Use robots.txt to state which well-behaved crawlers may read which paths, but do not treat it as a lock. When access must actually be denied, enforce the decision at your CDN or WAF and in the application. A form needs its own server-side authorization, validation, rate controls, and abuse monitoring even if the page that contains it is excluded from crawling.
Search crawlers, training crawlers, and real-time browser agents have different purposes. Decide which you want to permit before writing rules, then test both the policy and legitimate user journeys.

Start by separating the two problems
Bulk collection of public pages
A crawler requests pages, follows links, and stores or analyzes the responses. Your concern may be search visibility, use of content for model training, or the volume and cost of requests. This is primarily a content-access and traffic-management question.

An automated client can submit a contact, signup, login, checkout, or support form in real time. That is a state-changing application action. It can happen even when the page containing the form is disallowed in robots.txt, because a client can call the endpoint directly.

Why one rule cannot solve both
A crawler directive is a voluntary request about fetching URLs. It does not authenticate a caller, prove that a request came from a particular bot, or authorize a POST request. Conversely, a WAF rule that blocks a known bot does not express your preferred search or training policy to a crawler that chooses to behave politely. Treat discovery, enforcement, and transaction security as separate layers.
Classify the traffic and the paths first
Do not begin with a blanket “block AI” switch. Cloudflare’s documentation groups relevant activity as Search, Agent, and Training, and notes that one crawler can have more than one behavior. OpenAI documents a similar separation: OAI-SearchBot is used to surface sites in ChatGPT search, while GPTBot is used to crawl content that may be used for training. Those settings are independent.
| Traffic or asset | Question to answer | Typical policy decision |
|---|---|---|
| Search crawler | Do you want eligible public pages discovered in search results? | Allow selected public paths if search visibility is a goal. |
| Training crawler | May content be collected for model-training use? | Allow, limit to selected paths, or disallow independently of search. |
| Real-time agent | Should an agent read pages or act as a user? | Permit only where the business case and authentication model justify it. |
| Private account and admin pages | Would disclosure create a confidentiality or account risk? | Require authentication and server-side authorization; never rely on robots.txt. |
| Forms and transaction endpoints | Can a request create, change, or send data? | Protect the endpoint as an application action, with validation and abuse controls. |
Make a path-and-action inventory before deployment. Include public articles, downloadable documents, account pages, signup and lead forms, password-reset routes, APIs, administrative paths, and every endpoint that creates or changes a record. Mark which items are merely readable and which have a cost, side effect, or privacy implication.

Also record the business reason for each exception. For example, allowing a search crawler on public documentation may support discovery, while allowing an agent to read a customer portal may expose personal data. A written owner, purpose, and review date for each rule makes later changes safer than an undocumented global block.
Use robots.txt to communicate crawler preferences
Place the file at the origin’s /robots.txt. Address each documented crawler token in its own group, and apply rules only to the paths covered by your policy. OpenAI explicitly says the OAI-SearchBot and GPTBot choices are independent, so allowing search does not require allowing training crawls.
Example: allow search, restrict training
User-agent: OAI-SearchBot
Allow: /public/
User-agent: GPTBot
Disallow: /
This example is illustrative rather than a permanent list of names. Verify each operator’s current token and documented behavior before publishing a rule; crawler names, purposes, and policies can change. If you want a training crawler to read only a particular section, replace the site-wide disallow with path-specific rules and check how the operator interprets overlapping paths.
What robots.txt can and cannot do
Google Search Central states that “The instructions in robots.txt files cannot enforce crawler behavior to your site; it’s up to the crawler to obey them.” Cloudflare describes robots.txt compliance as voluntary. A compliant crawler will normally avoid a disallowed path, reducing routine fetches, but an uncooperative client can ignore the file or identify itself differently.

Never put confidential information on a public URL and assume a disallow rule protects it. Google warns that a blocked URL can still be discovered and shown in search when other pages link to it. For information that must remain private, use authentication or another real access boundary. Google also identifies password protection, an appropriate noindex implementation, or removal as ways to keep URLs out of search; make sure a crawler can actually receive a noindex instruction if that is the mechanism you choose.
Managed robots files
Cloudflare offers a managed robots.txt feature that can create and maintain rules for known AI crawlers and may combine generated content with an existing file. That can simplify maintenance, but it remains a communication layer. Requests still need an edge or origin control when the requirement is “deny,” “challenge,” or “throttle.”
Review and test the file
- Confirm that the file is served from the exact site root and returns the intended text without an HTML error page.
- Check each user-agent group for accidental overlaps, a missing blank line, or a broad rule that also catches a crawler you meant to allow.
- Compare the rules with your path inventory. A disallow entry should not be the only protection for an account, document, or transaction route.
- After publishing, watch request logs for the expected crawler tokens and for clients that continue fetching excluded paths. Treat continued traffic as evidence that enforcement is still needed, not as proof that the file is broken.
Enforce unwanted access at the edge or origin
When a request must be rejected or slowed, use a CDN, reverse proxy, WAF, bot-management system, or application control that can make that decision. Cloudflare documents AI Crawl Control for enforceable crawl blocking, behavior-based policies for Search, Agent, and Training activity, and WAF custom rules using bot detection IDs.
Prefer verified and behavior-based signals
A user-agent string is a request label supplied by the client. It can help segment polite crawlers, but it is a weak identity signal by itself. If your provider offers verified bot signals or detection IDs, use those in preference to a name-only match. Combine identity with request behavior, path sensitivity, authentication state, request rate, and whether the endpoint is read-only or state-changing.

