Make the assistant respond only to defined triggers—typically a direct @mention, and optionally a reply or command—and check that the chat platform is not delivering every message to it. The controls differ: Microsoft Teams agents receive only direct @mentions in group chats and channels by default, while Telegram’s privacy mode still allows several kinds of bot-related messages through.
First, check what the platform sends to the assistant
There are two separate controls: message access determines which chat events reach the assistant, while trigger logic determines which received events cause it to call an AI model or post a reply. Keep both narrow: platform permissions alone may not define the behavior of custom code.

| Platform | Default group-chat behavior | What may still trigger it | How broader access is enabled |
|---|---|---|---|
| Microsoft Teams | Agents receive messages only when directly @mentioned in group chats and channels. | A direct @mention. A reply without an @mention does not reach the agent under this default. | Resource-specific consent (RSC) can allow the agent to receive all messages in group chats and channels where it is installed. |
| Telegram | Group Privacy Mode is enabled by default for most bots, limiting ordinary group updates. | Depending on the message, commands addressed to the bot, certain general commands, inline messages, and replies to messages meant for the bot can be delivered. | Admins receive all group messages. Disabling privacy mode also allows all messages; the bot must be removed and re-added for the change to take effect. |
These defaults come from the platforms’ documentation: Microsoft Teams channel and group chat guidance and Telegram Bot Features.

- Mention: Respond only when someone directly tags the assistant.
- Reply: Also respond when someone replies to one of the assistant’s messages, if the platform delivers that event.
- Command: Respond to a specific command such as a bot-directed command on Telegram.
- Wake phrase: Use only if the application deliberately supports it and can reliably identify it.
Do not assume “reply” and “mention” mean the same thing. In Teams, a reply without an @mention is not delivered under the documented default. Telegram privacy mode permits some replies to messages meant for the bot, so a bot may respond to more than explicit tags.
Keep access narrow and filter before the model call
- Identify the assistant type. Establish whether it is a native Teams agent, a Telegram bot, or custom code; each has different access and trigger controls.
- Use the privacy-preserving default. Teams’ default mention-only delivery and Telegram’s default privacy mode are sufficient starting points for many assistants that should not follow ordinary chatter.
- Review any all-message permission. In Teams, check whether RSC has been granted. In Telegram, check whether the bot is an admin or privacy mode has been disabled. Do not broaden access just to support a basic mention-triggered interaction.
- Apply an application-level gate. Before calling the model, discard events that do not meet the agreed trigger contract. Platform delivery controls reduce what arrives; application logic should still decide what merits a model call and visible reply.
- Use structured mention data where available. In Teams, identify the mention from the activity’s structured
entitiespayload rather than relying on editable text markup to establish who was mentioned. - Reply in context. When supported, send the answer in the relevant thread or as a reply to the triggering message. Teams provides thread context, including the incoming thread ID.
- Test the behavior. In a private or test group, try ordinary chatter, a direct mention, a reply, a command, and a bot-authored message. Confirm that only the cases in your trigger contract produce responses.
Platform-specific details to check
Microsoft Teams
By default, an agent in a group chat or channel receives only messages that directly @mention it. If it responds to ordinary messages, check whether its access scope was expanded through RSC or whether custom application logic is acting on other events. Microsoft recommends: “In group chats and channels, design your agent for collaborative conversations with clear value, concise responses, and minimal noise.” See Microsoft’s documentation for channel and group-chat conversations for mention handling, consent, thread context, and installation introductions.

An installation introduction should explain what the agent does and how to use it, and should add value. Microsoft also describes situations where an introduction should not be sent, including in a large team or when the agent is first mentioned rather than added.

Telegram
Privacy mode is not identical to “mentions only.” Telegram documents several bot-relevant updates that may still reach a privacy-mode bot, including commands, inline messages, and replies to messages intended for it. If that is still too permissive, make the application’s trigger filter stricter rather than assuming privacy mode blocks every non-mention event.

Telegram’s guest-bot feature allows users to invoke supported bots with @username even when those bots are not group members. The guest bot receives the tagged message and replies to it; it does not receive the group’s other messages or member list through that guest interaction. Details are in Telegram’s announcement of guest AI bots and other features.
Prevent bot-to-bot replies from becoming a loop
Telegram has separate bot-to-bot behavior. A bot may receive another bot’s group message when it is addressed by command or someone replies to that message, provided at least one participant has bot-to-bot mode enabled. A bot with that mode enabled may receive unaddressed bot messages when it is an admin or has privacy mode disabled.

If bots share a group, make bot-authored messages opt-in rather than treating them like ordinary user requests. Telegram recommends safeguards including deduplication, per-chat and per-bot rate limits, maximum interaction depth, and timeouts. These controls help ensure processing stops predictably. See Telegram’s bot-to-bot communication documentation.
Quick Recap
Quick troubleshooting checklist
- It answers ordinary Teams chatter: Inspect whether RSC or custom code gives it broader access than the default mention-only behavior.
- It answers Telegram replies or commands: Privacy mode allows certain bot-relevant message types; narrow the application’s trigger filter if those should not prompt a response.
- It sees every Telegram group message: Check whether it is an admin or privacy mode is disabled. After changing the privacy setting, remove and re-add the bot.
- It replies to another bot: Review bot-to-bot mode, admin status, and privacy settings; add message deduplication and interaction limits.
- It gets a trigger but posts in the wrong place: Use the incoming thread or reply context where the platform provides it.
