To launch a paid video service for children and families, first define the age groups, territories, catalog and parent-purchaser experience; then map privacy obligations and clear every content right before choosing a video platform and opening subscriptions. A hosted OTT service can reduce the work of building playback and billing, but it does not remove your responsibility to check child privacy, rights, fees and the actual viewing experience in the countries you serve.
1. Decide what the service is for
Make the product decisions before comparing platforms. Those choices affect the catalog, checkout, device support and information you collect.

- Age range: State the ages the service is designed for, and whether it serves one group or several. That affects content organization and the privacy analysis.
- Buyer and viewer: Decide whether a parent or guardian buys access and how children watch. Specify whether you need parent-managed accounts, child profiles or age-appropriate controls, then verify a provider actually supports them.
- Catalog and release pattern: Choose between a library, a scheduled release of new episodes, or a mix. Consider whether subscriptions fit the value and pace of the catalog, or whether one-time purchases, rentals or free previews are a better fit.
- Territories, languages and devices: Identify where you plan to offer the service, which languages it supports and whether families need web, mobile or television playback. Availability can differ by provider and territory.
- Data needs: List what you genuinely need for accounts, checkout, playback support and measurement. Do not collect children’s information simply because a platform offers an analytics feature.
2. Map child privacy before collecting information
For a US service, the Federal Trade Commission says COPPA applies to commercial services directed to children under 13 and can also apply to general-audience services with actual knowledge that they collect personal information from children under 13. Covered operators generally need a privacy policy, direct notice to parents and verifiable parental consent before collecting children’s personal information, subject to limited exceptions. The FTC’s guidance is not a determination of how the law applies to your particular product; review the FTC’s COPPA FAQ and get qualified legal advice for your service.

Publishing through another company’s platform does not automatically settle the question. The FTC says a creator’s channel on a third-party platform might itself meet COPPA’s definition of a covered online service, depending on the content and the information collected by the creator or on the creator’s behalf. Trace information through the whole customer journey
Before selecting a platform, map where information is collected, used or shared. Include account creation, payment checkout, profiles, viewing analytics, email marketing, app SDKs, customer support, advertising and measurement vendors. Record which company controls each practice and which providers process information for you. This inventory helps you identify what must be disclosed and what data you can avoid collecting.
Account for the countries you serve
US COPPA guidance is not a global compliance plan. The UK Information Commissioner’s Office says its Children’s Code guidance includes online TV and radio providers, and explains that on-demand services may qualify as information society services because they are delivered at the viewer’s individual request. If the service will be available across borders, identify applicable rules in each market and seek advice on the actual service design. Start with the ICO guidance on the Children’s Code and online TV and radio.

3. Choose the distribution and payment model
A hosted OTT or video-membership service can spare you from building ingestion, playback, checkout and subscription operations from scratch. A custom build gives you more control but also leaves more systems and customer journeys for your team to design and maintain. Whichever route you choose, assess the complete experience rather than comparing only the headline subscription fee.

Vimeo also documents transactional purchases and rentals alongside subscriptions. Compare recurring access with one-time sales or free sampling against the catalog’s release pattern and value. Its sales-model documentation is at Ways to sell on Vimeo OTT. These vendor-reported prices and features can change, so confirm current details and your actual contract before committing.

Compare the whole service, not just the platform fee
- Total cost at your expected subscriber count, including payment processing, apps, content delivery, support, refunds, taxes and marketing.
- Web, mobile and television support in each target territory.
- Parent-managed accounts, child profiles, age-appropriate controls, privacy settings and account-deletion workflows.
- Catalog organization, release scheduling, trials, recurring billing, cancellation and customer support.
- Analytics and marketing integrations, including whether they collect identifiers or children’s viewing behavior.
- Content protection, accessibility, language support, service availability and options for moving your catalog later.
The cited vendor materials do not provide an apples-to-apples comparison across these criteria. Request demonstrations and written answers for your intended territories and plan rather than assuming that a feature exists because a provider markets to video businesses.
4. Use YouTube for discovery with realistic expectations
YouTube can help families discover your work, but a child-directed channel is not a complete substitute for a paid service. YouTube says Made for Kids content loses features including personalized ads, comments, live chat, channel memberships, notifications and playlist saving. These restrictions can affect audience interaction and revenue assumptions. Review YouTube’s explanation of features unavailable on Made for Kids content, and set the audience designation accurately using YouTube’s audience-setting guidance. Do not assume a channel is exempt from obligations merely because it is labeled for a general audience.

5. Clear the catalog’s rights before selling access
For every title, document who owns or licenses each element and whether the permission covers your planned service. Check the scope for:
- Underlying stories, scripts, compositions and other works.
- Music recordings, performances, voice work and other performer contributions.
- Artwork, illustrations, photographs, translations and subtitles.
- Subscription streaming, apps, the intended devices, territories and languages.
- License term, exclusivity, any download rights, and whether trailers or other promotional excerpts are allowed.
A right to publish a video in one place does not, by itself, establish permission for every territory, app, promotional use or subscription model. Keep the underlying contracts and permissions organized, and get appropriate rights advice for the catalog instead of treating a generic checklist as legal clearance.

6. Prepare the service and test it as a parent would
Before accepting payment, create age-appropriate descriptions and artwork, a content-review and escalation process, a parent-facing support route, clear billing and cancellation information, a privacy notice and an incident-response process. Then test the actual service end to end:
- Find and buy: Check that a parent can understand the offer, see the price and billing interval, complete checkout and find the cancellation terms.
- Set up viewing: Test any parent-managed account or child profile you plan to offer, and check privacy settings and account deletion.
- Watch on intended devices: Test playback, captions or other accessibility features you provide, and the catalog layout on the web, mobile and television devices you intend to support.
- Handle problems: Confirm that families can reach support and that staff know how to escalate a content concern, privacy issue, billing question or suspected incident.
- Recheck vendors and data flows: Verify current plan limits, app availability, fees and integrations, then confirm your data map reflects the service as configured at launch.
