First decide what you mean by “install Windows on an external USB drive.” A USB installer starts Windows Setup so you can install Windows on a PC; it does not make that USB drive a portable Windows computer. Running a full Windows workspace from external storage is a different task. Microsoft’s former Windows To Go feature supported that use for some editions, but Microsoft says it was removed starting with Windows 10 version 2004. Microsoft does not document a generally supported consumer method for booting a full Windows 11 installation from an external USB drive.
Choose the right kind of USB drive
| Your goal | What the USB drive does | What to know |
|---|---|---|
| Install or reinstall Windows on a PC | Acts as bootable installation media. You start the target PC from it and run Windows Setup. | Windows is installed on a destination disk selected in Setup; the installer is not itself a portable Windows workspace. A clean installation removes personal files, apps, manufacturer customizations, and settings from the affected installation. |
| Carry a full Windows workspace between PCs | Would hold a Windows installation that boots from external storage. | Microsoft’s historical Windows To Go feature did this for Windows 10 Enterprise and Education, but it was removed from Windows 10 version 2004 and later. The current general consumer method and compatibility are not established by Microsoft’s documentation cited here. |
Microsoft’s Create installation media for Windows and Reinstall Windows with the installation media instructions cover the first workflow. Its archived Windows To Go: frequently asked questions describes the discontinued second workflow. A recovery USB is another distinct tool: Microsoft’s Recovery Drive guidance covers recovery, not a portable full Windows workspace.

How to make a USB installer and install Windows on a PC
Use this route when you want Windows Setup to install Windows on a computer’s internal drive or another destination disk. You need a working PC to create the media, a USB flash drive for the installer, and the target PC. Microsoft’s manual media instructions call for at least 5 GB of free space on the flash drive; creating the media formats it, so copy off anything you need first.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Back up the target PC. A clean installation can remove personal files, installed applications, manufacturer customizations, and settings. Save important files somewhere separate before starting.
- Create Windows installation media on a working PC. Follow Microsoft’s current Create installation media for Windows instructions for the Windows version you need. Keep the installer USB separate from the disk you intend to install Windows onto.
- Connect the installer to the target PC. Start or restart the PC and open its boot menu or firmware settings. The key and menu names vary by manufacturer; use the PC maker’s instructions if needed. Select the USB installation media as the startup device. Microsoft notes that a PC may need its boot order changed to start from USB.
- Follow Windows Setup. Choose the installation options shown and carefully identify the destination disk before proceeding. Do not select a disk just because it is external or removable: confirm its identity and contents, since installing or deleting partitions on the wrong disk can destroy data.
- Complete setup and restore your files. After Windows is installed, follow the on-screen setup process and restore backed-up files as needed.
Microsoft’s consumer reinstall guidance warns that a clean installation removes files, apps, customizations, and settings. If your goal is simply to reinstall Windows on the PC, the external USB device is the installer; Setup installs Windows to the destination you select.

Why Microsoft’s manual USB instructions mention FAT32 and 5 GB
These specifications concern installation media, not a supported way to install a running Windows system onto the installer flash drive. Microsoft’s manual instructions, last updated June 14, 2023, call for a flash drive with at least 5 GB free and recommend FAT32 for BIOS or UEFI boot in that documented workflow. The drive is formatted during media creation, so back up its contents first.
- FAT32 file-size limit: FAT32 cannot store a single file larger than 4 GB.
- If install.wim is too large: Microsoft’s manual instructions describe copying the other installation files and splitting the image into
install.swmparts with DISM.
That workaround is for preparing Windows Setup media. It does not turn the installer into a portable Windows installation.

Can Windows run from an external SSD?
Historically, Windows To Go let users boot a full Windows instance from an external USB drive, but Microsoft limited the feature to Windows 10 Enterprise and Education. Microsoft says it removed Windows To Go in Windows 10 version 2004 and later. Its FAQ gives two reasons: the feature did not support feature updates, so users could not stay current, and it required a specific kind of USB device that many OEMs no longer supported.
Microsoft’s Deployment considerations for Windows To Go also says the former feature did not support operating-system upgrades and required hosts configured to boot from USB. Its archived FAQ cautions that many computers do not support booting a device attached through a USB 3 PCI add-on card or external USB hub, and suggests connecting directly to a built-in port. Those are historical Windows To Go notes, not a guarantee about current PCs or external SSDs.

Microsoft’s documentation does not establish a generally supported consumer procedure for installing and booting a full Windows 11 system from an external SSD. Compatibility would depend on the exact PC and method; the fact that a drive is an SSD or connects over USB does not establish that it will boot Windows. Microsoft’s separate deployment documentation mentions native boot from a VHD, but that documentation alone does not make it an equivalent, supported consumer portable-Windows solution.
Before you start: avoid the common wrong-drive mistake
- Label the drives mentally, not just by connection: the installer USB starts Setup; the destination disk is where Setup installs Windows. They may both appear as removable or external storage.
- Back up first: clean installation can remove data and apps from the affected Windows installation, while formatting the installer USB erases its existing contents.
- Check the destination in Setup: verify the disk by its displayed capacity and partitions before making changes. If you cannot confidently distinguish the disks, stop rather than guess.
- Use a direct built-in USB port if booting fails: Microsoft’s USB-hub warning was written for legacy Windows To Go, so it is not a universal current fix, but removing a hub or add-on card can help isolate a boot-path issue.
Bottom line
If you want to install or reinstall Windows on a computer, create a separate USB installer, boot the computer from it, and choose the intended destination carefully. If you want a full Windows workspace that runs from an external drive, that is not the same process: Microsoft’s Windows To Go feature is discontinued, and its current documentation does not establish a general consumer Windows 11 external-boot method.
