1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteTo release a notification-related feature to 10% of eligible users without changing who qualifies on each evaluation, assign the rollout using a durable identity for the intended subject—usually a user ID—and supply that identity consistently. A percentage flag decides who is eligible for the feature; it does not queue, send, retry, or guarantee delivery of a notification.
What stable bucketing means for a 10% release
A feature flag evaluates context and returns a result, such as enabled or disabled. Percentage rollouts use a repeatable assignment mechanism to divide eligible contexts among flag variations. For a user-level release, the context should identify the user consistently; a random choice on each request can move the same person in and out of the cohort.

A configured 10% allocation is a share of the rollout population, not a guarantee that exactly 10% of every small group—or 10% of messages sent—will be enabled or delivered. Observed counts vary with sample size and whether the evaluated population represents the intended audience. LaunchDarkly documents one provider-specific implementation that hashes context kind and key into 100,000 buckets, then maps variation allocations to bucket ranges; that figure is not a general rule for other flag systems. Choose the rollout unit before choosing the key
Decide what the product decision applies to, then use a stable identifier for that entity on every evaluation. The key and the rollout unit must match:
#1 Best Overall
- Individual user: use a durable, unique user identity if each person should independently have a chance of entering the cohort.
- Account or organization: use the account or organization identity if everyone in that group should receive the same treatment.
- Other entity: use its stable identity only when that entity is genuinely the unit of eligibility.
Do not silently switch between user and organization identity across requests or services. A change in key or context kind can change assignment. LaunchDarkly’s rollout configuration requires a context kind and attribute, so verify that the configured context matches the product’s intended unit. LaunchDarkly percentage rollouts
Set identity and stickiness deliberately
Unleash documents gradual rollout stickiness settings. Its default can fall back through userId, sessionId, then a random value. That fallback chain is not a promise of durable user-level assignment: a session can change, and random fallback can vary. If user-level consistency is required, configure explicit userId stickiness and ensure the identity is present. Unleash documents that an explicit userId stickiness setting returns false when that identity is absent. Unleash gradual rollout

OpenFeature provides an evaluation context for passing relevant identity attributes through a vendor-neutral API. The application and provider still need to agree on which context field is used for bucketing and what happens when it is missing; confirm the provider-specific behavior rather than assuming the API alone defines the rollout semantics. Evaluate the flag at the application decision point where the notification feature becomes eligible. Keep that decision separate from the delivery system that queues and sends messages. A retry should retry delivery, not create a fresh cohort assignment: make the same identity and flag decision available to the notification workflow, or persist the eligibility decision as appropriate for the system.

The rollout sources describe flag evaluation and cohort mechanics, not a complete notification architecture. They do not establish queue design, retry policy, delivery guarantees, or how to handle provider outages. Choose a fallback result deliberately according to the risk of enabling or suppressing the notification feature, and document that choice.

Separate percentage rollouts assign contexts independently. | Unleash gradual rollout | Documents configurable stickiness, including explicit userId stickiness and the default fallback chain of user ID, session ID, then random. A groupId can correlate rollouts. Source |

OpenFeature describes feature flags as a way to alter application behavior without deploying new code, including canary and gradual rollouts. That describes the release mechanism, not a guarantee about notification outcomes. OpenFeature introduction

Do not assume two independent percentage flags will enroll the same people. LaunchDarkly states that separate percentage rollouts assign contexts independently. If a notification release depends on another feature being enabled for the same cohort, use an intentionally shared targeting mechanism. Unleash documents groupId as a way to correlate gradual rollouts; check the relevant provider’s semantics and configuration. LaunchDarkly percentage rollouts · Unleash gradual rollout
Quick Recap
Roll out and monitor the release
- Define eligibility: specify which users or entities qualify for the notification feature, separately from who is technically able to receive a message.
- Configure the flag: set the initial allocation to 10% and choose the matching context kind, stable identity attribute, and stickiness or provider-specific bucketing behavior.
- Evaluate consistently: pass the same identity on every flag evaluation, including evaluations made by background jobs or other services involved in the eligibility decision.
- Measure distinct stages: track eligible recipients, flag evaluations that return enabled, actual sends, and relevant delivery errors or engagement signals. These counts answer different questions; a 10% enabled cohort is not the same as a 10% successful-delivery rate.
- Expand deliberately: increase exposure in planned steps after reviewing operational and product signals. OpenFeature identifies canary releases and gradual rollouts as feature-flag use cases, and percentage allocations can be changed over time; exact controls depend on the provider. What to verify before shipping
- The rollout subject is explicit and remains the same across application paths.
- The chosen identity is durable, unique enough for that subject, and supplied on every evaluation.
- Missing identity behavior is known; it does not silently degrade into unstable assignment.
- Separate flags are independent unless a shared cohort mechanism is intentionally configured.
- Provider error handling and default values reflect the product risk.
- Flag exposure and notification delivery are observed as separate stages.