Plans differ in which bot signals and actions are available. The documentation cited here does not establish a universal price or feature tier, so check your provider’s current account and plan details before designing around a particular control.
A staged edge rollout
- Observe first. Log candidate traffic without blocking it. Record the claimed user-agent, detection result, source network information available to your provider, requested path, method, response code, and rate.
- Start with narrow paths. Apply a rule to a known high-cost or sensitive route rather than the entire zone. Keep public pages used for search outside the rule when that is part of your policy.
- Choose the least disruptive action. Depending on the evidence, deny, rate-limit, or present an interaction challenge. A challenge that blocks screen readers, monitoring, or legitimate customers can be worse than a measured throttle.
- Check exceptions. Verify search discovery, accessibility tools, uptime checks, payment callbacks, customer-support workflows, and internal integrations before expanding coverage.
- Review after deployment. Compare blocked requests with application errors, support reports, and origin load. Remove or narrow a rule that creates a false positive.
Cloudflare policy defaults can change
Cloudflare’s current policy documentation says new-domain defaults effective September 15, 2026 block Training or Agent bots on pages detected as displaying ads while leaving Search allowed. It also notes that a mixed-purpose crawler may be affected by a configuration targeting AI training. Treat those defaults as account settings to verify, not as a substitute for your own policy; recheck the dashboard and current documentation before relying on them.
Understand operational cost and coverage
Edge controls can reduce origin work, but they may require a paid bot-management or WAF plan, additional logging, or engineering time to tune exceptions. A lower-cost plan may expose only user-agent matching, while a higher tier may provide managed detections and behavior classifications. Compare the action you need—observe, rate-limit, challenge, or block—with the signals your account actually receives. Also account for log retention, alerting, and the time required to investigate false positives; a rule that is cheap to enable can be expensive to operate if it breaks customer workflows.

Secure every form endpoint as a transaction
The browser interface is not a security boundary. An automated client can skip a hidden button, JavaScript step, or rendered CAPTCHA and send an HTTP request directly. The server must decide whether the operation is allowed and whether the submitted data is acceptable.
Require the right identity and permission
For private actions, require the appropriate session or credentials. On every submission, verify authorization on the server for the specific account, record, or operation; do not assume that because a user loaded the form they may submit any value. Keep public contact forms genuinely public only when you have accepted the abuse risk and added proportionate controls.
Validate data on the server
Apply allowlists, length limits, type checks, encoding rules, and business validation at the endpoint. Reject unexpected fields and impossible state transitions. Client-side validation improves usability but cannot be the only validation an automated caller encounters.
Control volume and replay
Rate-limit by signals appropriate to the action, such as account, session, network, or endpoint, rather than relying on a single easily changed address. Detect duplicate submissions and repeated payloads, set sensible request and processing timeouts, and make expensive work asynchronous where possible. Keep controls proportional: a newsletter signup and a financial transaction do not have the same cost or risk.
Use challenges only when evidence warrants them
An interaction challenge can reduce automated abuse when logs show that lighter controls are insufficient. Provide an accessible path for legitimate users, and enforce the result at the server. A challenge placed only in the rendered page is not protection if the endpoint accepts an unverified direct request.
Log the decision, not just the error
For each submission, retain enough operational data to investigate abuse without collecting unnecessary personal information: timestamp, endpoint, authenticated principal when present, validation outcome, rate-limit result, duplicate indicator, and final disposition. Alert on spikes, unusual field patterns, and repeated failures, then feed confirmed abuse back into edge and application rules.
Protect workflows beyond the visible form
Map every route involved in a transaction, including JSON APIs, upload handlers, webhooks, password-reset requests, and confirmation links. An agent may bypass the page and call a secondary endpoint that receives less scrutiny. Apply the same authorization and validation policy to alternate content types and HTTP methods, and make sure error responses do not reveal account existence, internal identifiers, or protected record details.

Allow a trusted agent selectively
Blocking every automated client is not always the goal. A business may want a particular agent to read approved pages while rejecting impersonators. OpenAI documents Web Bot Auth for the ChatGPT Work Cloud browser: outbound requests are signed with HTTP Message Signatures under RFC 9421, allowing a site or intermediary to validate the signature and public key.
OpenAI’s documentation provides configuration examples for Akamai and Cloudflare, and says Vercel recognizes the signed traffic without additional configuration. This creates a verifiable allowlist signal rather than trusting a self-declared user-agent. You still need path-level authorization and form protections; a valid signature identifies the participating service, not an automatic right to perform every action.

