Keep retrieving or summarizing information separate from changing employee or payroll records: any consequential write should have narrowly scoped permissions, validation, and an appropriate approval or review process.
“Integration” can mean enabling a vendor’s built-in agent, connecting a custom agent directly to system APIs, or using an integration layer such as a unified API or enterprise workflow platform. The right choice depends on the systems you use, the operations and fields they expose, and whether the agent must read, write, or route requests.

Decide what the agent must do
Start with a specific workflow, not a general request to “connect HR and payroll.” An agent that explains information already in a payslip needs a different permission boundary from one that submits a payroll input or changes an employee’s pay election. Define the task and the authority the agent needs before selecting a connector.

- Summarize or explain: Present system records or approved policy content in plain language. Make clear when the answer is an explanation, not an authoritative payroll calculation or decision.
- Flag or route: Identify missing, inconsistent, or potentially stale information and send it to the responsible person without changing the record.
- Write or initiate: Submit an allowed change or start a workflow. Limit this to explicit operations with input validation, authorization, and suitable review.
Inventory the HRIS and payroll products, tenant or version, relevant countries, required data, worker identifiers, and which system owns each field. Vendor APIs vary in their operations and field coverage; a connector name alone does not establish that it supports the data or action your workflow needs.

Choose an integration pattern
These are architecture options, not universal recommendations. Compare the actual fields and operations available for your products and tenant, plus authorization, sync and recovery behavior, data handling, auditability, deployment prerequisites, and who maintains upgrades.
| Pattern | When it may fit | What to verify |
|---|---|---|
| Vendor-native agent and tools | Your organization already uses a supported vendor agent and its built-in capabilities match the workflow. | Tenant or subscription eligibility; enabled skills; supported actions and geographies; and which security groups, domains, or business processes govern tool access. |
| Direct vendor API | A custom agent needs a defined set of operations in one or a few known systems. | Endpoint and field coverage; read/write scope; authentication and token lifecycle; rate limits; tenant restrictions; versioning; event support; errors and audit records. |
| Unified HRIS or payroll API | A product needs a common interface to several customer-authorized systems. | Supported vendors and fields; data normalization and vendor-specific details; customer authorization; regional data handling; sync latency; error visibility; and platform dependency and terms. |
| iPaaS or configured integration framework | Existing enterprise integration or workflow tooling is the preferred control plane. | Connector maintenance; mapping ownership; approvals; observability; release compatibility; and which system is authoritative for each field. |
Vendor-native agents
A vendor-native agent may use the vendor’s tools and security model. Workday’s Payroll Agent setup describes registering and configuring the agent, enabling relevant skills, and selecting security groups. The guide also says those groups need permissions for the domains or business processes that secure the tool APIs. Confirm eligibility and supported skills in the Workday Payroll Agent setup guide; do not assume that having the product means every workflow is enabled.
Direct APIs
Direct APIs can be a fit when the operations are known and limited. As one vendor-specific example, the APS Developer API technical guide describes version 1.1 with 21 endpoints across 9 modules: 20 GET operations and one POST for employee data upload. It also says requests are organization-scoped and a request does not span multiple company codes. These are APS-specific details, not a benchmark for other HRIS or payroll APIs; consult the APS API Technical Guide for the supported operations and constraints relevant to your account.
ADP describes API Central as using OAuth 2.0 and OpenID Connect. That does not establish the field coverage or permissions for a particular ADP API or tenant; verify those details for the product and workflow you plan to connect in ADP API Central.

Unified APIs and workflow platforms
A unified HRIS API can reduce the need to build a separate interface for each supported vendor, but normalization may not expose every vendor-specific field or operation. Merge documents authorized pulls and pushes for its HRIS integrations and recommends combining webhooks with polling for synchronization. Confirm which vendors, fields, events, and write operations are supported for your use case in the Merge HR, Payroll, and Directory API overview.
An existing workflow platform may provide the control plane for mappings and approvals. ServiceNow documents HCM spokes and subflows, including decision-table mappings for its HR service agent setup. See ServiceNow’s HCM AI agent configuration documentation to check what applies to your configuration.
Implement the integration in controlled stages
1. Inventory systems, data, and actions
Record each HRIS and payroll product and tenant, the countries in scope, and the system of record for each required field. Identify stable worker identifiers and the relevant employment, organization, pay-group, and payroll-input data. For each requested task, state whether the agent may read, write, or only route a request. Begin with the smallest useful scope.

