A simple content workflow moves each project from a clear need to a finished, published piece, with one person responsible for keeping it moving. Start with seven flexible stages: need, brief, creation, review, approval, publishing, and follow-up. Track the owner, current stage, next action, due date, and working links for every deliverable; add extra reviews only when the work actually requires them.
What a simple content workflow does
A workflow makes the route from idea to publication visible: what is being made, who owns it, what happens next, and who must make a decision. It is not a requirement to involve every contributor in every step or to create a large process manual. Newcastle University’s guidance emphasizes clear responsibility at each stage and involving only the people who need to participate (Newcastle University content guidance).

For each deliverable, use one shared tracker or document with these fields:
Recommended Free Tools
- Purpose: the audience need or project goal.
- Owner: the person responsible for moving the item forward.
- Stage: its current place in the workflow.
- Next action: the specific task or decision needed.
- Due date: especially for review and approval handoffs.
- Links: the working file and relevant source material.
This is a practical starting layout, not a prescribed or tested template. Adobe Experience Manager 6.5 LTS documentation, for example, describes copy requests with assignment, priority, and due-date fields, along with project tasks that show outstanding work (Adobe Experience Manager 6.5 project documentation).

Set the stages and handoffs
Use the following sequence as a baseline, adjusting it to the format and team. A short social post may not need the same review chain as a public procedure or a campaign with compliance requirements.
| Stage | What happens | Move forward when |
|---|---|---|
| Need or idea | Describe the audience need or project goal and the intended deliverable. | The purpose is clear and someone is responsible for taking it forward. |
| Brief or assignment | Record the format, audience, scope, owner, useful sources, reviewers, and due dates. | The creator knows what to make and who must contribute or approve it. |
| Create | Make the first version and attach working files or source notes. | A complete draft or asset is ready for its intended review. |
| Review | Ask the relevant editor or subject expert to check defined criteria and provide actionable feedback. | Feedback is resolved, or a clear revision request returns to the owner. |
| Approve | The person authorized to publish records a decision. Add legal or compliance approval only when required. | There is explicit permission to publish. |
| Publish | Release the final asset through the chosen channel and record where it went live. | The owner confirms the published version is live and can be found. |
| Follow up | Promote where useful, measure against the goal, and assign maintenance if the content could become stale. | Any needed follow-up or update date is recorded. |
This sequence reflects Newcastle University guidance and official product documentation. Oracle Content Management describes an approval loop in which an editor can approve, reject, or request changes, and documents adding legal and compliance stages when needed (Oracle Content Management approval workflows).

Make ownership and decisions visible
Give every active item one owner
The owner does not have to do every task. Their job is to know the next action, follow up on stalled handoffs, and make sure the deliverable reaches its next stage. Other people can contribute at specific points without sharing responsibility for the whole item.
Separate review from approval
Review is a request for feedback: an editor or subject expert checks the work against agreed criteria. Approval is the explicit decision that the work may be published. One person can perform both roles on a small project, but record the feedback and the publication decision as distinct actions. Oracle’s documented outcomes—approve, reject, or request changes—make the decision loop concrete; Adobe also documents assigning content for review and approval (Adobe Experience Manager 6.5 project documentation; Oracle Content Management approval workflows).

Set realistic dates for handoffs
Put due dates on work that can wait in someone’s queue, particularly review and approval. Agree on expected turnaround times that fit the scale of the project and the team’s capacity; the cited guidance recommends deadlines and turnaround expectations but does not establish universal durations. Adobe’s copy-request workflow supports priority and due-date fields (Adobe Experience Manager 6.5 project documentation; Newcastle University content guidance).
Add review gates only when they serve a purpose
Bring in a subject-matter expert when accuracy depends on specialist knowledge. Add legal, compliance, user-testing, or second-approver steps when a deliverable’s actual risks or requirements call for them—not automatically for every piece of content. Oracle’s documentation distinguishes a straightforward approval loop from workflows with additional legal or compliance stages (Oracle Content Management approval workflows).
Before adding a gate, identify what decision it is meant to provide and who has authority to make it. If nobody can name that purpose, the extra step may only add a handoff.

Publication is not always the end of the work. For content that can become inaccurate—such as procedures, deadlines, event details, contact information, or external links—assign someone to check that it remains accurate and suitable for its audience. Set a review date that matches how quickly that information can change; Newcastle University notes that update frequency depends on the type of content and that an owner should check its continuing accuracy and appropriateness (Newcastle University content guidance).

Tie any measurement to the purpose written in the brief rather than collecting numbers without a decision to inform.
Choose tools around the workflow, not the other way around
A shared document or workspace can be enough to start; specialized software is not a prerequisite established by the available guidance. If the team is considering a tool, check whether it can:
- Show an owner, stage, due date, and next action for each deliverable.
- Collect review feedback and return work for revision.
- Represent only the approvals the team actually needs.
- Make outstanding tasks and recorded decisions easy for responsible people to find.
- Connect to the publishing process, or support a clear manual handoff if that is sufficient.
Adobe Experience Manager 6.5 LTS and Oracle Content Management document project or content-approval capabilities. Those examples illustrate possible functions; they do not establish a comparative ranking or a reason that a small team must buy either system (Adobe Experience Manager 6.5 project documentation; Oracle Content Management approval workflows).