Use a decision matrix before you switch on blocking
| Requirement | Primary control | What to verify |
|---|---|---|
| Tell compliant crawlers which public pages are preferred | robots.txt | Correct token, path scope, and no accidental search exclusion. |
| Keep private content private | Authentication and server-side authorization | Unauthenticated requests receive no protected content or metadata. |
| Stop known unwanted bot traffic before origin processing | Edge or WAF policy | Detection signal, action, exceptions, and false-positive monitoring. |
| Reduce load from high-volume clients | Edge and application rate controls | Limits, burst behavior, trusted integrations, and recovery path. |
| Prevent unauthorized form state changes | Endpoint authorization and server validation | Direct requests fail without the required identity, permission, and valid data. |
| Permit a specific verified agent | Signed-request validation | Signature, key, timestamp or replay handling, and narrowly scoped access. |
Test the policy with real user journeys
Test from outside the administrative dashboard. Fetch a public page as an ordinary browser, request an excluded path with the documented crawler token, send the same request with a misleading token, and submit a form without the required session or authorization. Confirm that each response matches the intended policy and that protected content is not included in error pages.
Then run legitimate journeys: search discovery where allowed, keyboard and screen-reader form use, account updates, password recovery, monitoring checks, support integrations, and any signed-agent flow you intentionally permit. Review edge and origin logs together; a request that is allowed at the edge can still be rejected by application authorization, and a blocked request may never appear in application logs.
Pitfalls to catch in testing
- Blocking all AI labels: this can remove desired search visibility or interrupt a useful agent while failing to stop unlabeled automation.
- Relying on a single IP range: infrastructure and addresses change, and shared networks can contain legitimate users.
- Returning a friendly success page after rejection: make the HTTP status and application outcome unambiguous so clients and monitoring systems cannot mistake a denied action for a completed one.
- Forgetting cached responses: ensure private or personalized content is not served from a cache after an edge rule changes.
- Leaving emergency exceptions permanent: document temporary allows, assign an owner, and set an expiration or review date.
What a realistic protection boundary looks like
You cannot guarantee that every automated reader will be identified or stopped while the site remains publicly accessible. A durable design therefore combines a clearly expressed crawler preference with enforceable controls: robots.txt for cooperative discovery behavior, edge rules for unwanted traffic, and application authorization for anything that changes data. Keep search, training, and real-time agent decisions separate, document the exceptions, and revisit crawler names, detection coverage, and provider defaults as they change.
Frequently Asked Questions
Does robots.txt stop AI crawlers?
No. It communicates a preference to crawlers that choose to comply. Google says robots.txt instructions cannot enforce crawler behavior, and Cloudflare describes compliance as voluntary. Use authentication, edge controls, or application authorization when access must actually be denied.
Best Value
Can I allow AI search but block training crawlers?
Yes, where the operator supports separate controls. OpenAI documents independent settings for OAI-SearchBot and GPTBot, so a site can allow search discovery while disallowing training crawls. Confirm the current token and purpose before publishing rules.
Will disallowing a URL keep it out of Google results?
Not necessarily. Google says a blocked URL may still be discovered and displayed when other pages link to it. Use authentication for confidential material, or consider an appropriate noindex implementation or removal when preventing indexing is the goal.
How do I stop an AI agent from submitting my contact or signup form?
Protect the server endpoint, not just the page. Require the appropriate identity and authorization for private actions, validate every field server-side, rate-limit and detect duplicates, monitor abuse, and add an accessible challenge only when evidence shows it is needed. An agent can call the endpoint directly without using the rendered form.
Is matching a bot user-agent enough to block scraping?
No. A user-agent is a client-supplied label and can be changed. Prefer verified bot signals or provider detection IDs when available, and combine them with behavior, path sensitivity, authentication state, and request rate. No known-bot list can guarantee that all automation is stopped.
Can I permit one trusted AI agent while blocking others?
Sometimes. OpenAI’s Web Bot Auth documentation describes signed requests from the ChatGPT Work Cloud browser using HTTP Message Signatures under RFC 9421, with validation through the site or an intermediary. Scope any allowlist narrowly and continue enforcing authorization and form protections.
Will the ChatGPT Work Cloud browser complete a login or payment form?
OpenAI’s documentation says that, at launch, the Cloud browser cannot sign in to websites or complete payments. Do not assume that a signed request represents a fully authenticated user or authorizes financial actions.
What should I monitor after enabling a block?
Review edge and origin logs for the claimed identity, detection result, path, method, response, rate, and final application decision. Check search visibility, accessibility tools, uptime checks, payment callbacks, support integrations, and customer reports. Narrow or remove rules that create false positives.
