How to Let an AI Agent Sign Without Exposing Its Private Keys

Keep private signing keys outside an AI agent’s process. A controlled signer can authenticate each request, enforce narrow permissions, and leave operators able to monitor and revoke access.

Let an AI agent request a signature; do not give it the private signing key. Put signing behind a boundary—such as a hardware security module (HSM), managed key service, or dedicated signer—that authenticates the agent, checks each request against its permitted scope, and returns only the signature the workflow needs. Then verify signatures before acting, monitor signing activity, and test how to revoke access.

Why an AI agent should not hold a signing key

A private signing key can authorize actions that other systems trust. If an agent can read or export the key, a prompt injection, compromised tool, or ordinary workflow bug may turn that access into an unauthorized signature. The Canadian Centre for Cyber Security and partner agencies recommend aligning agentic AI risks and mitigations with an organization’s existing security model and risk posture; that means treating agent permissions as part of the attack surface, not trusting the agent to police itself. The goal is not to prevent an agent from doing useful cryptographic work. It is to separate the decision to request a signature from the custody and use of the key. The agent proposes an operation; a controlled signer decides whether that identity may perform that operation with that key.

How to build a signing boundary

  1. Keep the key outside the agent process. Do not place private keys in prompts, model memory, ordinary environment variables, or general-purpose files the agent can read. Store and use them in an HSM, managed key service, or dedicated signing service.
  2. Give every agent its own identity. Associate it with an owner and a defined workflow. Avoid shared identities that make it hard to determine which agent requested a signature.
  3. Authorize every request at runtime. The signer should verify the caller’s identity and check the permitted key, algorithm, operation, and request scope. Do not rely on instructions inside the agent to enforce these limits.
  4. Return only what the workflow needs. The signer performs the cryptographic operation without revealing or exporting the private key. Require human approval where an action is high-impact or difficult to reverse.
  5. Verify before downstream action. A receiver should check that a signature is valid and associated with an authorized key before accepting an instruction or acting on its contents.
  6. Log and monitor use. Record the requesting identity, effective scope, requested operation, resource, result, and correlation context. Alert on unexpected signing requests or unusual volume.
  7. Exercise revocation and recovery. Test disabling the agent, rotating credentials, invalidating tokens, and removing stale permissions. Define key rotation and recovery procedures before an incident.

Choose a key boundary for the workflow

An HSM, managed key service, and dedicated signer can all keep key material out of the agent’s ordinary process, but they are not interchangeable. Compare them against the actual workflow and threat model rather than assuming that a particular device or service makes signing safe by itself.

Decision point What to establish
Key custody and export Where keys are held, whether they can be exported, and who controls backup and recovery.
Request authorization Which identities can request signing, and whether the boundary can constrain keys, algorithms, operations, and request scope.
Compatibility Whether the workflow’s APIs, cryptographic algorithms, and integration requirements are supported.
Audit and response What signing events are recorded, how alerts are produced, and how quickly credentials and permissions can be revoked.
Operations and scale Who deploys and operates the boundary, how rotation works, and whether it suits the expected request volume and trust boundaries.

For asynchronous messages between agents, AWS documents a pattern using asymmetric keys in AWS Key Management Service: the sender calls the Sign API and the receiver calls Verify before acting. AWS notes that transport protections do not protect a message after it reaches a queue or event bus, and recommends separate keys for distinct trust zones as well as monitoring for unexpected signing operations and volume spikes. A local or server-side hardware option is YubiHSM 2, a USB HSM whose documentation describes key generation, storage, access controls, and signing, with role-based permissions, audit logging, and PKCS#11/SDK integration. It is an implementation option for organizations prepared to operate and integrate a device—not a universal fit, and not equivalent to a USB authentication key. Limit what each agent is allowed to do

Start by inventorying workflows that truly require signatures. Many only need read-only access or a non-signing operation. For each signing workflow, identify the specific resource and action, and deny unreviewed tools and integrations by default. Use distinct keys across materially different trust zones so compromise in one zone does not automatically authorize activity in another.

Give authority only for the task and time it is needed. Short-lived or just-in-time access can reduce the window in which stolen or misused credentials remain useful, but it does not replace authorization checks on each signing request. NIST IR 8587 discusses signing-key storage and use, rotation, and short-lived workload tokens in guidance for federal agencies and cloud service providers; apply its recommendations in light of the workload and jurisdiction. Make misuse visible and revocable

Logs should let an operator connect a signature to the agent identity, its effective permissions, the requested operation and resource, the result, and the surrounding workflow. Alert on signing by an unexpected identity, an operation outside the expected scope, or a sudden change in volume. Monitoring is useful only if someone can respond: test whether disabling the agent, invalidating its tokens, rotating its credentials, and removing permissions actually stop further requests.

Signature verification matters especially when messages pass through queues or event buses. Transport security protects a connection, but the receiver still needs to establish that the message itself is intact and was signed by an authorized key before taking action. Keep verification and authorization decisions on the receiving side; do not let a valid signature alone substitute for checking whether the signer was permitted to request that action.
