Integrate a construction robot by treating its deployment as a change to the work plan—not as a standalone equipment delivery. Assess the specific task and site with the employer, integrator, and affected workers; update the job hazard analysis (JHA), safeguards, access rules, emergency response, and maintenance procedures; train workers before assignment; then verify controls at commissioning and whenever the robot or site conditions change.
Start with the robot’s task and work area
Assess the application, not just the machine. A robot’s tooling, operating modes, work envelope, location, nearby trades, and the people who may enter its area all affect exposure. Include workers who pass through or work nearby, even if they do not operate the robot.

During pre-task planning, document:
- The task, location, robot, tools or end-effector, payload, and expected movement or work envelope.
- Operating modes, including autonomous, remote, manual, setup, testing, and maintenance.
- Energy sources, access routes, nearby work, and when people may enter the robot’s area.
- Workers who could be exposed, the applicable safety data sheets, and preliminary and residual risk ratings.
The CDC/NIOSH construction assessment protocol describes onsite hazard identification and pre-task planning involving the superintendent, foreman, and safety personnel, using JHA forms and safety data sheets. Connect the robot’s assessment to the site’s existing JHA and pre-task plan rather than creating a separate process that crews do not use.

Build a task-specific risk assessment into the JHA
Before commissioning, the employer and integrator should document hazards, potential exposures, risk, and planned risk-reduction measures, with input from affected workers. OSHA’s Technical Manual guidance on robotics recommends involving the user and affected workers in risk assessment and safeguard selection.

Check which hazards apply to the actual task and conditions. Depending on the system, consider robot motion or contact, payloads and tooling, pinch or crush points, unexpected startup, loss of power or communications, blind spots, changing or uneven surfaces, overhead work, simultaneous operations, noise, dust, weather limits, and access for maintenance. This is a checklist for assessment, not a claim that every hazard applies to every robot.
Construction conditions change as project phases, site conditions, and technologies change. NIOSH notes that practices developed for controlled manufacturing environments can be harder to apply directly on construction sites. Set reassessment triggers in the site plan, such as moving the robot to another floor or work zone; changing its layout, access, tool, material, software, or task; adding nearby trades; starting a new project phase; or repairing and recommissioning the system. This trigger list is a practical way to apply the guidance, not quoted regulatory language.
Choose safeguards that fit the site
Select controls for the risks identified in the assessment, and connect them to existing site rules. Depending on the application, controls may include managed access and separation, suitable physical safeguards, designated operating zones, warning and communication procedures, task sequencing, supervision, and emergency-stop arrangements. OSHA advises using combinations of controls where appropriate and ensuring safeguards do not create hazards or block necessary worker vision. Follow the manufacturer’s requirements and applicable rules when deciding the actual arrangement.

NIOSH identifies four collaborative-operation approaches that may be considered: safety-rated monitored stop, power and force limiting, speed and separation monitoring, and hand guiding. These approaches do not by themselves establish that a construction deployment is safe. Their suitability depends on the robot, task, workers, and changing site environment; they should be assessed as potential safety functions, not applied as an off-the-shelf checklist.
Keep the site’s established hierarchy of controls and safety processes in place. The CDC/NIOSH protocol states that it “Does not replace current applicable safety processes and hierarchy of controls.” Robot-specific rules should reinforce the JHA, pre-task plan, access arrangements, emergency plan, and coordination between trades.
Write procedures and train everyone who may be exposed
Written procedures should cover the full work cycle, not just normal operation:
Rank #3
- Integration, installation, setup, and testing.
- Startup, shutdown, assigned work, and abnormal conditions.
- Emergency response, maintenance, and repair.
OSHA recommends written procedures for integrating, operating, and maintaining robots, with training before job assignment. Training should match each worker’s role and cover hazards, safeguards, assigned tasks, emergency procedures, and safe work practices. Workers should be able to demonstrate competency. Include awareness instructions for people who may enter or pass the robot area without operating the system.

Commission, monitor, and maintain the system
Before commissioning, review the risk assessment and installation, confirm safeguards and controls are present and functioning, check that the installation follows manufacturer requirements and applicable OSHA construction or general-industry rules, and verify worker training. OSHA recommends reviewing risk assessments and safeguards before commissioning and checking their effectiveness again after commissioning, rebuild, maintenance, or service.

Plan maintenance using the assessment and manufacturer information. Identify critical components and set inspection and testing frequencies. Include safe access and procedures for maintenance and repair; many robot incidents occur during non-routine conditions, not ordinary operation.
Use the site’s existing reporting process to record incidents, near misses, unplanned stops, changed work conditions, and safeguard faults. Review those records to decide whether the assessment, procedures, or work boundaries need updating.

For U.S. projects, OSHA’s robotics overview says, “There are currently no specific OSHA standards for the robotics industry.” That does not mean robot work is unregulated: applicable OSHA requirements still apply. OSHA’s robotics standards page explains that national consensus standards are guidance from their originating organizations, not OSHA regulations.

ISO 10218-2:2025, Edition 2, was published in February 2025. It covers integration, commissioning, operation, maintenance, decommissioning, and disposal of industrial robot applications and robot cells. Its scope excludes mobility when robots or manipulators are integrated with mobile platforms, among other exclusions. It can be a useful reference where applicable, but it is not a complete rulebook for every construction robot or mobile machine. Check current local requirements and the robot’s classification and intended use.
OSHA’s online Technical Manual refers to older editions of some standards and advises checking current ANSI, RIA, and ISO documents because they are revised periodically. Distinguish the editions cited in that manual from current editions, and confirm which requirements apply to the specific application and jurisdiction.
