Choose Keep personal files and apps or Keep personal files only in Setup. Do not boot from the USB if your goal is to preserve files: booting from installation media starts the clean-install route, which removes personal files.
Choose the right installation path
There are two different ways to use a Windows installation USB. The file-preserving method runs Setup from inside a working Windows session. Starting the HP laptop from the USB instead begins a clean installation, which removes personal files, apps, settings, and manufacturer customizations. Microsoft explains the distinction in its Windows installation-media guidance.

Run setup.exe inside Windows and keep files and apps |

Run setup.exe inside Windows and keep personal files only |
Preserves personal data; removes apps | Windows starts and removing apps is acceptable |
| Boot from USB for a clean installation | Removes personal files, apps, settings, and device-manufacturer customizations | You want a fresh start or Windows will not start, after backing up or recovering your files |
| Use another Windows recovery option | Effects vary by option | The problem may be addressed by troubleshooting, uninstalling an update, System Restore, or a supported Windows Update reinstall |
Microsoft lists alternatives such as troubleshooting, uninstalling updates, and System Restore in its Windows recovery options guide. Consider a less disruptive option first if it addresses the problem.
Prepare before reinstalling
- Back up important files somewhere separate. Microsoft recommends backing up personal files before reinstalling; possible destinations include an external hard drive, USB flash drive, or cloud storage. The installation USB is not a backup. HP also recommends backing up data before installing Windows. See Microsoft’s installation-media guidance and HP’s Windows 11 USB installation instructions.
- Check your Windows edition and license. Reinstall the same Windows edition that is licensed for the device. Activation usually happens automatically after the laptop connects to the internet; a significant hardware change can affect activation. Microsoft covers these points in its reinstallation guidance.
- Find your BitLocker recovery key. If device encryption is enabled, HP warns that Setup may ask for the key. Keep it accessible before starting.
- Use a blank USB drive for the installer. HP’s Windows 11 instructions call for a blank USB flash drive of 32 GB or larger. This is HP’s stated preparation guidance for that workflow, not a universal capacity rule for every Windows version or HP model. Follow the current media-creation tool’s on-screen requirements, and do not leave the only copy of important files on the drive.
- Connect the laptop to power. HP says the computer restarts several times during installation; do not interrupt the process.
Run Windows Setup from inside Windows
- Start the HP laptop and sign in to Windows. If Windows cannot start, skip to the next section; this file-preserving procedure may not be available.
- Insert the Windows installation USB.
- Open the USB drive in File Explorer and run
setup.exefrom its root folder. Approve the User Account Control prompt if it appears. Microsoft and HP both describe this method for an in-place reinstall: Microsoft and HP. - Continue through Setup until you reach Choose what to keep. Select Keep personal files and apps to retain your data, apps, and settings, or choose Keep personal files only if you accept that apps will be removed. Do not choose Keep nothing if you need the files on the laptop.
- Review the installation summary before selecting Install. Keep the laptop connected to power and allow its restarts to finish.
- After setup completes, connect to the internet and check activation. Then install or update HP drivers, apps, and software as appropriate.
If Windows will not start
You cannot use the in-place procedure above without starting Windows and running setup.exe from File Explorer. Booting from the installation USB leads to a clean install, and Microsoft says that removes personal files, apps, settings, and device-manufacturer customizations. Do not assume files will survive that route. If the files matter, pursue a separate backup or recovery path first; consider model-specific support if you need help recovering them. Microsoft’s installation-media guidance and recovery options guide describe the distinction and alternatives.
