Charge phones and power banks before an outage, save essential information for offline access, and keep a battery-powered or hand-crank radio as a backup. During the outage, conserve phone power and follow local authorities’ instructions. A charged phone is useful only if its network remains available, so plan for both problems.
Before an outage: prepare power and information
Charge devices and choose a backup source
When severe weather or another outage risk is forecast, charge phones, power banks, and other essential rechargeable devices. FEMA’s Be Prepared for Any: How to Stay Safe From a Power Outage fact sheet (FEMA P-2143, 2025) advises: “Keep mobile phones and other electronic equipment charged. Plan for alternative power sources that you can use to charge devices.” FEMA’s power outage fact sheet and Ready.gov’s power outage guidance support planning alternative charging, but do not prescribe a particular power-bank capacity or model.

Choose a power bank that is compatible with the devices your household needs to charge. Check its connectors and indicators, and learn how to use it before you need it. How many charges it provides depends on the condition and capacity of both the bank and phone, as well as how the phone is used; there is no dependable universal runtime or charge count.
Make essential information available offline
Save important phone numbers, household meeting plans, local emergency contacts, and essential instructions somewhere you can access without mobile data. FEMA recommends making a communications plan and keeping a paper copy. Agree in advance on whom to contact and how the household will share updates if normal service is disrupted.

Set up a separate way to hear alerts
Keep a battery-powered or hand-crank radio and learn how to tune it before an emergency. FEMA preparedness materials include these radios, including NOAA Weather Radio with tone alert, among recommended emergency-kit items. A radio can receive broadcasts when a phone is drained or mobile service is unavailable; it does not charge a phone. Ready.gov’s emergency kit guidance describes emergency-kit supplies.
If you have a generator, plan its use safely
Decide in advance which essential loads you would power, and follow the generator manufacturer’s directions. FEMA advises operating generators outdoors and at least 20 feet from building openings such as windows, doors, and garages. Never run one indoors, in a garage, or near an open window.

During the outage: use phone power selectively
Reserve the phone for essential communication and updates, and reduce nonessential use. The preparedness guidance supports having backup power, but does not establish a specific battery-saving routine or promise a certain amount of extra runtime.
Share concise updates with family or designated contacts according to your plan. Calls, texts, and data may not all work in the same way, and local conditions vary. FEMA advises people to find out whether their phone will work during a power outage; even a landline may fail if its lines are damaged. A phone battery and network availability are separate issues.
