---|---|
| Collect answers from people outside your organization | Anyone can respond | Respondents do not need to sign in. The link setting alone does not establish their identity. |
| Collect answers only from people in your organization | Only people in my organization can respond | Respondents sign in with a work or school account. Depending on the account and audience mode, options may include recording names and limiting each person to one response. |
| Restrict responses to selected organization members | Specific people in my organization can respond | Use this when only named people or groups should be able to answer. |
| Allow someone to edit the form or work with response data | Collaboration sharing | This provides broader access than a response link. Check eligibility and permissions before sharing. |
Microsoft’s audience choices and their behavior are described in Choose who can fill out a form or quiz.

Why “Anyone can respond” may be unavailable
Your organization’s Microsoft 365 administrator may have disabled external response sharing. Ask the administrator to check Settings > Org settings > Services > Microsoft Forms in the Microsoft 365 admin center and review the external-sharing controls. Microsoft documents these administrator settings for Office 365 Education and Microsoft 365 Apps for business customers; the exact controls can depend on the tenant configuration. Microsoft Learn: Administrator settings for Microsoft Forms.
#1 Best Overall
If you are not an administrator, you will need to request the policy change rather than changing it from the form itself. Do not assume that buying a plan is necessary just to let external respondents answer; the setting described here is an organizational control.
Response links and collaboration links do different jobs
Use Collect responses when someone only needs to fill out the form. Use Collaborate or Duplicate or the collaboration-sharing controls when someone should help edit questions or work with response data. Microsoft says designated co-authors can view and edit both the questions and response data, so a collaboration link grants more access than a response link. Eligibility can depend on plan and cloud environment, including government-cloud conditions. Microsoft Support: Share a form or quiz to collaborate.

What external respondents can expect about sign-in and identity
With Anyone can respond, respondents do not have to sign in. As a result, do not treat this audience setting as proof of who submitted a response. If you need information to identify or contact respondents, request only what is necessary in the form and explain how you will use it. For audiences restricted to an organization, Forms may offer name-recording and one-response controls, depending on the selected audience and eligible account. Microsoft’s overview of sending and collecting responses is available at Send a form and collect responses.
