How to Keep Autonomous Agents Safe Without Scripting Every Step

Autonomous agents can choose their next steps without unrestricted access. Define tool permissions, validate side effects, and reserve human approval for consequential changes.

You do not have to script every move an autonomous AI agent makes. Instead, bound the actions it can take: give each tool only the access the task needs, validate operations where they happen, and require approval before consequential changes. The agent can choose a route to its goal while software controls constrain which routes are allowed.

What guardrails do—and what they do not

A natural-language instruction such as “be careful” or a system prompt can guide an agent, but it is not an enforceable permission boundary. If the agent can call a tool that changes a file, sends a message, or alters a configuration, the tool and the surrounding software determine whether that action is allowed.

Think of guardrails as automatic checks on inputs, outputs, or tool behavior. Human review serves a different purpose: it pauses a run so a person or an established policy can approve or reject a proposed action. OpenAI’s Agents SDK documentation puts the distinction plainly: “Use guardrails for automatic checks and human review for approval decisions.” OpenAI Agents SDK: Guardrails and human review.

Neither mechanism guarantees safety or eliminates prompt-injection risk. They are layers of control: the agent’s instructions define the task, permissions limit available actions, checks validate operations, and review handles decisions that should not be automatic.

Set an explicit permission level for each tool

Start with the smallest permission set that lets the agent complete its task. OWASP’s AI Agent Security Cheat Sheet recommends limiting tools and scoping access per tool, including distinctions such as read-only and write access and access to specific resources. NIST’s agent-system guidance offers a useful vocabulary: read-only, constrained write, and write permissions. Pair that level with whether the environment is trusted or untrusted; the same capability may call for tighter limits in an environment that contains untrusted data or systems.   • Read-only: The tool can retrieve or inspect permitted information, but cannot change it.
  • Constrained write: The tool can make a narrowly defined change, such as editing a specified record or resource, subject to validation.
  • Write: The tool can make broader changes. Reserve this for tasks that genuinely require it, and apply stronger checks to consequential operations.

These are permission categories, not a promise that a tool is safe by virtue of its label. Define the exact resources, arguments, and operations each tool accepts; avoid handing the agent a broad credential when a narrower one will do.

Decide which actions can run automatically

Classify actions by their effect, not just by which tool performs them. A lookup that leaves state unchanged is different from a tool call that sends a notice, modifies a permission, or changes infrastructure. For each operation, decide whether it can run automatically, needs a policy check, or must pause for human approval.

Put enforcement at the point of action

Checks need to cover the workflow that actually runs, especially where a side effect occurs. OpenAI’s Agents SDK documentation notes that agent-level input guardrails run only for the first agent in a chain, and agent-level output guardrails only for the final agent. Tool guardrails, by contrast, attach to function tools. In a manager-style workflow, validate next to the custom tool call that creates the side effect—not only at the start or end of the overall run. OpenAI Agents SDK: Guardrails and human review.

For each state-changing tool, check that the request is in scope, the caller has the required permission, and the arguments meet the operation’s rules before the tool performs the change. Where relevant, validate the result as well. Record the decision and outcome so an operator can understand what was allowed, rejected, or escalated.

A practical way to design the boundary

  1. Define the goal and allowed resources. Specify what the agent is meant to accomplish and which data or systems it may use.
  2. Break work into tool operations. Identify the calls that only read information and those that can change state.
  3. Grant the minimum access. Use read-only access where possible; constrain write access to named resources and operations.
  4. Choose the decision path per operation. Let suitable reads run automatically, validate bounded changes, and pause consequential changes for approval.
  5. Enforce and log at the tool boundary. Check arguments and permissions in the path that executes the action, then retain a record of the decision and result.

This design leaves the agent room to choose steps without giving it unlimited authority. The limits are defined in advance; the exact sequence within those limits need not be.
