How to Keep AI Inference Workloads Available During Infrastructure Failures

Keeping AI inference available means preparing the full serving path—not just the model—for failures, overload, and recovery.

Keep production inference available by designing the whole serving path—not just the model process—to survive the failures your service must tolerate. Route traffic to healthy, independent capacity; make models, credentials, configuration, and dependencies ready in recovery locations; protect those locations from overload; and practice failover. A second region is worthwhile only when its recovery benefits justify the added cost and operational burden.

Start with the failure you need to survive

Availability is an end-to-end property. A serving process can be healthy while users still cannot reach it because traffic routing, model weights, credentials, an application dependency, or the recovery mechanism has failed. Before choosing an architecture, define the service objective and the failure model.

  • Recovery time objective (RTO): how long the service can be unavailable before recovery is required.
  • Recovery point objective (RPO): how much state or data loss is acceptable, if the inference service has state that must be recovered.
  • Failure scope: whether the design must withstand a node, Availability Zone (AZ), region, provider service, network, dependency, or capacity event.
  • Service boundaries: which geographies must remain served, what data-residency rules apply, and which models and features must be available.
  • Scale and economics: expected peak demand, latency needs, the cost of idle recovery capacity, and the team’s ability to operate a more complex design.

A multi-AZ deployment can be enough when the required protection is against a zone-level fault and its recovery behavior meets the service objective. A regional design addresses a broader failure scope, but adds cost, latency or routing complexity, and operational work. AWS reliability guidance recommends evaluating whether multiple AZs meet the business need before adding regional architecture.

Choose a topology that matches the recovery objective

Regional capacity can be continuously serving traffic or held in reserve. Standby designs trade lower ongoing capacity costs for slower recovery and the need to scale during an incident. No pattern is universally best; compare the scope covered, recovery time, ready capacity, user latency, data residency, and the complexity of shifting and restoring traffic.

Pattern How it handles traffic Recovery and trade-offs
Multi-AZ within one region Serving capacity is distributed across AZs; a routing layer sends requests to healthy targets. Can address AZ-level failures without adding a second region. It does not by itself protect against a regional outage.
Active-active across regions Multiple regions serve requests, with traffic distributed or directed according to health and policy. Can provide ready capacity in more than one region, but requires regional model and dependency parity, careful capacity planning, and a tested way to shift traffic.
Warm standby A recovery region has a running, reduced-capacity environment that can be scaled up. Reduces the amount of capacity held idle compared with fully serving in both regions, but recovery depends on scaling and available regional capacity.
Pilot light Core recovery components are prepared, while substantial serving capacity is started or scaled during recovery. Can reduce standing capacity further, at the cost of a longer recovery path and more actions to execute during an incident.

Provider examples illustrate distinct capabilities rather than interchangeable features. AWS’s Generative AI Lens discusses balancing inference requests across regions and AZs, including Amazon Bedrock and self-hosted SageMaker AI examples. Google Cloud’s GKE guidance describes an Inference Gateway that uses inference-related metrics to route among suitable endpoints within a GKE cluster; that is not a claim that it provides the same cross-region behavior as an AWS setup.

Make every recovery location capable of serving

A recovery region is not ready merely because compute exists there. Inventory everything required to receive a request, run inference, and return a response. AWS guidance on regional workload dependencies emphasizes avoiding shared fate and dependencies that can undermine regional independence.

  • Model and runtime: ensure the required model is available in the target region, and make model weights and runtime images accessible there. Google Cloud describes multi-region Cloud Storage or regional buckets with replicated weights as options, with different cost and operational-efficiency considerations.
  • Configuration and access: prepare configuration, certificates, keys, secrets, and permissions needed to start and serve the workload. Verify that these artifacts can be obtained without relying on a failed primary region.
  • Application path: account for internal services, data stores, identity systems, and third-party dependencies used before or after inference. A healthy model endpoint cannot compensate for a dependency that remains available only in the failed location.
  • Traffic control: make sure the load balancer, gateway, DNS or other traffic-shifting mechanism, and its configuration can still direct users to recovery capacity.
  • Regional constraints: confirm model availability, accelerator capacity, quota, and data-residency requirements in each target region; do not assume they match the primary region.

Minimize cross-region dependencies on the live serving path where they create latency or make a recovery location depend on infrastructure in the failed region. Replication and centralized control can still be useful, but the recovery design must specify what continues to work if that control plane or source location is unavailable.

Route on serviceability, not process existence

Put a traffic director in front of independent serving capacity and make its health decisions reflect whether requests can actually be served. A process-level check can pass while the model is unloaded, its dependencies are failing, or latency and errors have made the endpoint unusable. AWS’s Generative AI Lens recommends health checks, automated failover, and monitoring latency, errors, and throughput across regions. For GKE, Google Cloud’s Inference Gateway is an inference-aware option for routing to suitable endpoints within a cluster.

Define which signals make a target eligible for traffic, how quickly the system reacts, and how it avoids sending requests back to a location that is only partially recovered. Observe user-facing health from outside the primary region as well as service health within it; monitoring that depends entirely on the failed region can disappear with the thing it is meant to observe.

Plan for capacity loss and overload

Failover moves demand; it does not create capacity. If a region fails, the remaining targets may receive a sudden surge. Retries can amplify that surge, and an endpoint that is technically healthy may still be unable to meet latency or queueing expectations.

Amazon Bedrock’s documentation states, “On-demand capacity is Regional and can vary across Regions.” Treat that as a provider-specific warning, not a universal statement of every platform’s limits. For any inference platform, verify model availability and capacity in each target location, and plan around the platform’s own quota and throughput controls.

  • Estimate peak input and output token demand, concurrency, response-latency requirements, and acceptable queueing—not just request counts.
  • Preserve sufficient headroom in surviving capacity for the traffic it may inherit, or define an explicit degraded mode if full demand cannot be served.
  • Bound concurrency and queue size so overload does not turn into unbounded latency or memory pressure.
  • Use bounded retries with backoff and clear retry conditions. Avoid retrying requests indefinitely or simultaneously across all targets.
  • Where the service permits it, defer lower-priority work so essential requests retain capacity during an incident.

Make recovery operable and test it

Regional high availability depends on people and procedures as well as infrastructure. AWS operational-readiness guidance recommends checking quotas, monitoring customer experience and regional health from outside the primary location, defining recovery plans, and testing failover and failback. Set decision criteria in advance so responders know when to shift traffic, how to confirm the recovery region is serving, and when it is safe to return.

  1. Check readiness before launch: validate regional quotas, model access, capacity assumptions, permissions, configuration, dependencies, and the traffic-shifting mechanism. AWS recommends assessing quota parity before relying on a standby.
  2. Monitor independently: track regional health and customer-facing latency and errors from outside the primary region. Monitor replication lag where replicated state is relevant.
  3. Exercise the real procedure: test failover and failback using the runbooks and decision process intended for an incident. Include dependencies and the people responsible for executing the recovery.
  4. Review what the exercise reveals: check whether capacity, access, configuration, or a dependency prevented the recovery location from serving as intended, then update the design and runbooks.

Choose the simplest architecture that meets the objective, then prove through exercises that it works. A well-operated multi-AZ service may be a better fit than a multi-region system the team cannot keep synchronized, observe, or recover confidently.
