Keep decorations, cords, stakes, bases and other setup pieces out of the sidewalk’s walking area so pedestrians have a continuous, unobstructed route. There is no single width that applies to every homeowner’s display: accessibility standards and local sidewalk rules differ, so check the requirements for your address.
Set the display back from the sidewalk
Put decorations on the yard side of the sidewalk and keep the full walking area clear—not just a narrow strip around the most visible part of a display. Include everything that comes with the setup: weighted bases, stakes, guy lines, cords and pieces that sit low or extend outward.

A temporary decoration can still obstruct a route. Seattle’s municipal Sidewalk Accessibility Guide, for example, identifies objects that restrict the walking path as potential obstructions and recommends keeping paths clear of signage and debris. That is local guidance, not a nationwide Halloween rule.

Keep cords and small pieces out of the walking route
- Route electrical cords and light strings so they do not cross the sidewalk or create a trip hazard.
- Keep stakes, guy lines and low decorations away from the path and its edge, where they may be hard to see.
- After wind, rain or a change to the display, check that nothing has fallen or shifted into the sidewalk.
These are practical ways to preserve a clear route; the cited accessibility sources do not prescribe a Halloween-specific cord arrangement.

Why there is no universal clearance number
Federal accessibility references give useful context, but they are not interchangeable measurements or a universal instruction for every private Halloween display.

The Access Board says federal agencies adopt enforceable standards through separate rules. It reports that GSA adopted PROWAG in 2024 and that the Department of Transportation adopted it for new construction and alterations of transit stops, effective January 17, 2025. Check the rule for your location
Sidewalk obstruction rules and maintenance responsibilities vary by jurisdiction. The Federal Highway Administration notes that some local governments assign sidewalk-clearing responsibilities to adjacent property owners. Check your municipal code or ask your local public works, transportation or code-enforcement office which rule applies—especially if the sidewalk is narrow or your display is near the public right-of-way.