2. Confirm the supported connection and prerequisites
Check native-agent entitlements and capabilities before building a custom connection. For a custom implementation, validate the specific API or integration framework against the required operations and fields, authentication method, tenant constraints, and any region-specific requirements. Treat each vendor’s live product documentation as the authority for its current support; examples from one vendor do not establish another vendor’s capabilities.

For example, SAP documents a SCIM REST API for user management in Employee Central Payroll. That source establishes a user-management interface, not that it covers every employee or payroll operation an agent might need. Review the SAP Employee Central Payroll SCIM REST API documentation for its scope.
3. Define data contracts and field mappings
Map the agent’s internal concepts to each connected system’s schema. For every field, document its source of truth, whether it is read-only or writable, its transformation and validation rules, its sensitivity, and how long it is retained. Include effective dates and stable identifiers where the workflow depends on them. Do not assume that a normalized integration API exposes all source-system fields.
Specify how the integration handles data changes and failures. Decide when to use webhooks or polling based on actual event coverage, and define reconciliation, idempotency, duplicate handling, retries, timeouts, partial failures, and behavior when data is stale. Surface failures for someone to resolve rather than quietly treating an incomplete sync as a successful update.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minute4. Set identity and permissions
Choose whether API calls use the requesting user’s delegated identity or a constrained service identity. For each agent tool, define allowed people or records, fields, operations, and business roles. Use the authentication methods supported by the relevant vendor and protect credentials in approved secret storage; avoid broad, reusable access where narrower credentials or scopes are available.

Microsoft’s guidance for Microsoft Entra Agent ID describes delegated and autonomous OAuth patterns, recommends managed identities where applicable, and advises against client secrets for production agent identity blueprints. Those recommendations are specific to that identity model, not a universal requirement for every HRIS connector. See Microsoft’s authentication protocols in agents guidance, then follow the connected HRIS or payroll vendor’s supported authentication method.
Enforce authorization in the tool or system boundary, not by relying on the model to interpret a prompt correctly. Workday says runtime checks evaluate both whether a user can access an agent and whether that user can access the APIs the agent executes as tools. Review the Workday Payroll Agent setup guide when configuring those controls.
5. Add validation, approval, and review
For a consequential change, validate inputs against the source system and workflow rules, show the proposed action and relevant source values, and require the appropriate approval before submission. Record who approved it and the result. Route uncertain, conflicting, or stale records to an appropriate person rather than letting the agent resolve them by guessing.

6. Test failures and authorization, not just the happy path
Where possible, test in a non-production tenant before launch. Include cases such as:
- Allowed and denied reads, including a user with the wrong role.
- An allowed action with valid input, and a denied action without the required permission or approval.
- Stale, duplicate, malformed, or conflicting data.
- Vendor timeouts, expired or revoked credentials, partial syncs, and reconciliation after recovery.
- A human rejecting or correcting a proposed action.
Confirm which calls and approvals are recorded, who monitors failures, and how credentials and mappings are changed safely. ServiceNow’s external-agent security guidance discusses integrations through A2A or manual methods, scoped credentials, and controlled discoverability. Use ServiceNow’s external AI agent security documentation to assess what applies to your deployment.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Protect employee and payroll data throughout operation
Use least privilege for agent identities and integration credentials, and separate environments and credentials where supported. Keep prompts, model context, logs, and exports from carrying payroll or employee fields the workflow does not need. Define access and retention rules with your security and privacy owners; applicable legal duties depend on jurisdiction and how the data is used.
- Document what data flows to the agent, integration provider, and connected systems, and which tenant or instance data is reachable.
- Keep read access and write permissions distinct, with narrow scopes for each tool or operation.
- Make source records and approved policy the basis for explanations; identify source context where possible.
- Route discrepancies between the agent’s explanation and a payroll record to payroll staff.
- Keep an operational path for access changes, credential revocation, mapping updates, and incident response.
Workday’s product overview also describes a Payroll Agent file limit of 10,000 rows and a review request when a file has more than 100 rows. These are product-specific details, and the page’s publication date is not stated; check the current Workday Payroll Agent overview before relying on them for a deployment.
Choose the smallest safe capability that solves the task
For a first workflow, prefer a narrow, read-only task or a request-routing step if it meets the need. Add write capability only when the source system supports the operation, the authorization model is clear, and validation, approval, audit, and recovery behavior have been tested. That makes the integration’s real boundary explicit: what the agent can see, what it can change, and when a person must decide.
